GRID CODE

PRESENTATION
SUMMARISED

What is Grid Code?

A grid code is a technical specification
which defines the parameters a facility
connected to a public electric network has
to meet to ensure safe, secure and
economic proper functioning of the electric
system. The facility can be an
electricity generating plant, a consumer,
or another network.
The grid code is specified by an authority
responsible for the system integrity and
network operation.

Contents of a Grid Code

Contents of a grid code vary depending on the
transmission company's requirements.
Typically a grid code will specify the required
behavior of a connected generator during
system disturbances.
These include voltage regulation, power factor
limits and reactive power supply, response to
a system fault (short-circuit), response to
frequency changes on the grid, and
requirement to "ride through" short
interruptions of the connection.

Purpose of Grid Codes

Purpose:
To ensure that all parties and
connecting parties obey the
engineering rules to ensure a safe
secure and reliable system.

Parties Involved in Nigerian

Grid Code

Nigerian Electricity Regulatory Commission , NERC

Author of the Grid Code
Transmission Service Provider, TSP Network owner.
System Operator, SO Operator and manager of the
network.
The network users are:
Generators The Power Stations
Distributors The Electricity Distribution Companies
Interconnected parties
Customers connected directly on 132 Kv & 330 Kv,
if any
Market Rules, MR deals with GC governance process.

Benefits of a Grid Code

Assurance to NERC that the service-providers
operate according to their license conditions;
Assurance to customers that serviceproviders operate transparently and nondiscriminatory;
Assurance to service-providers that
customers will honour their mutual Grid Code
obligations and that there is industry
agreement on these;
Reduced perceived risk by potential new
investors.

Characteristics of a
Good GC

Objective
Transparent
Non-discriminatory
Consistent with Government policy
Define the obligations and accountabilities of all
the parties
Specify minimum technical requirements for the
Transmission System
Ensure that relevant information is made available

Legal Position and GC

Governance Market Rules
The GC is a Regulatory Instrument under the
Act
(The Electric Power Sector Reform Act, 2005)

The Governance of the GC is determined in the

Market Rules (MR).
Hence if one wishes to change the GC one must
go through an MR process
This is part of a worldwide regulatory process to
make the management of all codes in a country
consistent
Below the GC are the SO Operating Procedures

GC Operating Procedures
We currently have 15 operating procedures
12 are historic engineering procedures which
were revised and updated in February 2010
Two new procedures were added for the
Transition Market:
OP13: Disco balancing procedure
OP14: MO information procedure (MO Market Operator )

OP15 is the pre-transition ancillary services

procedure which is under final revision
Needs to be revised for the transition market to
include MVARs and Black Start

Grid Code going forward

The Grid Code is far from perfect
In this workshop and the forensic workshop,
clarify those areas where
The Grid Code
The Operating Procedures
Current operational practice
do not match up.

Submissions to amend the GC;

Applications for derogations to the GC; or
Proposals to change the Operating Procedures

Grid Code going forward

contd.
Forensic Workshop: Operations Working Group
The GC was checked against the Operational
Procedures in early 2010 compatible
Check GC in detail and compare with
operational procedures
Where there are differences decide on approach:
GC amendments
Improved SO procedures
To be followed by a Public Workshop

Connection Conditions: Objective - 1

This Section (Connection Conditions) specifies
the minimum technical, design and certain
operational criteria which must be complied
with by the Users connected to, or seeking
connection to the Transmission Network.
They also set out the procedures by which the
Transmission Service Provider (TSP) will process an
application for connection to the Transmission
System, seeking to ensure compliance with these
criteria as a requirement for the granting of
approval for the connection of a User to the
Transmission System.

Connection Conditions: Objective - 2

The Connection Conditions are

designed to ensure that:
No new or modified connection will
impose unacceptable effects upon the
Transmission System or on any User
network nor will it be subject itself to
unacceptable effects by its connection to
the Transmission System.
The basic rules for connection treat all
Users, within an equivalent category, in a
non-discriminatory fashion.

Purpose of Connection Conditions

The purpose of this Connection Conditions is:
to specify the technical, design, and
operational criteria at each Connection Point;
to ensure that there is no undue
discrimination in the application of the Grid
Code between Users or classes of User;
to facilitate the use of the Transmission
System by any User connected to or seeking
connection to the Transmission System, in
accordance with a Connection Agreement;

Purpose of Connection
Conditions contd.
to define the requirements for a User
seeking connection and/or for a
modification of the current connection;
to enable the TSP to develop, maintain
and operate the Transmission System
in a coordinated and economic
manner in compliance with its licence;

Scope of Connection Conditions

The Connection Conditions apply to the
System Operator, TSP and to Users of the
Transmission System which are:
Power Stations;
Distributors;
Interconnected Parties;
Customers connected to the
Transmission System.
