upto prescribed last date for fee deposition. If the fee is deposited in Bank after prescribed

THROUGH ON-LINE
This advertisement is also available on the Commission's website http://uppsc.up.nic.in.
The On-line application system is applicable for applying against this advertisement. Ap-
plication sent by any other mode shall not be entertained. Candidates are advised to apply
On-line only. In connection with On-line application, candidates are advised to go through
thoroughly the directions given as under and apply accordingly.
1. When the candidate clicks "ALL NOTIFICATION/ADVERTISEMENT DETAILS" on the
Commission's website http://uppsc.up.nic.in the On-line Advertisement, only shall be
available. "On-line Advertisement" shall be in 3 stages given as below:-

3. Apply
A list of all the advertisement will be displayed in which "On-line System" is applicable.
The Instruction for filling "On-line form" have been given in User Instruction. The Candi-
dates desirous to see the advertisement will have to click before 'View Advertisement' to
which they are desirous to see. The full advertisement will be displayed. Click on "Apply"
for On-line Application.
On-line application will be completed in three stages :
First stage :- Basic Registration form (Appendix-2) will be displayed on clicking the 'Candidate
Registration' respective to Examination in Appendix-1, in which there shall be three types of
Recruitment (Select type of Rectt.) General, Special and General/Special both. For Special
Rectt. and Gen./Special both only Physically Handicapped Candidates (P.B. and P.D.) shall be
eligible, After filling the form on clicking the 'submit' button the registration of first stage shall
be over. Thereafter Candidate Registration Acknowledgment (Appendix-3) shal l be
displayed which can be printed by Clicking the 'Print' Button.
Second stage :- There shall be two options for depositing the fees which are E-challan and
I-collect, which can be deposited in State Bank of India or Punjab National Bank. The candidates
having Net Banking facility in any of these two Banks may deposit the fees through I-collect.
After taking the option of E-Challan or I-Collect Examination fees payment details will be
displayed which is on Appendix -4. On selecting the Bank to deposit the fees through E-
challan, the E-challan of concerned Bank SBI (Appendix-5) and PNB (Appendix-6) will be
displayed in which there shall be Candidate's Registration No., Name, Date of Birth and Fee
Amount. The candidates will have to go with E-challan (in the Bank which is opted by the
Candidate themselves) to any branch of the Bank and deposit the fees and take one copy
of E-challan and keep with them safely. On the copy of the E-Challan given by the Bank
transaction ID/Journal No. and date shall be mentioned which shall be used at the time of filling
the form at third stage.
Third stage :- After depositing the fee in the Bank, the candidate two day after on the working
day (after 2.00 pm) shall enter information On-line in the format, available on Commission's
website by clicking "Submit Application Form". The photo and signature, duly scanned shall
be uploaded also. The specimen of the same is given at Appendix-7. The candidate should
scan his photograph and signature in the prescribed size (the size will be mentioned at the
specified spot in the On-line application). This should also be kept in notice that the photo must
be latest passport size. In case the photo and signature, scanned in the prescribed size, are
not uploaded, then the On-line system will not accept it. The procedure related to scanning of
the photo and signature is laid down in the Appendix-7A. After filling in all entries in the format,
the candidate may click "View application form" to see for themselves that all entries and
informations are correctly entered and after satisfying themselves should click "Submit" to
forward the same to the Commission. It is essential that the candidate should fill all informations
On-line correctly according to the instructions given and click the 'Submit' button by the last
date prescribed for submission of the application form. If the candidate does not click the
"Submit" button, the application shall not be completed finally and the candidate shall be
accountable for this. After clicking the 'Submit' button, the candidate may take a printout of the
application (Appendix-7B) to preserve it with them. In the event of any discrepancies, the
candidate will be required to submit the said print-out in the office of the Commission, otherwise
his/her request shall not be entertained.
2. The Application once submitted, will not be allowed to be modified.
3. Application Fee : After filling in the 'Candidate's Registration' format of the On-line appli-
cation, the candidate shall procure the print-out of the E-challan in duplicate. The E-Challan
will be used to deposit the fee in any of the branches of State Bank of India or Punjab National
Bank by the candidate according to his/her category. The fee will not be allowed to be depos-
ited by any other mode except E-Challan/I-Collect. The above fee, for Preliminary Examina-
tion according to the category, is as under:-
1. Unreserved (General) - Exam fee ` 100/- + On-line processing fee ` 15/- Total = ` 115/-
2. Other Backward Class - Exam fee ` 100/- + On-line processing fee ` 15/- Total = ` 115/-
3. Scheduled Caste - Exam fee ` 40/- + On-line processing fee ` 15/- Total = ` 55/-
4. Scheduled Tribe - Exam fee ` 40/- + On-line processing fee ` 15/- Total = ` 55/-
5. Handicapped - Exam fee NIL + On-line processing fee ` 15/- Total = ` 15/-
6. Dependents of the - According to the original category mentioned from Sl. Nos. 1 to 4.
Freedom Fighters
7. Ex-Serviceman - According to the original category mentioned from Sl. Nos. 1 to 4.
8. Women - According to the original category mentioned from Sl. Nos. 1 to 4.
4. If the claims of the candidates given in their applications are not found true, they can
be debarred not only from the examination in question but from all the future examinations
and selections made by the commission also including other appropriate penalties.
5. If the candidates want some correction or change i n their submitted applications, they
can submi t anot her fresh compl et e appl icati on wi t h desi red correct i ons al ong wi t h
prescri bed fee within the last notified dates of the advertisement. The application fee
deposited with the prior application will neither be returned nor adjusted in any condition.
In the aforesaid condition, the last modified application will be entertained only.
6. The U.P. Public Service Commission shall hold a Preliminary Examination at various
Centres of the Di st ri cts mentioned in Appendix-8 of this adverti sement for sel ecting
suitable candi dates for admission to the Main Exami nati on, 2013 regardi ng the posts
included in General/Special Rectt. The date and venue of Examinati on, decided by the
Commission, will be intimated to the candidates by means of their Admission Certificates.
No. of district centre may decrease or increase according to no. of applications received finally.
7. No. of vacancies : (a) Approximate No. of Vacancies is 1200 for General Recruitment.
(b) For Special /Backlog Recruitment for Physically handicapped are 10 posts of Asstt.
Consolidation Officer/Asst. Ayatikaran Officer, out of which 5 posts are reserved for eye
sight affected (P.B.) and 5 posts are reserved for hearing affected (P.D.) candidates.
As per provisions of the G.O. No. 15/42/198-Ka-4-2003 dt. 28 June 2003, the tentative
posts carrying less than minimum Rs. 5500/- as basic pay in the old scale, have been
included in this Examination as detailed below :-

Out of the posts for above Gen. Rectt. the requisitions for the posts of Auditor (Local
Fund Accounts Deptt .), Horti cul ture Inspect or gr.-II , Labour Enforcement Offi cer,
Entertainment and Betting Tax Inspector, Supply Inspector Executive Officer (Nagar
Panchayat), Executive Officer gr.-III (Local Bodies), Sr. Cane Development Inspector,
Excise Inspector, Asstt. Auditor (Local Bodies), Auditor (Local Bodies), Addl. Distt. Savings
Officer, Marketing Inspector, Investigator-Cum-Computer/Jr. Statistical Inspector/Field
Investigator (Agricultural Statistics & Crop Insurance), Co-operative Inspector grade-II/

requisition for the other posts which will be recei ved before the result of Preliminary
Examination, shall be added to this Examination. Therefore, the no. of vacancies may
increase or decrease.
8. Reservation: The reservation for Scheduled Castes of U.P./Scheduled Tribes of U.P./
Other Backward Class candi dates of U.P. shall be admissible in accordance with the
provisions of relevant Govt. Rules. Accordingly reservation for category under horizontal
as Dependents of Freedom Fighters of U.P./Ex-Serviceman of U.P. and Women candidates
of U.P. shall be admissible on settlement of vacancies. Reservation for PH of U.P. will be
permissible for the identified posts only.
Note: (1) The Candidates claiming the benefit of reservation must obtain, in support of their
category a certificate issued by competent authority on the proforma avail able on the
Website & Appendix 8A of this detailed advertisement and shall submit the same to the
Commission when asked for. (2) All Reserved candi dates of U.P. must mention thei r
Category / Sub Category in the Application Form. (3) Candidates claiming reservation in
more than one category will be entitled to only one concession whichever is more beneficial
t o t hem. (4) The Schedul ed Cast e, Schedul ed Tri bes, Ot her Backward Cl ass and
Dependents of Freedom Fighters/Ex-Servicemen and women candidates who are not the
permanent residents of U.P., shall not be given the benefit of reservation. Such candidates
shall be treated as the candidates of the General Category. In case of women candidates
the certificate issued from father side only be treated valid.
9.CONDITIONS OF ELIGIBILITY (For age relaxation only): (i) Eligibility in case of Emer-
gency Commissioned / Short Service Commissioned Officers: In accordance with the pro-
vi sion of the G.O.No.22/10/1976-Karmik-2-85, dated 30-1-1985 Emergency Commis-
sioned/Short Service Commissioned Officers who have not been released from Army but
whose period of Army service has been extended for rehabilitation may also apply for this
examination on the following conditions : (i) Such Applicants will have to obtain a certifi-
cates of the Competent Authority of Army, Navy, Air Force to the effect that their period
of service has been extended for rehabilitation and no disciplinary action is pending against
them. (ii) Such Applicants will have to submit, in due course, a written undertaking that in
case they are selected for the post applied for, they will get themselves released imme-
diately from the Army Service. The above facilities will not be admissible to Emergency /
Short Service Commissioned Officers if: (a) He gets permanent Commission in the Army
(b) He has been released from the Army on tendering resignation (c) He has been released
from the Army on ground of misconduct or physical disability.
10. MARITAL STATUS : Male candidates who are married and have more than one wife
living and female candidates who have married a person already having a wife shall not
be eligible unless the Hon. Governor has granted an exemption from this condition.
11. EDUCATIONAL QUALIFICATION : The candidates must possess Bachelor's Degree
of any recognised University or equivalent qualification upto the last date for receipt of
applications. This should be mentioned by the candi dates in the relevant column of their
application forms but for some posts specific qualifications have been prescribed of which the
details are given below:-

12. AGE LIMIT : (1) Candidates must have attained the age of 21 years and must not
have crossed the age of 40 years on July 1, 2013 i.e. they must have not been born
earlier than 2nd July, 1973 and not later than July 1, 1992. Upper age limit shall be
greater by five years for candidates belonging to Scheduled Castes of U.P., Scheduled
Tribes of U.P., Other Backward Classes and Dependents of Freedom Fighters of U.P.
and skilled player of U.P. i.e. they must have not been born earlier than 2nd July. 1968.
Similarly for PH candidates of U.P. upper age limit is 55 years i.e. they must have not been
born before 2
nd
July, 1958. Skilled players of U.P. of classified games of National and
International level in accordance with G.O. No. 22/21/1983-Karmik-2 dated 28.11.1985
must obtain certificates from the competent authority in prescribed proforma and must
encl ose with their application f orms for Main Exami nation. (2) Upper age l imit for
Emergency Commissioned Officers/Short Service Commi ssioned Officers/ Ex-Army
Personnels of U.P. Shall be greater by three years more for Samooh 'Ga' in addition to their
completed service period. Note:- For the posts of Executive officer (Local Bodies) Gr-2, 3
and 4, the person who have completed their services one year or more in centralised or
palika service, the maximum age limit is relaxable upto a period of their continuous service
or 7 years which ever is less.
13. SOME INFORMATIONS ABOUT MAIN EXAMINATION AND INTERVIEW : (i) Only
such candidates wi ll be admitted to the Mai n (written examination) who are decl ared
successful in the Preliminary Examination for which the successful Candidates will have
to fill another application form according to instructions of the Commission and for this
application the Examination fees for General, Other Backward Classes and for Candidates
of Ot her Stat es is ` 200/- and ` 15/ - as On-li ne Processi ng fees = ` 215/- and for
Scheduled Caste and Scheduled Tribe Candidates of U.P. the fees is ` 80/- and ` 15/- as
On-line processing fees = ` 95/-only. The Candidates of Physically Handicapped category
of U.P. are exempted from fees but they have to pay ` 15/- only as On-line Processing fees,
but the candidates of D.F.F./ Ex-Army Personnel and women of U.P. shall deposit their fees
according to their original category. (ii) Candidates should carefully note that they will appear
for the main examination against the same Roll No. allotted for the Preliminary Examination.
(iii) The dates and venue of the examination shall be informed by the Commission later on.
(iv) Only such candidates will be called for interview who are declared successful on the
basis of the main (written) examination. (v) Candidates will have to fill up the prescribed
application forms before the Interview (viva-voce test) (vi) Preferences for different posts
will be taken from the candidates at the time of Interview which will be treated final and no
change therein will be worthy of being admitted (vii) All original certificates shall be verified
at the time of I ntervi ew. Candi dates will al so be required to furnish four passport size
Photographs, two unattested (plain) and two attested by their Head of Department or Head
of the Institution where they received education or by a Gazetted Officer at the time of
Interview. (viii) Candidates serving under the Central or State Government will have to
produce 'No Objection Certificate' from their employer at the time of interview. (ix) It is
essential for the candidates to appear in the interview who qualify on the basis of Main
Examination under the provisions l aid down i n relevant Service Rules for service of
recruitment where Written Examination and Interview are indicated.
NOTE : The candidates must enclose all certificates in support of their claims rendered
in the application form for main examination. If they do not enclose all certificates in support
of their all claims, their candidature shall be cancelled.
14. IMPORTANT INSTRUCTIONS FOR CANDIDATES : (1) As per decision of the UPPSC
a candidate wi ll be l i abl e t o be debarred from examinati on in question and all other
examinations and selections upto a maximum period of five years for furnishing any wrong
i nf ormat ion i n hi s/ her appl i cat i on f orm whi ch cannot be subst ant i at ed by rel evant
documents or for any other malpractice. (2) No change in category. sub-category date of
birth etc. is permissible after the receipt of appl ication form in the office of the Commission.
(3) The date of bi rth of the candi dates shall be admissible as entered i n High School
Cert i f icate. The candi dat e wi ll have t o enclose hi s/ her Hi gh School or Equi val ent
Examination Certificate with the application form of Main Examination. No other certificate
shall be acceptable for Date of Birth and if it is not enclosed with the application it shall be
rejected (4) The candi dates will have to enclose copies of Marksheets, Certificates &
Degrees attested by any Gazetted Officer or Head of the last Institution where education
was received in support of their claims of Educational Qualifications. If they do not enclose
certificates/documents in support of their claims, the applications shall be rejected. (5) The
benefit of reservation to the categories of Handicapped persons of society shall be given
only on the posts which are identified by the Government for their category. For this benefit
the Handicapped persons must produce a certificate of being handicapped in that category
on the prescribed proforma issued by prescribed Medical Officer/Specialist and counter
signed by the Chief Medical Officer according to Rule 2 of U.P. Public Service (Reservation
f or physi cal l y Handicapped, Dependent of Freedom Fi ght ers and Ex-Servi ceman)
(Amendment) Act. 1997 read with G.O. dated.03 Feb., 2008. The Ex-Army Personnels must
be discharged from Army upto the last date prescribed for receipt of applications. (6) Date,
t ime and venue etc of exami nati on al ong wit h Roll No. wi ll be communi cat ed t o the
candidates through Admit Cards. Candidates will have to appear at the centre allotted to
them by the Commission through Admit Cards. No change in centre is permissible. (7) The
candidature of such candidates who are subsequently found ineligible according to the
terms l aid down i n adverti sement wi ll be cancell ed and thei r any cl aim for t he Mai n
Examination will not be entertained. The decision of the Commission regarding eligibility of
the candidates shall be final. (8) The Application/candidature will be rejected/cancelled if
the application is not submitted on prescribed form, date of birth is not mentioned or wrong
date of birth is mentioned, overage, under age, not fulfil ling the minimum educational
qualifications, application received after last date, no signature under declaration in the
f ormat. (9) The Commi ssi on may admi t t he candi dates provi sional ly aft er summary
checking of the application but if it is found at any stage that applicant was not eligible or
that his/her application should have been rejected or was not entertainable intitally, his/her
candidature will be rejected and if the candidate is selected, the recommendation of the
Commission for appointment shall be withdrawn. (10) The Commission reserves the right of
cancelling the candidature of any candidate found indulging in any malpractice i.e. copying in
examination hall or indiscipline, misbehavior or canvassing for his/her candidature. On violation
of these instructions, the candidates may be debarred from this examination as well as future
Examinations. (11) In all communications to the Commission, the candidates must mention
the name of examination, advertisement no., registration no. date of birth, father's name and
also the Roll Number, if communicated. (12) Candidates selected for appointment will have to
undergo Medical Examination as requi red under the Rules. (13) On the basis of this
examination, eighteen times candidates shall qualify for the main examination and three times
for the interview on the basis of main examination. It is essential for candidates to appear in
interview. (14) The candidates who are appearing in the Graduation Examination need not apply,
because they are not eligible. (15) While filling the answer sheet the candidates "must use Black
Ball Point Pen Only" Do not use any other pen or pencil in any condition. (16) The candidates
must fill all the informations correctly in answer sheets by Black Ball Point Pen only. The
information filled in the "Answer sheet must not be erased by whitener, blade or rubber etc."
15. Physical Measurement:- Physical measurement will apply according to service rules/
requisition in case of availability of posts as Excise Inspector, Deputy Jailor etc.
GENERAL INSTRUCTIONS
1. In no circumstances, applications shall be accepted after the last prescribed date and
ti me. Appl icati ons found wi thout requisi te i nformations and without photograph and
signature, even when received in time, will be summarily rejected.
2. In the On-line system the Candidates must click the submit Button by the Last Date &
Time. They must take the Printout and keep it safely. In any discrepancy they will have to
produce the printout otherwise no request shall be entertained.
3. Those candidates, willing to take the benefit of the reservation must obtain a certificate,
issued by the competent authority, in support of the reserved category, in the prescribed
format printed in this detailed advertisement (Appendix-8A) and submit the same to the
Commission, whenever required to do so. Those claiming more than one reservation will
be given only one such concession, which will be more beneficial. The Candidates who are
not originally domiciled of U.P. belonging to SC, ST, O.B.C., dependant of freedom fighters,
handicapped, Ex-servicemen and women are not entitl ed to benefit of reservation. Such
candidates will be treated as general candidates. In case of the women candidates, the
certificate issued from father side will be treated valid.
4. The Commission do not advise to the candidates about their eligibility. Therefore, they
should carefully read the advertisement and when satisfied about their eligibility conditions
of the advertisement, then only apply.
5. In the category of dependents of the freedom fighters only sons, daughters, grand-sons
(son's son) and grand daughters are covered. Only such relationships with the freedom
fi ghters are not adequate but the candidate should remain actually dependant of the

Appendix-7A The Procedure relating to upload Photo & Signature.
Guide Lines for Scanning Photograph with Signature
1. Paste the Photo on any white paper as per the above required dimensions. Sign in the
Signature Space provided. Ensure that the signature is within the box.
2. Scan the above required size containing photograph and signature. Please do not scan the
complete page.
3. The entire image (of size 3.5 cm by 6.0 cm) consisting of the photo along with the signature is
required to be scanned, and stored in *.jpg, .jpeg, .gif, .tif, .png format on local machine.
4. Ensure that the size of the scanned image is not more than 50 KB.
5. If the size of the file is more than 50 KB, then adjust the settings of the scanner such as the DPI
resolution, no. colours etc., during the process of scanning.
6. The applicant has to sign in full in the box provided. Since the signature is proof of identity, it
must be genuine . and in full; initials are not sufficient. Signature in CAPITAL LETTERS is not
permitted.
7. The signature must be signed only by the applicant and not by any other person.

PLAN OF EXAMINATION : The competitive examination comprises three successive stages viz : -
(1) Preliminary Examination (Objective Type) (2) Main Examination (Objective & Conventional) (3) Interview
PRELIMINARY EXAMINATION
The preliminary examination will consist of the one paper (General Studies) of which answer sheet shall be on OMR
sheets. The syllabus is mentioned in appendix-10 of this advertisement. The prescribed time for paper is two hours
(9.30 a.m. to 11.30 a.m.) and prescribed maximum marks for paper is 300 & No. of questions will be 150.
MAIN (WRITTEN) EXAMINATION
The main examination will consist two compulsory paper - I

marks 200, Time 2 hours (9.30 a.m. to 11.30 a.m.) & no. of question 120 and II
nd
question paper (Conventional)
General Hindi & Hindi Essay, Total marks 200, Time 3 hours (2.00 p.m. to 5.00 p.m.). This question paper contain
two parts (first part General Hindi - 100 marks and Second part Hindi Essay - 100 marks). The syllabus whereof
is mentioned in Appendix-11 of this advertisement.

SYLLABUS FOR GENERAL STUDIES (PRE. EXAMINATION)
M.M. - 300 Time -2 hrs. No. of questions -150
(1) History of India and Indian National movement :- In History of India emphasis should be on broad understanding
of social economic and politic. aspects of Indian history. In the Indian National movement, the candidates are
expected to have synoptic view of the freedom movement, growth of nationalist and attainment of Independence.
(2) Indian and World Geography-Physical, Social, Economic Geography of India and the World :- Questions
on the Geography of India will relate to Physical, Social & Economic Geography of India. In World Geography only
general understanding of the subject will be expected.
(3) Indian Polity and Governance, Constitution, Political system, Panchayati Raj & Public Policy, rights-
issues etc :- Indian polity and Governance questions will test knowledge of country's constitution, political-
system including Panchayati Raj and Community Development.
(4) Indian Economy and Social Development :- The candidates will be tested with respect to problems
and relationship between population, Environment, Urbanisation, broad features of economic policy in India
and Indian Culture.
(5) Current Events of National and International Importance - This will also include questions on Games & Sports.
(6)Indian Agriculture - The candidates will be expected to have general understanding of agriculture in India,
agricultural produce and its marketing.
(7) General Science :- Questions on General Science will cover general appreciation and understanding of
science including matters of everyday observation and special study of any scientific discipline. This will also
include questions on role of science and technology in the development of India.
(8) Elementary Mathematics up to class 10
th
level :- Arithmetic, Algebra and Geometry.
Note :- The candidates are expected to have general awareness about the above topics with special
reference to U.P.
