MISSION AND VISION


The Tuscaloosa NRG Center seeks to serve the Tuscaloosa community by providing a safe,
family-friendly, recreational facility focused on the nutrition, therapy, and educational
aspects of health maintenance. The NRG Center will approach this goal by offering
traditional open recreational areas, aerobic and dance fitness classrooms, a fully equipped
kitchen classroom, and state of the art therapeutic equipment and experiences including
the first Cryotherapy Sauna and Kniepp Walk in the Tuscaloosa area.
The NRG Center will also serve as a hub for World Games sport demonstrations and
competitions in 2017 & 2019 in celebration of Birminghams 2021 World Games.
Ultimately, the NRG Center will serve as a facility for Tuscaloosa residents of all ages and
ability levels to learn a new sport or improve their abilities in their chosen physical
hobbies.

TARGET AUDIENCES
CHILDREN (4-15) & PARENTS/ADULTS (25-55)
Youth sports are an ever-present force in American life, especially so in Tuscaloosa.
Mainstream sports like Football, Baseball, Basketball, and Soccer dominate the public
parks and school athletic facilities year-round, which leaves few opportunities for children
to participate in other types of sports and activities often only seen on World Games and
Olympic broadcasts. The Tuscaloosa NRG Center aims to provide a venue for children to be
exposed to new sports and activities in addition to traditional area sports through a variety
of events, play sessions, and training camps with an emphasis on fun and learning.
The NRG Center offers parents the opportunity to watch childrens sessions, or participate
in adult fitness activities with the added benefit of being able to monitor their childrens
activity. Several of our fitness class areas feature glass walls that provide a view into the
main gymnasium arena, so parents can watch their childrens activities.

SENIORS (55+)
The NRG Centers focus on nutrition, therapy, and recovery will allow seniors a relaxed
environment to exercise, learn, and thrive at their own speed. Seniors can participate in
nutrition classes on topics from baking to diabetes control, exercise on our low-impact
anti-gravity treadmills, and attend therapy sessions with their own physical therapists,
or in group sessions in the spa.

YOUNG ADULTS & COMPETITIVE ATHLETES (16-24)


The NRG Center offers the same benefits to active young adults as traditional fitness
facilities, with the added bonus of advanced post-activity recovery on site. The spa area
provides a dedicated area for physical therapy sessions and anti-inflammation procedures
for athletes and members recovering from performance inhibiting injuries.

Tide Development Group suggests the renovation, repurposing, and expansion of The Warner
Transportation Museum site on Jack Warner Parkway. Renovation of the existing structure,
construction of the second phase, and furnishing is expected to cost $19,349,350.52.

FACILITY ANALYSIS
The centers innovative stretch and bend massing concept
embodies the spirit of fitness and motion, inspiring students to
pursue lifelong health and wellness. Embracing a 100-year-old
oak tree that stands sentinel at the facilitys entry shows the
integration of old and new.
The wood ceilings are both structural and functional also adds a
warmth and richness to the facility that connects it to its natural
surroundings. Maple treads on the main stairway complement
wood floors in the gym and exercise studios. Daylight harvesting
with automated lighting controls monitor occupancy and daylight
to minimize the use of artificial light.

2017 & 2019 NRG CENTER WORLD GAMES EXPO


As part of the NRG Centers mission to enrich the fitness culture of the Tuscaloosa community and to
celebrate Birminghams 2021 hosting of The World Games, The NRG Center will be hosting two large events
in the coming years to introduce the community to a few of the games to be featured in 2021.
In 2017, the NRG Center and other Tuscaloosa venues will play host to demonstrations by Team USA and
Team Germany in Archery and Dance Sport. Following the demonstrations, join us for a concert featuring
country star Sam Hunt.
2019 will see the first World Games level competition in Tuscaloosa. In addition to Archery and Dance Sport,
Team USA and Team Germany will face off in Tug-of-War and Water Skiing. After competition ends, join us at
the Tuscaloosa Amphitheater for performances from The Alabama Shakes and The Zac Brown Band, followed
by a fireworks extravaganza.

POLICIES AND PROCEDURES

Congratulations on becoming a member of the Tuscaloosa NRG Center. You and your family
play an integral part in making sure the NRG Center is a welcoming, relaxed, safe, and healthy
environment for patrons of all ages and abilities. Here are the basic guidelines that we ask
our members to follow when using NRG facilities and equipment.
Be advised that NRG Center policies are subject to change, and we are always listening to
community feedback to make this facility be best it can possibly be.

REASONABLE ASSUMPTION OF RISK


Each member is responsible for determining his or her own ability level, and assumes all
reasonable risk of injury when participating in activities, classes, or using fitness equipment.

ACCESS TO THE FACILITY


The NRG Center is a secure facility that grants access based on user credentials and reserves
the right to remove members or guests violating the terms listed in this document.

Facility Hours are 5:00am - 9:00pm unless otherwise stated for a specific event.
Members are required to scan their NRG Center wristbands to access the facility.
Abuse of the wristband access system is subject to membership termination.
Guests may register at the front desk. Guests day passes are available for $8.
Patients and clients of trainers or therapists in the NRG Partnership Program are required
to register at the front desk before entering the main facility.
No children are allowed in the weight lifting areas.

CODE OF CONDUCT
The NRG Center is a family-friendly fitness, learning, and healing environment. Please respect
your fellow members desire for a positive experience. Members or guests exhibiting behaviors
detrimental to others experience as judged by NRG staff are subject to removal from the
facility and disciplinary action. These behaviors include:

Harassment (verbal, physical)


Indecent language or excessive loudness.
Improper use of facility equipment

ATTIRE & PERSONAL ITEMS


The NRG Center is a facility with a wide array of user experiences. Members and guests are
expected to demonstrate proper attire in these respective areas:

Fitness Center, Courts, and Classrooms: Athletic attire.


Indoor Archery Range: Athletic attire with proper safety equipment.
Spa and Wellness Center: Athletic attire and spa robe (available at spa desk.)
Kitchen Classroom: Casual dress.

The NRG Center is not responsible for personal items lost or stolen on facility grounds.
Lockers are available to members for rental and are the best means of securing your items.

FOOD AND BEVERAGE POLICY

Personal water bottles are allowed in all areas of the facility.


Food prepared as part of a class in the Kitchen Classroom must remain in the Kitchen
Classroom or its designated seating area. No outside food is allowed in any part of the
facility.
No chewing gum is allowed in the facility.
Wine and Beer are only allowed on a provisional basis as part of approved Kitchen
Classroom activities. Any activities involving alcohol must be cleared with facility
administration at least one week ahead of the scheduled time of the class. No hard liquor
is allowed in the facility.

SMOKING POLICY
Smoking is strictly prohibited on all NRG Center facility grounds.

CLASSROOM & MULTIPURPOSE AREAS


Equipment provided in classrooms and multipurpose areas are to remain in their respective
rooms. Please refrain from touching, sitting, or leaning on any glass surfaces. Members are to
respect established class times and cede use of any room when an approved class time
begins.

FITNESS & WEIGHT CENTER

Staff are available and trained to instruct you on proper equipment use if you have
questions about how to operate weight training equipment.
Staff reserve the right to deny use of the fitness center to anyone abusing equipment.
Use disinfectant spray and fitness center towels to clean weight training equipment after
use.

SPA CENTER
Members may use the public spa facilities if properly dressed without supervision.
Members, guests, and patients of NRG Partner therapists and trainers must check in at
the spa reception area.
The massage therapy rooms and Cryotherapy Sauna are only available to NRG Partners
and patients with appointments.
Members and guests are reminded that the spa area is a healing environment, and are
asked to please refrain from speaking loudly or using cell phones.

The NRG Center is an Americans with Disabilities Act (ADA) compliant facility, and will make
all reasonable efforts to accommodate disabled members and/or guests. The ADA defines a
service animal as any guide dog, service dog, or other animals specifically trained to provide
aide to a person with a disability.

INDOOR ARCHERY RANGE


The Indoor Archery Range is staffed by an NRG team member from 10:00am - 9:00pm
Personal equipment allowed is limited to bows approved by the NRG Archery team.
During regular public use, each station is equipped with 10 safety arrows.
Wait for other archers to expend their arrows, and/or declare the range cold before
retrieving arrows.
Proper archery personal safety equipment is required. Certain safety items may be
checked out from equipment services on a first-come-first-served basis.
Children must be accompanied by an adult at all times, unless taking part in an official
NRG class.

CLOSING PROCEDURES
The NRG Center closes nightly at 9:00pm CST.
Any equipment checked out from Equipment Services must be returned to Equipment
Services at least 15 minutes prior to the posted facility closing time.
Members and guests will receive a 30 minute warning via the PA system prior to closing.
Facility doors automatically lock at 9:00pm CST. Any items left in the facility may be picked
up the next business day.

WATER SKIING OVERVIEW


Objective of Sport: Water skiing is a surface water sport in which an individual is pulled behind a boat or a
cable ski installation over a body of water, skimming the surface on two skis or one (slalom) ski.
Governing Bodies: American Water Ski Association (AWSA) and the International Water Ski and Wakeboard
Federation
Eligibility: There is no minimum age necessary to waterski. In addition, the skier must have adequate upper
and lower body strength, muscular endurance, and good balance

Rules: The three events of traditional water skiing are slalom, tricks and jumping. In slalom, the contestant
negotiates a zigzag course of six buoys. The boat speed is increased two mph until a maximum speed for the
division of competition is reached. Thereafter the rope is shortened in pre-measured lengths. The winner is
the one who rounds the most buoys without a miss or fall. In tricks, the contestant performs two, 20-second
routines of tricks that each have an assigned point value. Some of the most difficult tricks include wake flips,
and multiple turns performed with the towrope attached to the contestants foot. In jumping, the object is
distance. Although there is a maximum boat speed for each age division, the skier can increase his or her
speed by cracking the whip behind the boat; men jumpers approach speeds of more than 60 mph at the
base of the jump ramp.
Qualification Rounds/Field of Play: Each event shall consist of two rounds; a preliminary round and a final
round.
All skiers qualified to ski in an event must ski in the preliminary round of that event. A skier must score (more
than 0) in the preliminary round to qualify for the final.
Surface Requirements/Facilities Requirements/Equipment: The sport requires sufficient area on a smooth
stretch of water, one or two skis, a tow boat with tow rope, three people, and a personal flotation device.
Results Management: Each overall competitor shall be awarded in each event a certain number of overall
points according to the relationship of his best score in either the preliminary round or the final round to the
best score in the event during either round by a skier who is qualified as an overall skier.
The Chief Judge shall supervise all judging and scoring operations and shall select the Judges and the
assistants for each event. The Chief Judge, who must not serve as an Event Judge, shall assign to his
assistant those duties he deems appropriate.

ARCHERY OVERVIEW
Objective of sport: Competitive archery that is, archery that involves archers aiming arrows at a target has
various forms, but all have the same aim: to shoot your arrows as close to the centre of the target as possible
Governing Bodies: World Archery Federation housed in Lausana, Switzerland. 156 member associations.
Eligibility and Dress: Minimum age to participate as an archer in the world games is 16. 1. All athletes and
coaches must present a professional, athletic appearance while on the field. (Torn, ripped or badly faded
clothing articles are not allowed.) Clothing may be of any color.
2. No camo or blue denim (jeans) may be worn at target events. Accessories such as trim on shirts, caps,
quivers, armguards, footwear, etc., are permitted to be camo. At field events, denim may be worn but camo
may not be worn.
3. Shorts, skorts and skirts must not be shorter than finger tip length while standing normally.
4. Men and women are required to wear upper garments covering the front and back of the body and covering
the midriff when at full draw. Women's upper garments shall have a minimum strap of 3" or sleeves. Men's
upper garments shall have short or long sleeves.
5. Sport/athletic shoes are recommended to all athletes and coaches during target events. Shoes must cover
the entire foot.
Equipment: Bow, Arrow, Targets
Rules and Scoring: Archery is a sport in which the participant uses a bow to shoot arrows at a target, which
has ten concentric circles. The score of each arrow depends upon where it lands on the target. The highest
score, a ten, is achieved by shooting an arrow into the center, or bulls-eye. Scores go down from nine for the
next circle out to one for the outermost circle. Missing the target results in a score of zero for that arrow.
Qualification rounds: In the Qualification Rounds there is match play. Qualification spots in archery are
allotted to National Olympic Committees rather than to individual athletes.

Field of Play/Surface Requirements: The most commonly practiced form of archery, target tournaments are
held both indoors and outdoors. The archers shoot from a line, which runs parallel to and is a designated
distance from the target faces. Targets are comprised of multi-colored concentric circles which each have
point values

Practice Facility Requirements: Location, property and/or facility search begins by determining viable
locations that have the necessary attributes. Properties and facilities are reviewed for a variety of items
including but not limited to: Size and configuration Location within the community Adjacent property and
compatible uses Nearby goods and services, food, retail Access and transportation Infrastructure and
services. Size of property and/or facility is based on the program goals and the facility space requirement to
provide for the goals.
Results management: Each target has its own official scorer but the Director of Scoring is responsible for
each overall event I.A.N.S.E.O. is also the most expert working group on Archery Events management and
organization. Ianseo Team has been more and more involved in many of the biggest events in the world:
Olympic Games, World Championships, European Championships, Grand Prix, World Games, Universiads,
University Championships, World Archery Festival and several National Italian Events. It is the official Result
Team for Fitarco (Italian Archery Federation), WAE (World Archery Europe) and several WA (World Archery)
Events. Ultimately the USA Archery committee has a database of all Olympic results from archery
competition as well as scoring from all qualifying sanctioned events. IANSEO is an outside database

TUG OF WAR OVERVIEW


Objective of sport: The objective of Tug of War is to test the strength of two or more teams against each other
by pulling opposite ends of a rope against the other teams pull.
Organization: The Tug of War International Foundation (TWIF). Fifty three countries are associated with it.
Teams: Two teams of eight whose total mass must not exceed a maximum weight determined by the class

Equipment: Rope is approximately four inches in circumference.

Rules: The teams line up at the end of a rope approximately four inches in circumference. There is a center
line on the rope and a mark four meters on each side. The center line starts in the middle above another line,
which is marked on the ground. Once the competition begins, the teams pull the rope until the center line
reaches the mark on their side or one of the team commit a foul.

Some fouls include sitting down, laying down, lowering the elbows below the knees (known as locking, etc.

History: Tug of War was a part of the Olympics from 1900 to 1920. Now, it is featured in the World Games. The
TWIF was founded in 1960.

Classifications: Seventeen weight classes exist ranging from 480 kilos to 720 kilos, with
Divisions for both men and women.
Competition Area: Indoor and Outdoor competitions are available.
Weight Ins: Weigh Ins are done by individuals on individual scales.
Age Limits: Junior (15-18), Under 23, and Senior.
Practice Facility Requirements: Indoor gyms are suitable. Outdoor requires grass. Rope is necessary in both
scenarios.
Dress: Dress must be uniform. Shorts, shirt/jersey, and knee stockings/socks.

DANCE SPORT OVERVIEW


Objective of sport: The objective of Dancesport is to execute different forms and styles of dance in a
competitive aspect with international elites.
Organizations: World Dance Sport Federation (WDSF), International Olympic Committee (IOC), USAA Dance,
DanceSport Council (DSC), United States Olympic Committee (USOC), United States Anti-Doping Agency
(USADA)
Eligibility:
Open: entry by any individual
Closed: Specified group (Juniors, Seniors, Championships, etc.)
Couple: One male (lead) and one female (follow)
*Wheelchair: One or two users
Team Compositions:
Pre-teen: Pre-teens and up to two juniors
Junior: Restricted to Juniors, any number of pre-teens, and two youths
Youth: Resticted to Youths, any number of juniors, and Adults under 20 who havent graduated high
school
Adult: Restricted to Adults and any number of youths
Senior: Restricted to Seniors only
Size of Teams: Teams of six or eight couples may compete in each formation style
Equipment/Dress: Up to three costumes may be used in a competition provided they comply with WDSF
regulations
Judging System: In all competitive events, the WDSF Skating System of Judging shall be utilized.
Time Requirements: Dances must last between 90 and 120 seconds.
Dances: Standard/smooth and Latin/rhythm
Dimensions: In the USA the requirement is 60 ft by 36 feet. The WDSF allows for the requirements to fit
countrys specifications in regards to their governing body
Practice Facility Requirements: Dance studios and gym floors are sufficient. At minimum, space
requirements should meet the competition regulations and ideally multiple areas to accommodate several
people.
Results management: Judges score according the WDSF regulations. Judges must narrow the competitors
to six couples for the final round.

ECONOMIC IMPACT STUDY - 2021 WORLD GAMES - BIRMINGHAM, AL

Low end spending on hosting the World Games is estimated to be $130 million. This figure
would expect to see a $252.2 million return, with a $75.3 million direct earnings impact on 3274
Jefferson County area jobs. The state of Alabama can expect to receive $4.9 million from the
combined income, sales, and lodging taxes. Jefferson County would also see a $4.9 million
increase in revenue from local taxes.

High end spending figures approach $143.5 million, which would generate a return of $278.9
million. The higher spending figure studies indicate a direct earnings impact of $83.3 million for
3620 jobs. The state of Alabama would see a $5.5 million return in taxes, with Jefferson County
receiving around $6 million.

100,000 visitors are expecting in the Birmingham/JeffCo area during the 11 day duration of the
2021 World Games. These visitors are expected to carry a $54.8 - $68.5 million impact for local
businesses.

The undersigned having carefully read and examined the RFP requirements; and being completely familiar with
the sire conditions for constructing the Tuscaloosa NRG Center in Tuscaloosa, Alabama. The construction will
include one small office with 2,300 sq. ft., one control desk with 1,200 sq. ft., one family changing room with 140
sq. ft., one mens and one womens locker room. Both locker rooms are 3,400 sq. ft. It also contains three
classrooms that are 800 sq. ft. each, one multipurpose room with 4,500 sq. ft., one small fitness center with
4,500 sq. ft., and a lobby lounge that will be 2, 500 sq. ft. For the fitness center, there will be one juice bar with
200 sq. ft and a juice bar storage space with 200 sq. ft. On the bottom floor there will be a mens and womens
restroom, both of which will be 250 sq. ft. The bottom floor will also have a mechanical space room which will be
3,500 sq. ft., an electrical room with 500 sq. ft., a janitors closet with 100 sq. ft., an elevator with 100 sq. ft. and
an elevator machine that will be 100 sq. ft. It will also include a babysitting room that will be 550 sq. ft.,
babysitting storage with 50 sq. ft. and babysitting restroom with 50 sq. ft. The One court gym with track will be
13,500 sq. ft.

Contract Time: I propose to complete the Work per the attached schedule assuming the construction award no
later than August 1, 2015. The contractor should staff the project with full-time supervision throughout the site
construction duration to complete the project by June 1, 2016.

Four Building Requirements:
1. Public Spaces: The NRG Center has an octagonal entrance area which serves as the front entrance. I
will have a lobby area, front desk, waiting/lounging area, and administrative offices.
2. Building Support: The NRG Center contains mechanical closets, elevators and elevator management
rooms. These are all systems that support the building and allow it to run.
3. Administration: Administration will be located in the front offices. This area contains six offices and a
front desk area.
4. User Support Areas: The NRG Center has womens and mens locker rooms located on the first floor.
There is also a rehab and wellness center open to all members. The Nutrition center will offer
members with healthy choices and cooking classes.

-Total of six small office spaces located in the first floor of the facility. Offices will be located in the
side of the building that was renovated. Floors are dark hardwood; rooms have large, open windows
in side.

-Control desk will be located on the first floor and will be located in the entrance of the building.
From the desk, a 70% view of the entire facility will be a big factor in having control and safety within
the facility.

-Family change room will be located within the babysitting facility. It has plumbing and water access.
This will allow for parents to change in the same area as where they will be leaving their children.
Smaller windows will be within the room to prevent views from outside, since this is considered to be
an area where privacy is extremely important.

-A Mens and Womens Locker Room will be present on the first floor of the facility The Mens and
Womens restrooms will be located off to the side of the Locker Rooms. Blue and black tile will be on
the floors of the mens facility, and pink and black tile will be on the floors of the womens facility.
Showers will be located off to the side of the locker room as well. This will allow for those using the
restroom to be separate from those who are trying to shower, or just change and be ready.

Great news! Birmingham will be the host site for the 2021 World Games! As a part of preparation for such an
amazing event, the city of Tuscaloosa will be hosting two pre-world game events in order to get the city excited for the
competition. Four of the sports involved are archery, water skiing, dance sport, and tug of war. In the year 2017 Tide
Development group will be having an exhibition of both archery and dance sports. THIS IS WHERE WE NEED YOUR HELP!
TDG would like to invite 25 of your top rising seniors who are interested in a career in sports to help volunteer over the
course of the 1 day event. We are looking for high energy, vivacious, students who are willing to work! High school
volunteers will receive coupons from all of our sponsors, a free volunteer package, as well as being paid by the hour, but
most importantly hands on experience with event management. We will have volunteer training starting 2 weeks before
the actual event. High school volunteers will get the opportunity to meet the athletes from both the United States and
German national team, work alongside event management professionals, and get experience with international sporting
