Enabling Roles of the Sanggunian Secretary for Effective Legislation


1. Background The concept of enabling is very timely as democracy seeks for new ways to harmonize governments in the context of decentralization. The enablement of actors and its functions to support development and transformative local legislation is imperative among politicized economies and rural communities. This is because the political and development environment in the Philippines has become so complex and many of the issues cannot be answered by current practices. This pressures the concerned actors for necessary governance actions to make laws and policies that will advance communities needs and demands rather than what legislators wants. The Office of the Sanggunian Secretary is in a position to effect this change in Local Sanggunians for better lawmaking and effective performance of other functions of the local legislation. This conference will answer the key enabling roles of Sanggunian Secretary in lawmaking assistance and support. 2. Methodology The seminar workshop will be conducted utilizing a proper balance between theory and practice, as well as between lecture-discussions and workshops/other participative learning approaches. The seminar workshop will be integrated to the business meeting and plenary of the national officers and members of PLEASES. The training program will focus on the following learning areas: Module 1 - Local Legislation Development and Support The Local Policy Environment The Local Policy Development Cycle (Understanding the Dynamics of Policy Making) The Local Economic Development Legislative Agenda Module 2 Enabling Roles in Local Legislation Support Defining the Enabling Environment Characterizing the Enabling Roles in Local Legislation Support Community Factors in Enabling Support to Development Local Legislation Enabling Support in Local Legislation Research, Policy Advocacy and Social Marketing Module 3 Tools in Enabling Local Legislation Support What is Completed Legislative Secretariat Staff Work (CLSSW)? Towards a More Legitimate Administrative Support to the Sanggunian

3. Pedagogical Learning Requirements The seminar workshop will need an LCD projector, laptop/desktop computer with DVD player and separate speakers, Manila paper and scotch tape in the venue. 4. Javier is an expert in the field of Local Governance, Local Economic Development and Public Policy and Program Administration. He finished his undergraduate degree at the University of the Philippines Los Banes and earned his doctor in Philosophy degree at Nagoya University Graduate School of International Development in Japan. He is currently Professor at the Institute of Development Management and Governance, College of Public Affairs, UP Los Baos. Dr. Javier is active in doing policy studies on various development issues. He has served as consultant of various international and local organizations such as the International Labor Organization (ILO) on LED and Climate Change Adaptation Program and the Canadian International Development Agency (CIDA) on Local Economic Development (LED). Dr. Javier is also consultant on Strategic LED of the Department of Interior Local Government (DILG) Local Government Academy (LGA) from November 2009 to present. He has published various journals and researches discussing LED. He serves as adviser to eight local chief executives.
