Learning
1. High BTS fail due to high CAC b/w utilization (BTS Fails, Ext CAC rej)
2. No coverage under unlocked sector (0 RRC attempts). Radio module faulty.
3. HSDPA and HSUPA processing set values not set in WN7 NodeB commissioning resulting into
setup failures.
