Thedeathoflovedonesandthelossoflivelihoodsandhomesstillhauntsurvivorsin14countries,andtheworld
continuestograpplewiththemagnitudeoftheeventthatwasonlyovertakenafewyearsagobythetsunami
earthquakecombinationthathitJapanandcausedameltdowninsomenuclearreactorsatFukushima.Residentsof
BandaAcehrebuilttheirlives,andinIndiatoo,whichlostover10,000peopletothecalamity,rehabilitationhasbeen
anongoingengagement.Indiasetupawarningsystemin2005andupgradedittoastateoftheartIndianTsunami
EarlyWarningSystemtwoyearslaterattheIndianNationalCentreforOceanInformationServicesinHyderabad.It
hasthecapabilitytoissuetsunamibulletinswithin10minutesofamajorearthquakeintheIndianOcean.
Advancewarningisasimportantasdisasterpreparednessforcalamitiesofsuchmagnitude.Odishalearntalesson
fromthesupercyclonein1999,butearlierthisyearcycloneHudhuddevastatedthecoastalcityofVisakhapatnam
which,ironically,isoneofthetwocitiesinthecountrygearingupforapilotclimateresilientplan.Boththe
IntergovernmentalPanelonClimateChange(IPCC)in2007andtheMinistryofEnvironmenthadsaidtherewouldbe
ahighlikelihoodoftheintensityofcycloniceventsincreasingontheeasterncoastofIndia.Aworkingpaperoncoastal
citiespreparedbyTheEnergyandResourcesInstitutesaysitishighlypertinenttostartclimateproofinginfrastructure
andservicesandtoassesssealevelrise,combinedwithotherfactorssuchasstormsurges,cyclonesandchangesin
precipitationpatterns.AccordingtotheIPCC,thecoastalareasfacemultiplerisksrelatedtoclimatechangeand
variability.Indiahas130townsandcitiesin84coastaldistricts,andaccordingtothePlanningCommissiontherisein
sealevelhasbeenintherangeof1.06to1.75mmayearoverthepastcentury.ThelatestreportbytheWorld
MeteorologicalOrganizationsaysthatinearly2014,globalaveragemeasuredsealevelreachedarecordhighforthe
timeoftheyear.ThemeltdownatFukushimapromptedreactordesignchanges,andwitheachdevastatingincidentthe
worldgainsfreshknowledgeinhindsight.Butthatmaynotbeenoughtosavehumanityfromtheintensityofrecurring
calamities.Scienceisquitefirmthatextremeeventswillincreaseovertheyears,makinganticipationandpreparation
imperative.Thatistheleastthatcountriescandotosavetheirpopulationsfromdevastation.
