An administrative reform entails a total disregard of efficiency. The bureaucratic culture continues to affect the functioning of the civil services in Bangladesh. The bureaucracy is still characterized by centralization of authority at the top of the hierarchy. In the first time of the Awami League rule( !"#$ !"%&' the government appointed two ma(or committees in !"# such as The Administrative and )ervices *eorganization +ommittee(A)*+&'one of them ,ational -ay +ommission(,-+&.The committee or commission was entrusted with the responsibility of suggesting measures towards reorganizing the central bureaucracy. The ,ational -ay +ommission play vital role for government personnel.
Objective of the study The focus of this paper is to show how National Pay Commission helps & ensures good services . In the study the following objectives are mainly focused.
To know basic conduct & ingredient of NPC. To identify the problem . Highlighting prospects of NPC.

To find out the inadequacies and anomalies in the pay structure in the era of different governments. To show the disparity between the highest and the lowest salary level. To focus on the demand and supply of various professions and occupations.

%iagnosis The ,-+$ was given a difficult (ob 'one the other hand it would attract the best possible candidates but re9uirement of merger at the disposal of the government and the need to minimize the gap between the highest and the lowest income group in the society. The ,-+$ found a number of inade9uacies : anomalies in the pay structure. The commission identified as many as ##;; different scales of pay throughout the government. The situation was further complicated by diversity that

Outcome The ,-+ $ were partially implemented. =e try to identified such outcome 3irstly. +ompression of ##;; scales into ; scales was very difficult tas5 : it proved to be so at the implementation stage. )econdly. The ,-+$ recommendations were not based on proper evaluation of responsibilities of a particular scale : the corresponding pay .Its a >supervisory posts were downgraded scales in terms of pay : e9ualized with the grades of the supervised 'creating deleterious effects on efficiency' morale : performance. The government moved slowly and contagiously and it too+ two years to implement in modified forms the commission accepted recommendations. %ive cabinet committees wor+ed out the modalities of reform implementation. The government in &'(( provided for twenty one scales of pay through the introduction of new national grades and scales of pay(NN: P! . *n this process the government drastically scales down the number.

The NPC0**@s responsibilities include" a! To recommend suitable pay structure for officers & employees of government, semi government & autonomous bodies. b! To recommend other benefits including salaries, medical allowances, conveyance allowances or arrangements. c! To formulate suitable principles for prefi/ing salaries, allowance and retirements allowances from time to time considering changes in the price of commodities. d! To recommend suitable retirement allowances for officers & employees ( The >angladesh -bserver, & 7une,&'=6!

The NPC0** recommended the highest scale of ta+a (;$$ & the lowest ta+a ))$ in twenty grades along with the fringe benefits including the house rent, medical, conveyance, educational and festival allowances. #utcome The government accepted in principle the ma,or recommendations of the commission. >ut while implementing the NPC0** recommendations pertaining to pay scale the government made some modifications. The modified new scale of pay (9N P! which came into effect on 7une &, &'=; was the result of NPC< **@s recommendations. The 9N P fi/ed the lowest salary at ta+a ;$$ and highest at ta+a )$$$ with a differential of &#" & between the highest and lowest pay. National Pay Commission $NPC) &&&' 8 National Pay Commission (NPC0***! was appointed in 8ugust, &'='. The commission was headed by a former secretary. The members of the NPC0*** were" 8 former ambassador 8 retired secretary 8 senior army officer 8 senior civil servant
The last member was designated to act as the secretary to the commission in addition to his duty as a member.

*t needs to be pointed out that though the government agreed on twenty scales of pay but NPC0 ***@s recommendation relating to highest & lowest pay of ta+a &3$$$ & &#;$ respectively was substantially moderated during implementation & resultant 2N P.

The part time members include0 8n economist from the university of 4ha+a President of the >angladesh .mployers 8ssociation 8 member of the Planning commission 8 retired professor of 4ha+a 9edical College 8 former chairman of Capital 4evelopment 8uthority 8 former deputy governor of >angladesh >an+ 8 well +nown gynecologist 8 representative of the army 8 representative each from the ministries of industry, law and finance with the ran+ of the ,oint secretary. 8 ,oint secretary of the ministry of finance will act as member0 secretary to the commission. Though all the full time members are retired civil servants still some of the part time members
have been chosen from different professional and other groups. >ut it needs to be mentioned that all the representatives of three ministries and member0secretary are serving civil servants. o, the civil servants0retired and serving have a comfortable ma,ority in terms of membership of the commission. "ission &! 8n appropriate pay structure for officials and employees. #! -ther facilities, i.e. house rent, medical treatment, transportation that are outside pay. 3! 8n appropriate policy guideline for refi/ing pay allowances and pension of civil servants in view of changes in the prices of commodities. 6! 8ppropriate pension benefits for officials and employees. ecommendations The commission submits its recommendations to the government according to its pre structural mission. These are following " Twenty pay scales with the lowest pay being T+. &=$$ and highest pay fi/ed at T+. &=$$$. 4oubling of medical and conveyance allowances for all categories of all public servants. 9inistry of finance has been allocated T+. &;$$$ crores in the ne/t budget to meet the e/penditure in implementing the recommendations of the commission.
