Punjab Police has had an extremely proud history and the leend of the !eepin duty
before itself. "#en before independence Punjab Police had name in the country for
effecti#e policin and this has been continuously impro#in throuh the personal
examples of its leadership supported by reat traditions discipline and hihly
professional attitude.
A safe and secure environment is essential not only for economic prosperity but also for social
cohesion and political development. Police, as the primary law enforcement agency in the Punjab,
bears the responsibility for providing safety and security through control of crime and
maintenance of public order. In view of this responsibility, the Punjab Police have adopted a
policing strategy that lays emphasis on community participation and problem solving. This
strategy also incorporates the reforms that have been initiated by the Federal and the Provincial
Government.
Organizational Setup
The Punjab Police operates under the Police rder !""! and the Police #ules of $%&'. There is a
(entral Police ffice at )ahore which has a number of functional units li*e Finance + ,elfare,
-stablishment, .ead/uarters, perations, Training, Punjab (onstabulary, etc. 0ome of these units
report to the Inspector General of Police directly while others report to him through the
Additional Inspector General of Police Punjab. The #egional Police fficers1#ange 2eputy
Inspectors General of Police report to the Inspector General of Police directly and they do not
form a part of the (entral Police ffice. The Punjab Police is an attached department of the
.ome 2epartment, Government of Punjab however the Inspector General of Police is an e34
officio secretary to the Government of Punjab.
The Punjab Police is staffed by officers of the Punjab Police and the Police 0ervice of Pa*istan.
The officers of the Punjab Police are grouped into si3 speciali5ed cadres.
Improvement of Police Stations
The Government of the Punjab has announced the launching of a pac*age of reforms for
improvement of police stations at a cost of #s. &.67 billion. As a part of his $ahfoo% 8safe9
Punjab programme, the (hief :inister of the Punjab has announced an initiative aimed at
improvement of police station culture on April ;, !""<. .e has formulated a committee
comprising the following=

The committee was assigned the tas* to identify the maladies generally afflicting the Police

The following decisions were ta*en on the committee>s recommendations=
Mandator registration of cases=
In order to discourage bur*ing of crime, number of cases registered
would not be used for evaluation of police officers> performance. Instead, the
proportion of cases detected would be the indicator. #eporting centres in all
police offices would be opened to facilitate registration of cases. 0ection $6! of
the Pa*istan Penal (ode would be amended to provide a harsher sentence for
having a false case registered.
Improvement in qualit of S!Os=
A number of criteria will be used for selection of officers for posting as
0.s. They include seniority and length of service as 0ub Inspector or Inspector,
a superior performance record, effectiveness in crime control, a good reputation,
and completion of training courses.
"aising level of supervision in urban police stations=
An Assistant or 2eputy 0uperintendent of Police will be posted as a
0upervisory Police fficer 80P9 in each of the urban police stations in )ahore,
#awalpindi, Faisalabad, :ultan and Gujranwala. The number of such police
stations is $"<. The 0Ps would guide the 0., ensure better public dealing and
improved police performance.

Introduction of shift sstem in five major cities=
$!4hour shifts will be immediately introduced in urban police
stations of five major cities.

Construction and repair of police stations buildings=
-very police station in the province would have its own purpose4
built building. @uildings for the %& police stations that are housed in
rented premises will be constructed as a priority. The e3isting buildings
will be repaired and improved urgently.

$inancial relief pac%age for constabular=
As an incentive for better performance, the 0Ps and 0.s will
be paid a special allowance of an amount e/ual to one basic salary plus !"
days> daily allowance per month. All constables and head constables will
