the seven deadly sins of bureaucracy:

Inter-departmental jealousy in the course of day-to-day execution of


government functions and conflicting departmental policies on the ground
in the rural areas.

(ii)

(ii) Lack of coordination between departments in what they are trying to


do for the rural areas.

(iii)

(iii) Lack of complete day-to-day cooperation between government


officers on the ground, mostly due to a lack of understanding of each
others task.

(iv)

(iv) Every department thinking its function is the most important, in other
words, too many priorities all pulling at cross purposes and leading
nowhere.

(v)

(v) Lack of proper planning in the departments aimed to fit into a master
plan for the rural areas.

(vi)

(vi) Lack of a master plan at all levels for the purpose of achieving the
maximum development in the rural areas, and

(vii)

(vii) Lack of sufficient directive control at the top to ensure that


government in the rural areas functions as an efficient machine manned
by a purposeful, single-minded team, and driven toward one goal only,
that of rural development.
