Introduction

The Philippines is the top wind power producer in Southeast Asia having 33 MW wind turbines in
Bangui, Ilocos Norte that started operation in 2005. A study by the US National Renewable Energy
Laboratory (US NREL) shows that there are 10,000 sq. km. of land areas in six regions with good-to-
excellent wind resources. These windy areas can support a potential installed capacity of 76,600
MW.

Philippine Advantage

The Philippines potential for wind energy is attributed to its many good wind sites due to its
location in the Asia-Pacific monsoon belt.
Its potential wind power seems sizable compared with other power producing countries like
Germany, Spain, US, Denmark, and India.
Wind power density is at 500 W/m
2.

US NREL DOE study shows that out of the 73 provinces in the Philippines 47 have at least
500 MW wind potential and 25 have at least 1,000 MW.

Ideal locations
The following locations were identified in the US NREL study to have a potential wind
electricity capacity of 76,600 MW over an area of 10,000 km (see Figure 1):

1. Batanes and Babuyan Island
2. Northwest tip of Luzon (Ilocos Norte)
3. Higher interior terrain of Luzon, Mindoro, Samar, Leyte, Panay, Negros, Cebu, Palawan,
Eastern Mindanao and adjacent islands
4. Well-exposed east-facing coastal locations from Northern Luzon southward to Samar
5. The wind corridors between Luzon and Mindoro (including Lubang Island)
6. The wind corridors between Mindoro and Panay (including the Semirara & Cuyo Island)

North Wind Power Development Corporation (33 MW) in Bangui Bay, Ilocos Norte
There are 6 wind farm projects under development:
- PNOC-EDC 140 MW in Ilocos
- UPC Asia (100 MW)
- Energy Logics (40-60 MW)
- Energy Development Corp. and Isolux-Corsan (a Spanish engineering, construction,
concessions and services and real estate development group) (10-15 MW)
- PetroEnergy Resources Corp. (30 MW)
- Phil Carbon (30 MW)
The wind farms in the Philippines get their technologies from large producers of power generators
and wind pumps in Denmark, US, Spain, and China

Wind Energy Service Contracts
As of March 30, 2011, 45 Wind Energy Service Contracts (HESC) were awarded by the DOE for
projects under pre-development stage.

Government Support

Identification of potential sites of wind energy resources through wind mapping
Assistance to private entities that have identified frontier areas in further determining if these
areas warrant the establishment of a wind farm
Tapping J apanese technology to jump-start the development of wind energy projects
