The analysis is based on premise that UPSC wants to identify aspirants with certain skills and aptitude required to function as a good administrator. UPSC do not explicitly describe
these skills so we infer them from Syllabus, Question Paper and feedback of experts and students.
This analysis is an attempt to quantify the subjective understanding and make explicit the implicit.
We have inferred some conclusions from these stats but you are free to infer differently. Moreover, independent/impartial thinking is one of the qualities expected in
administrators.

F: Fundamental, Conventional and conceptual question which is easily available in commonly recommended books. If
a current affairs source is mentioned then it indicates that you had one more reason to prepare this topic.
FA: Fundamental Applied question is an analytical question which requires information + application of mind. Answers
to these questions are from commonly recommended books but not so obvious to find.
CA: Current affair question which can be answered almost completely using given source alone.
CAA (Current affair Applied): Current affair question which needs information from more than one source to answer
AND/OR application of mind(common sense and overall understanding) of aspirant. This is why source for these
questions may not be answering question completely.
FCA (Fundamental + Current affair): This is a F or FA question supplemented with current affairs or a current affairs
question that needs background information for complete answer. Source to these questions might not answer
question in entirety.
U(unconventional question): unconventional question means the question that is distantly related to syllabus
provided by UPSC. It is neither present in even reference sources (in addition to recommended books) nor prominently
in news.
Motivator
Motivator means that
1. Examiner has most probably framed this question because of this event/news/article. (AND/OR)
2. Student could have easily answered if he would have read this news/article.
Motivator combined with nature of question gives the intensity/affinity of motivation. Motivator for a CA
type question is almost definite motivator. Motivator for CAA type is most probable motivator. Motivator for
FCA type is probable motivator but some other equally probable motivator may exist. Even some student may
answer these types of question with minimal support from CA, using his previous understanding and
application of mind.
Alertness (perception level) of student can also be derived by combination of motivator and nature. If a
nature is CA then it is expected that average student must have answered this question and if you have not
answered this then you are not sufficiently alert. You need to improve your concentration.
If nature of question is FCA and you felt uncomfortable to formulate a good answer or you were not able to
answer some part of question then it means you should improve your observation/reflection capacity apart
from concentration.
If nature is U then motivator has a weak relationship with question and most of the student may have missed
the topic/question.

ANALYSIS
Most of the topics were core, known and direct this year.
Yet, the questions were not direct, rather analytical. Even fact-based questions required some background. For instance, the
conditions for amendment of section 3(d) of Indian Patent Act.
Student had sufficient points on most of the questions asked. However, there was scarcity of time and the challenge was to
complete the paper with satisfactory answers.
Majority of questions from the new syllabus were direct, as can be expected for the first year after a change in syllabus.
Since the paper focused on basics, you need to be very clear at fundamentals.
A clear grasp of topics with 5-6 points on tips was required to complete the paper in time.
NCERT books have to be read properly to be absolutely clear about the basics. For topics those are not usually found in
conventional books like Security, Disaster Management etc., follow just the basic sources of government websites and reports.
Keep a track of Current Affairs and link them with your basic knowledge. For example, if the news items are Supreme Court
nullifying the bills, be ready with the points of judicial review.
Rather than reading from many sources at once and not revising, follow one (or very few) source/s and revise them properly.
With the changed pattern, aspirants currently in job would also get a decent chance. This is because topics asked were not
unheard of, so if they have clear fundamentals, they can also easily answer the questions.
The one biggest take away from this years paper is the importance of writing practice.
You may know the topic in and out, but if the most important points cannot be recalled and written speedily, it would amount
to nothing. The co-ordination between thoughts and writing speed is of utmost importance.
Do not wait to complete the entire syllabus, before you start with the writing practice. Start writing 1-2 questions daily. Prepare
questions on the topics read that day and practice writing major points in a fast and concise manner.
Write down few good and lengthy tests before the Main examination to help build up your speed and confidence.
Prepare point-wise concise notes. Since the entire examination cycle ends in a week, it becomes impossible to revise all the
books in between the cycle.
Read from few sources (not many) but prepare small, concise and integrated notes, which compile the basic points for a quick
revision.
While reading, ask yourself basic questions like Why, How etc. This will not only build important points and help you focus on
the central issue, but will also give you an idea about irrelevant points, which generally reduce speed in the examination.
Questions were from almost every topic and compulsory. Therefore, cover the entire syllabus. Approach can be varied. For
example, larger and important issues should be prepared in depth.
There were 25 questions, which were to be attempted in 180 minutes. This equates to roughly 7 minutes per question. Practice
writing within this time limit.
The questions for which you are well prepared, can be written in about 175-180 words. For questions, which you are
moderately aware about should be completed in about 125 words.
Remember, the keyword of instructions: NOT MORE than 200 words and content is more important than length.
Do not try to increase word count by bluffing. That will not increase your marks and will also waste precious time.
The purpose of providing current sources for history questions is for revision and notes. UPSC might not have been motivated
by current news, but it provides us with a few basic points to be revised in depth. The relevant topics of history which were in
current news, should be revised properly. For example, the question on Maulana Abul Kalam Azad.
