The Swedish presidency of the European Union said Tuesday E.U.

Than Shwe on Tuesday ordered Nobel Peace laureate Suu Kyi to remain
under house arrest for another 18 months, commuting a three-year
sentence of hard labour and imprisonment imposed by a court in Yangon.
The 64-year-old Suu Kyi was found guilty of breaching the terms of her
house arrest after an eccentric American man, John Yettaw, swam to her
lakeside villa and stayed there for two days.
'We are seeking a consensus among Asean members to ask for a pardon for
Aung San Suu Kyi,' Thai Foreign Minister Kasit Piromya said, referring to the
Association of Southeast Asian Nations (Asean).
'We want to see her be pardoned first. For other political prisoners, we have
demanded their release several times,' he said.
Suu Kyi's extended house arrest means she will be locked up for elections
promised by Myanmar's generals in 2010. Critics say the polls are a sham
aimed at legitimising the junta's rule.
'Free and fair elections must be inclusive, involving all parties as demanded

fierce international criticism and an expression of 'serious concern' from the
UN Security Council.
'The Senior General will meet Jim Webb tomorrow,' one local official said on
condition of anonymity, adding that Webb is scheduled to travel to the
commercial hub Yangon later Saturday, the official said.

World leaders and human rights groups could only spew condemnation
and anger in the direction of the chief of Myanmar's junta, Senior Gen.
Than Shwe and his cadres fully know that no one will ever be able to
punish them, not even the world's most powerful man, US President
Barack Obama, because the leaders of the other nine members of
ASEAN - Indonesia, the Philippines, Thailand, Malaysia, Singapore,
Brunei, Vietnam, Laos, and Cambodia - are staunch opponents of any
efforts to punish Myanmar's heartless rulers.
As China and India close their eyes and pretend not to know what is
going on in Myanmar, for economic and geopolitical reasons, we say
shame on you too.
We urge ASEAN leaders, although we know very well that they have
no guts to do it, to suspend Myanmar's membership to the regional
grouping until the nation's generals surrender power to the country's
supreme rulers: the people.
It is unclear what he aims to achieve. He arrives the same week that Suu
Kyi, a Nobel peace laureate and a symbol of the movement for democracy
in Myanmar, was sentenced to another 18 months' house arrest for
violating a security law.
The U.S. embassy in Myanmar has little knowledge of Webb's plans and
says all arrangements were made by his office in Washington.
According to some reports, he may press for the release of John Yettaw,
the American who swam uninvited to Suu Kyi's lakeside home in May. The
authorities said his two-day stay there breached the terms of her house
arrest, which led to her trial.
Yettaw himself was sentenced to seven years' hard labor in a parallel trial
on Tuesday on three charges, including immigration offences and
"swimming in a non-swimming area." His health is fragile and he spent
several days in hospital this month.
Before Suu Kyi's trial ended, U.S. Secretary of State Hillary Clinton held
out the prospect of better relations with Myanmar but made that conditional
on the release of Suu Kyi and other political prisoners.
He is not expected to be allowed to see Suu Kyi in her Yangon home, but
the military government has invited members of political parties, including
senior members of her National League for Democracy, to Naypyidaw this
weekend.
Webb flew to Myanmar, formerly known as Burma, from Laos and will also
visit Thailand, Cambodia and Vietnam.
U.S. Senator Jim Webb is in Burma for talks with ruling military
leaders.
The Vietnam War veteran and former secretary of the Navy will also
visit Thailand, Vietnam and Cambodia during his Asian tour.
Thai Foreign Minister Kasit Piromya says a letter has been sent to the
ASEAN members in hopes of achieving a consensus on the matter.
But a spokesman for the Vietnamese Foreign Affairs Ministry says
Hanoi considers the issue an internal matter for Burma.
Aung San Suu Kyi has spent 14 of the past 20 years in some form of
detention.
YANGON — The first senior American official to meet Myanmar's junta chief, Than
Shwe, arrived in Myanmar on Friday, local and US officials said.

Democrat Senator Jim Webb's visit comes days after the military ruler extended the
house arrest of Aung San Suu Kyi by another 18 months, following the conviction of the
pro-democracy leader and an American man who swam to her lakeside house.
A Myanmar official speaking on condition of anonymity said that Webb, who is close to
US President Barack Obama, would meet Than Shwe on Saturday afternoon. Webb's
office has also said he will meet the military strongman.
Webb is scheduled to travel to the commercial hub Yangon later Saturday, the official
said.
Suu Kyi's National League for Democracy (NLD) said Myanmar authorities had invited
four senior members of the party to Naypyidaw on Friday and they would travel to the
capital in the afternoon.
"They invited them to meet with an important person. It is not clear whether it will be
with Senior General Than Shwe or whether it is with the US senator, but we will find out
when they get there," NLD spokesman Nyan Win said.
"These moves show that the whole world wants justice for Daw Suu. We have the same
attitude," said Nyan Win, who was also one of the lawyers in the case. Daw is a term of
respect in the Burmese language.
Webb -- a hard-nosed Vietnam veteran who chairs the Senate Foreign Relations
subcommittee on East Asia and Pacific affairs -- would be the first senior US official to
meet Than Shwe.
The White House Thursday welcomed Webb's visit, which is also the first by a member
of Congress in more than a decade, saying he would convey "strong" US views of good
governance to the junta's leaders.
Diplomats have however played down suggestions that Webb could win an amnesty for
US national John Yettaw, who was sentenced to seven years of hard labour and
imprisonment for swimming to Suu Kyi's lakeside house in May

he said.
Her prosecution has been criticized by world figures including U.S. Secretary of
State Hillary Clinton, the Dalai Lama and U.N. Secretary-General Ban Ki-moon.

The UN Security Council has approved a watered-down statement about the continued
detention of Burma's democracy campaigner Aung San Suu Kyi.
The council has unanimously agreed to express its "serious concern" about the conviction
and sentencing of Aung San Suu Kyi.
But an earlier draft statement had called for the "condemnation" of her treatment.
UN Security Council president John Sawers tried to explain why the statement has been
toned down.
"I think we all know that different members of the Security Council have different views
on the situation there [and] elsewhere," he said.
The statement also does not specifically call for the release of Aung San Suu Kyi.

Burma's detained opposition leader, Aung San Suu Kyi, has been found guilty of
breaching the country's security laws and sentenced to another 18 months under house
arrest.
The charges stemmed from a mysterious incident in which American war veteran John
Yettaw swam uninvited to her lakeside home in May in central Rangoon.
Yettaw spent two nights at her house, and his presence there breached the terms of Suu
Kyi's house arrest.
Suu Kyi's lawyers had argued that because the state had put her in detention, it was
responsible for any security breaches at her lakeside home.
Yettaw has been given a seven-year jail term.
The trial began in mid-May but has been beset with delays and a guilty verdict was
widely expected.
Critics say the trial was designed to ensure Ms Suu Kyi could not take part in national
elections scheduled for next year.
Ms Suu Kyi has been under house arrest for 14 years in the past two decades.
She won the 1990 elections but was never allowed to take office.
'Outrageous' decision
Dr Myint Cho, who represents exiled Burmese parliamentarians in Australia, says the
court's decision is outrageous and politically motivated.
"I know it is a deliberate act to keep Aung San Suu Kyi confined so she can not
participate in the planned elections in 2010," Dr Cho said.
"We call on the international community, particularly the Australian Government, to act
on Burma now, to secure release of Aung San Suu Kyi and all remaining political
prisoners in Burma."
Burma Campaign Australia co-ordinator Zetty Brake says the sentence and continued
detention of Suu Kyi is a travesty of justice.
"Unfortunately we're not surprised by this verdict. It had been the regime's plan all along
to ensure that Aung San Suu Kyi was further isolated from the people of Burma and
excluded from their sham 2010 elections," she said.
Last week, two famous defendants — one despised, the other adored — appeared
in courts over 5,000 miles apart. Charles Taylor, Liberia's former President, is on
trial in the Hague for murder, rape, torture and other war crimes allegedly
committed during the decade-long conflict in Sierra Leone. Taylor used his first

Meanwhile, and much more convincingly, Aung San Suu Kyi was declaring her
innocence before a court in Rangoon — alas, in vain. On Aug. 11, the iconic and
much admired democracy leader was found guilty of violating the terms of her
house arrest, a verdict that everyone, including Suu Kyi herself, had predicted.
Also predictable was the apparent imperviousness of the ruling Burmese junta to
the global outrage it generated by putting her under house arrest for another 18
months just as her last spell in detention was expiring. U.S. President Barack
"monstrous." Out of sheer frustration, some Burmese will turn to the Hague for
solace. Taylor is the first African head of state to face an international war-crimes

Burma could increase pressure on the regime and re-energize Burma's embattled
democracy movement in the wake of the gloomy Suu Kyi verdict. A compelling
case for a Burmese war-crimes trial is made in a May 2009 report by the
International Human Rights Clinic at Harvard Law School. Its authors, who
include one former judge and two former prosecutors from the International
Criminal Tribunal for the former Yugoslavia, detail systematic and widespread
child soldiers and the displacement or destruction of more than 3,000 villages.
The report urges the U.N. Security Council to establish a Commission of Inquiry
to investigate war crimes and crimes against humanity in Burma, while warning
long groped for effective measures — be they carrots or sticks — to persuade the
generals to behave better. Last month U.S. Secretary of State Hillary Clinton
hinted that Suu Kyi's release could encourage Washington to lift its ban on new
investment in Burma. That's obviously off the table for now. Post verdict, it has
been replaced by growing calls for the U.N. Security Council to approve a global
embargo on arms sales to the regime and investigate its atrocities allegedly
But the Security Council can do neither without the support of permanent
members China and Russia, both Burma allies.
What else might move the generals? Conceivably, the threat of prosecution.
Words alone aren't enough. The Suu Kyi trial proves again how little they care
blinkered, paranoid and xenophobic. "These caricatures ignore the fact that the
regime contains intelligent officers who are close observers of the international
that Burma's rulers are concerned about retribution. Just look at the military-
Cyclone Nargis, it reserves for the military a quarter of seats in the new
parliament after elections scheduled to be held next year. Tellingly, it also grants
junta officials immunity from prosecution. "This clause won't protect them from

enough time to prevent her from meddling in a 2010 election that the military
hopes will legitimize its grip on power; it's also enough time to dream up more
excuses to detain her, as the junta has done for nearly 14 of the past 20 years. A
British diplomat who attended the trial described her demeanor in court as
"calm, dignified [and] upright, exuding quiet authority but no hint of bitterness
towards the prosecution." She retreats into isolation once again, leaving one
question unanswered. If Than Shwe and his men are ever brought to trial, how
calm and dignified will they be?
It was over in a matter of minutes, but the significance of the occasion vastly
dramatically raise prices of essential goods. Led by labor activist Su Su Nway, the
crowd had just begun to chant slogans when thugs employed by the ruling
generals swooped in and started dragging the protesters into waiting vehicles.
The frail Su Su Nway, who had only emerged from prison last year after serving
seven months for reporting cases of forced labor to the U.N., was also
arrest. But the 34-year-old activist refuses to be intimidated. "People must stand
up," she says, "and choose between freedom and oppression."
Many Burmese are doing just that. The short-lived rally in Rangoon was one of
20 or so protests that in recent weeks have erupted across Burma — a rare display
of civil disobedience by a people who have been ruled for 45 years by one of the
world's most reclusive, and repressive, military regimes. The last time there were
The current rallies were triggered by the junta's Aug. 15 diktat to hike fuel prices
days later, former student leaders from the '88 era organized a series of rallies in
Rangoon, which drew hundreds of supporters. Even with most activists now
locked up or on the run, demonstrations have continued to break out like spores
across the nation. Buddhist monks have marched by the hundreds in several
students have gathered, too, along with sidelined politicians and even some
farmers. Human-rights groups estimate that more than 100 people have been
arrested so far, including three bystanders in the western city of Sittwe whose
Sept. 3, a march from the town of Labutta drew hundreds of supporters before
security forces broke up the rally. "If the regime doesn't resolve the underlying
economic problems — and I don't think it can quickly — then things are not going
to quiet down," says Khin Ohmar, an '88 student leader who lives in exile in
Thailand. "We've all been waiting for the point when normal people overcome
their fear of the regime and rise up; this could be that moment."
The big question is whether these scattered demonstrations will lead to a replay
rulers only to be crushed by an iron fist. Certainly, there are similarities between
today's protest movement and that of 1988. Although the previous strikes are
now glossed with a patina of democratic yearning, their initial motivation was
also economic. Back then, the military regime demonetized the local currency,
over a six-month period, a stop-start effort that culminated in August 1988 with
tens of thousands of people thronging Rangoon's streets. But the military quickly
sent bullets into the crowds. By 1990, elections won by future Nobel laureate
Aung San Suu Kyi's National League for Democracy (NLD) had been ignored by
the junta. Burma slunk back into isolation.
This time around, the world, galvanized by blow-by-blow images transmitted via
cell phones and through the Internet, has taken rapid notice of the protests and
condemned the junta's actions, and White House aides have promised that
Burma will be a "major topic of discussion" at the APEC annual summit, which
opened this week in Sydney. A day later, U.S. First Lady Laura Bush, who has
personally followed the situation in Burma for years and has met with many
Burmese activists, called U.N. Secretary-General Ban Ki Moon to press for more
action from the international body. "One thing we can do to work toward national
reconciliation in Burma is for the Security Council to speak out formally," Mrs.
Bush told TIME. "Will that work? I don't know. But it's the least we can do." The
First Lady also praised efforts of other leaders like British Prime Minister Gordon
Brown, who has voiced forceful criticism of Burma's generals. "It's important for
people," she said. "That's all these protesters are asking." Even some of Burma's
normally silent neighbors have piped up. In a landmark statement last month,
for its continued support of the regime. (Beijing's economic patronage has
measures that many Burmese support.) "We know the world is on our side now,"
says Aung Zaw, a former student activist who lives in northern Thailand and edits
important for the people back in Burma, who are risking their lives to fight the
regime."
generals, who have unveiled their impression of political reform — a variety they
finally agreed to basic guidelines for a new constitution, 14 years after the
timetable for elections has been set, nor is Suu Kyi's NLD part of the political

Prime Minister's position, for instance, must be held by someone with military
experience, which Suu Kyi does not have. "It's a sham process that only legalizes
the military's grip on power," says exiled dissident Khin Ohmar. "How can this be
called democracy?"
The economic front is no better. Roughly 90% of the population lives near or
below the poverty line, even though Burma is blessed with lucrative resources like
natural gas and timber. The country's generals are hardly known for their
financial savvy: one former regime chief denominated bank notes by the number
nine simply because he considered the digit auspicious. Obsessed with its
survival, the junta has dramatically expanded the military; 40% of the nation's
running at more than 30%. Last month's fuel hike led to a tripling of bus fares on
some routes, leaving many of Rangoon's estimated 2.4 million commuters unable
to afford their ride to work. The prices of basic foodstuffs like rice and eggs are
also skyrocketing. "At this rate, even a meal every day might become a luxury,"
says housekeeper May Oo, who now spends 60% of her salary on her daily
commute into Rangoon. Even upper-middle-class families are cutting back. Say
The hardships are made more painful by a widening wealth gap. The country's
military leaders are leading ever more ostentatious lives, their wallets fattened by
gas-pipeline deals with neighbors China, Thailand and India. The ruling class
cruises around in luxury cars and cloisters itself in compounds ablaze with lights,
circulating in Rangoon shows junta chief Than Shwe's daughter, decked out in
average annual per capita income is just $225. Even more galling, the junta
turned a thicket of jungle into a brand new administrative capital in late 2005, a
in Rangoon who asked not to be named for fear of being arrested. "The same
money could have been used to meet the needs of the poor population."
The punishing economic situation may have one unexpected benefit: it could re-
student leaders and labor activists. After the democracy movement was crushed
19 years ago, many opposition leaders left for exile or went underground. Others,
like Suu Kyi or poet turned activist Min Ko Naing, were jailed for long stretches.
Burmese dissidents may have gained a martyr-like fame abroad, but their grand
ideals of freedom and democracy resonated less with a public just struggling to
feed itself. Yet in recent months, the opposition has started addressing such
bread-and-butter issues more effectively — and that could turn the current
economic protests into a future base of political support. "Most Burmese have
only known dictatorship, so when you talk about democracy it means nothing to
them," says Mark Farmaner, acting director of Burma Campaign U.K. "But the
leaders, and that means that generals can't drive luxury cars while you starve.'
That message is striking a definite chord with the population."
Public support is paramount for protest leaders who are now on the run. "The
wave of sympathy is in our favor," says one activist who has so far escaped the
police dragnet. "You knock on a door late at night and whisper, 'Let me in,
brother.' People willingly help us, even though they're well aware of the dire
consequences." Still, the regime is doing its best to prevent further unrest and
capture any stray dissidents. Trucks full of hired thugs patrol major street corners
in Rangoon. The U.N. special rapporteur on human rights in Burma, Paulo Sérgio
Pinheiro, says he has received reports that some of the arrested activists are being
tortured. Buses to Thailand, where many dissidents fled back in '88, are being
searched for activists on the run.
Despite the harsh condemnation from global leaders, no concrete action has so
lawmakers has written to U.S. Secretary of State Condoleezza Rice, urging her to
call an emergency U.N. Security Council meeting on Burma. Without firm action
from bodies like the U.N. or economic patrons like China, the members of
Congress fear that Burma's generals may very well keep up their repressive ways,
as they did back in '88. In the meantime, Burma's underground activists are
asking for continued resistance from the nation's embattled populace. The latest
effort, slated for three evenings this month, instructs Burmese to bang on pots,
pans and other metal objects at 7:02 p.m., 8:01 p.m. and 9 p.m. — all auspicious
times that add up to the number nine so beloved by Burma's military brass.
Organizers hope the cover of night will embolden more people to join the
Democracy icon Aung San Suu Kyi will spend another 18 months as a prisoner of
Burma's military junta, a Rangoon court decreed today. She was found guilty of
violating the terms of her house arrest after an American man called John Yettaw
swam to her lakeside house in Rangoon in May. Yettaw, who has been in poor
health, was sentenced to seven years in prison with hard labor.
The Nobel Peace Prize laureate was initially jailed for three years with hard labor
until a special order from junta chief General Than Shwe was read out in court
commuting her sentence to 18 months under house arrest. The verdict has
prompted further global outrage and renewed calls for stronger action against the
dictatorship. Suu Kyi has already spent more than 13 of the past 20 years in jail

The verdict was delayed, apparently while Burma's generals calculated the likely
domestic and global response to its continued persecution of the world's most
is long enough to keep Suu Kyi in custody during a 2010 election which will
formalize the military's grip on power, but shorter than the maximum sentence of
five years in the notorious Insein Prison. "The generals are trying to manage the
anger of both the international community and the people of Burma," says Win
Min, a Burma analyst at Payap University in Chiang Mai in neighboring Thailand.
The attempt will probably backfire. The verdict is likely to cripple the prospect of
better relations with the U.S, which had tied an ongoing review of its pro-
sanctions policy to Suu Kyi's release. "The door remains open for the regime to
respect the wishes of the Burmese people and international community," the U.S.
State Department said in a statement last week. Today's decision has apparently
slammed that door shut.
British Prime Minister Gordon Brown called the verdict "monstrous" and urged
the regime. Malaysia's Foreign Minister Anifah Aman expressed "grave concern"
over the verdict and called for an urgent meeting of his counterparts in the

Local outrage has been necessarily muted, what with 2,000 police and militiamen
at the prison to prevent any protests. Since 2007, when monks led an abortive
uprising, Burma's opposition has been all but neutralized by a pitiless campaign

The outcome of the trial was unsurprising. "I'm afraid the verdict will be painfully
obvious," Suu Kyi was heard to say in court last month. But she isn't going to
biographies and other books in anticipation of jail time. "If you are going through
hell," Britain's wartime leader famously said, "keep going." Suu Kyi and her
supporters can do little else.
