Coal

 Cebu Energy Development Corporation(CEDC u1,u2,u3)

Cebu Energy Development Corporation (CEDC) owns and operates a 246 MW clean coal-fired
power plant located in Toledo City, Cebu. CEDC is a consortium composed of Global Business
Power, Aboitiz Power Corporation, and Vivant Energy Corporation with Formosa Heavy Industries
Corporation providing the design and supply of CEDC’s equipment.

CEDC’s power plant is the first commercial clean-coal facility in the country, utilizing the state-of-
the-art Circulating Fluidized Bed (CFB) boiler technology.

No new baseload power plant was made available for the entire province of Cebu and neighboring
islands in over 20 years prior to CEDC’s operations. With the assurance of stable power supply
through CEDC, Cebu has witnessed the advent of rapid economic development, particularly in the
areas of tourism, shipbuilding, retail shopping, and other major industries.

 The KEPCO SPC Power Corporation (KSPC u1,u2)

The KEPCO SPC Power Corporation coal-fired power plant is located in the City of Naga, Cebu. It
consists of two 103MW units that started its commercial operations last February and May 2011.

The plant utilizes the latest Circulating Fluidized Bed Combustion (CFBC) Technology, a clean coal
technology proven globally to be compliant with stringent environmental laws such as the
Philippine Clean Air Act and the World Bank standards. Emissions from facilities using this globally
accepted technology have been proven – by over 1,300 CFBC units operating around the world –
to be very well within the limitations set by the Clean Air Act. The injection of limestone into the
combustor significantly reduces sulfur (SOx) emission while formation of nitrogen oxide (NOx)
emissions is reduced, if not eliminated, due to low combustion temperature of 850-900 °C.

 Panay Energy Development Corporation (PEDC u1,u2,u3)

Panay Energy Development Corporation (PEDC) owns and operates 164 MW and 150 MW clean
coal-fired plants in Iloilo City, Iloilo that utilize the Circulating Fluidized Bed (CFB) boiler
technology.
PEDC was born out of the need for adequate, reliable, and cost-efficient power supply in Panay
Island. More than reducing the price of electricity, PEDC served a significant role in addressing the
need for baseload power. Since it began commercial operations in 2011, PEDC has provided a
steady electricity supply to key commercial establishments, the Iloilo International Airport and
Boracay Island – spurring the growth of the provinces in Panay.

 Palm Concepcion Power Corp (PCPC u1)

Our client Palm Concepcion Power Corp. (PCPC) is building one of the most advanced and fuel-
efficient coal-fired power plants in the Philippines. The 270-megawatt state-of-the-art facility will
address the increasing electricity needs across the rapidly growing Visayan Islands. It will
significantly improve power quality, security, reliability and costs.

The plant will be constructed in two stages; each consisting of a 1x135MW generating plant
utilizing Indonesian coal as primary fuel (with local coal as back-up fuel) and Circulating Fluidized
Bed Combustion (CFBC) technology. The first stage of the project, which includes common
facilities for both units, a boat jetty and a 40-km transmission line, is anticipated to be in
commercial operation by the third quarter of 2016. The second phase will commence six months
later.

The proposed plant will be located in Barangay Nipa, Municipality of Concepcion, on the northeast
shoreline of Iloilo Province, allowing for interconnection to both the West Grid (Antique and Iloilo)
and the North Grid (Capiz and Aklan). Power generated by the plant will be sent to the Visayas
Grid on the islands of Panay and Negros.

 Toledo Power Corporation (TCP tg4, tg5,1a expansion)

owns and operates 60 MW and 82 MW coal-fired power plants in Daanlungsod, as well as a 40


MW diesel-fired power plant located in Carmen – all in Toledo City, Cebu

TPC emerged in the 1960’s, originally as the power generation facility of Atlas Consolidated Mining
and Development Corporation (ACMDC). Today, TPC is instrumental in boosting the economic
activities in Western Cebu, particularly mining and ship-building industries.

 Therma Visayas Incorporation. (TVI u1, u2)

Therma Visayas, Inc. (TVI) is one of the two coal-fired power plants in the country that houses a
Coal Dome facility, second only to its sister plant Therma South, Inc. (TSI).
TVI operates the 340 MW Toledo power plant in Brgy. Bato, Toledo City, Cebu. It uses state-of-the-
art Circulating Fluidized Bed (CFB) and the Best Available Control Technology (BACT) to minimize
coal dust emissions that can harm the atmosphere.

True to its word of achieving a better tomorrow through cleaner and more efficient power
production, TVI is making strides in the Visayas as a leading electricity generator.

Oil-Based (Diesel)

 Avon Oil Fired Power Plant

Avon Oil Fired Power Plant is a 670MW oil fired power project. It is located in KwaZulu-Natal,
South Africa. According to GlobalData, who tracks and profiles over 170,000 power plants
worldwide, the project is currently active. It has been developed in a single phase. The project
construction commenced in 2013 and subsequently entered into commercial operation in July
2016.

 Bohol Island Power Development Plan (BIPDP)

In January 2014, Governor Edgardo Chatto issued Executive Order 13 series of 2014, which
created the high-level Bohol Energy Development Advisory Group (BEDAG), an institutional
mechanism for planning, implementing, and monitoring of power development initiatives in Bohol.
The BEDAG is a multi-sector group composed of various representatives from the Local
Government Unit, Private Sector, Academia, the National Grid Corporation of the Philippines
(NGCP), and the three local Distribution Utilities (BOHECO I, BOHECO II, and BLCI). The
BEDAG is co-chared by Governor Chatto and the Secretary of the Department of Energy (DOE).
Together with its Technical Working Group (BEDAG-TWG), BEDAG is reponsible for preparing the
Bohol Island Power Development Plan (BIPDP), which would eventually serve as the basis for the
Province’s future power and energy investments. [It should be noted that the BIPDP, which
includes the BIPSP will also be used as an input to the Department of Energy’s National Energy
Master Plan.]

 Therma Power-Visayas Incorporation (TPVI)

Therma Power-Visayas, Inc. (TPVI) is a diesel power plant located in the Naga Power Plant
Complex of Barangay Colon, Naga City, Cebu. The facility spans 14.41 out of 20 hectares of the
diesel-coal complex, which has a combined capacity of 153.1 MW.

AboitizPower, through TPVI, took over the Naga Power Plant Complex from its previous operator
the Salcon Power Corporation on July 16, 2018.
Since 2019, TPVI has been handling the rehabilitation and maintenance works within the site to
restore its full capacity. Currently, six diesel engine units are now operational, having a rated
capacity of 7.43 MW each.

Geothermal

 Tongonan Geothermal Power Plant

Tongonan Geothermal Power Plant is situated in Kananga, Leyte in the Philippines. The Power
Plant generates and supplies electricity in Leyte and also exports power to Cebu through the
Leyte-Cebu interconnection project.

Quartzelec were awarded the contract to recondition and rewind the generator rotor of Unit 3 with
the aim to restore the reliability and efficiency of the rotor. The rotor was inspected in 2010 and a
number of problems were identified including loose and cracked end winding blocking, heavy
dusting, contamination, possible insulation degradation and shorted turns on STIIT tests and drop
tests.

 Nasulo Geothermal Plant

First Balfour was involved in the relocation project of the 50 MW Northern Negros Geothermal
Plant (NNGP) of the Energy Development Corporation (EDC) to the Southern Negros Geothermal
Field in Valencia, Negros Oriental (SNGP).

Given the limited steam supply to operate its original plant site in Northern Negros, EDC decided
to relocate the facility to the Southern Negros Geothermal Production Field in Nasulo, thus the
project name Northern Negros to Nasulo Project or N2N.

The scope of work included site development, the design and construction of the power house
building, pump houses, water tanks, cooling tower foundation access roads, and all other
associated civil and structural works. First Balfour also worked on the new plant site’s lighting, fire
protection, plumbing.

 Palinpinon Geothermal Power Plant

The Palinpinon geothermal production field lies on the northern flanks of inacative Cuernos de
Negros volcano (1,837 m ASL). This volcanic complex is part of the Negros Arc which is a north-
south trending chain of Quaternary volcanoes formed as a result of the eastward subduction of the
Sulu Sea oceanic crust along the Negros Trench. The arc comprises the stratocones of Silay,
Mandalagan and Canlaon in Negros Occidental and the coalescing volcanic complexes of
Guinsayawan and Cuernos de Negros in Negros Oriental. Palinpinon is located about 12 kms west
of Dumaguete City. It is centered in the northeast-trending Okoy river valley where the numerous
hot springs and surface thermal manifestations occur. Schlumberger resistivity and Vertical electric
sounding delineated a low resistivity anomaly in the Okoy river valley. Exploration drilling within
this anomaly led to the discovery and eventual development of Palinipinon geothermal field. The
112.5 MW Palinpinon-1 steamfield consists of the Puhagan production sector and the Malaunay
and Ticala reinjection blocks. Palinpinon-2, producing 80 MW, covers the production and
reinjection sectors in Sogongon, Nasuji and Balas-balas.

Hydroelectric

 VILLASIGA HYDROPOWER PLANT

The Philippine Board of Investment (BOI) conducted a site visit in Sunwest Water and Electric
Company 2’s (SUWECO 2) 8MW Villasiga Mini Hydroelectric Power Plant located in Brgy. Igsoro,
Bugasong, Antique

The power plant was first registered in 2010 and established in 2016. It provides affordable
electricity to the locals of Bugasong, Antique, and has a capacity of 8 megawatts, which can
accommodate an estimated of 8,000 homes in a year. SUWECO’s vision and mission is to be the
leading developer of renewal energy, especially in the grid areas of the country.

Solar

 Cosmo Solar Energy Inc. (CSEI)

Cosmo Solar Energy Inc. (CSEI) has inaugurated its 5.7-megawatt (MW) solar power plant in
Miagao, Southern Iloilo it is a SEC registered Philippine Corporation. It is managed and run by the
corporate board of directors and shareholders. Cosmo's vision is to help provide the very basic
needs of a community such as sustainable potable water, food, power, and sanitation. Our mission
is to keep exploring new ideas and innovating it to apply and execute little projects here and there
working with public and private organizations sustaining our mandate..... develop and sustain
clean and renewable eco system.

 First Toledo Solar Energy Corporation (FTSEC)

First Toledo Solar Energy Corporation (FTSEC) operates a 60MW solar power plant in Talavera,
Toledo City, Cebu. The 73 hectare facilty has 193,440 photovoltaic modules. It can energize
between 46,000 to 48,000 average households. FTSEC is a subsidiary of Citicore Power Inc, a
sister company of Megawide Construction Corporation. Clean, renewable energy should be the
way to go for Cebu to reduce carbon emission.
Wind

 Trans-Asia Renewable Resources

Established in 2003 to develop renewable sources of energy and pursue clean and energy efficient
projects
Present focus in wind energy, particularly in Western Visayas and Northern Luzon.
They will also add an another 40 megawatts(MW) of capacity for Guimaras wind farm which is
2MW per tower in a total of 20 towers, currently they operates a 54 MW wind farm in San Lorenzo,
Guimaras.

 36MW Nabas Wind Power Plant

The 36MW Nabas wind power project is considered as the single biggest investment in Aklan
province and largest renewable energy facility in Panay island, to date. The facility is owned and
operated by PetroWind Energy Inc. (PWEI), a joint-venture firm among PetroGreen Energy
Corporation, EEI Power Corporation, and BCPG Public Company Ltd of Thailand.
