Appendix 2 - (CA Plan) to Annex D (CMO) to 102Bde IMPLAN “KALANGASAN” 01-17


DATED 09 MARCH 2017

I SITUATION: (See Basic Plan.)

II MISSION:

102nd Bde conducts intensified Civil Affairs (CA) activities in support to the RTF-
ELCAC and collaborated CMO activities with LGUs/LGAs/NGOs/POs/CSOs and other
stakeholders to build relationship, gain moral ascendancy and mitigate effect of the
focused military operations.

III EXECUTION:

a. Commander’s Intent: Ensure the willing support of Local Chief Executives


and other local leaders, strengthen stakeholder’s collaboration to assert the legitimacy of
our operation, and support the Regional Task Force to End Local Communist Armed
Conflict (RTF-ELCAC).

b. Concept of Operation.

CA activities shall strengthen inter-agency coordination and gain popular


support. Units shall plan focused CA activities in coordination with the concerned
organization, RTF-ELCAC and shall focus the activity in the priority target areas. All CA
activities shall likewise be synchronized and complementing with other CMO activities in
support to the overall CMO plan.

1) Civic Action (CIVAC) - This activity shall be intensified in areas


where CMO are being conducted in order to promote a committed cooperation with the
people and all stakeholders. High impact activities that may be undertaken together with
other stakeholders may include but are limited to the following:

a) Facilitate the “Serbisyo Caravan” in coordination with RTF-


ELCAC/PTF-ELCAC/MTF-ELCAC/BTF-ELCAC and other stakeholders in support to
Community Support Program.
b) Facilitate the delivery of basic services, development
programs, and livelihood programs to the conflict affected areas.

2) Civil Relations (CIVREL) – These activities shall be intensified in


areas where CMO are being conducted in order to promote a closer cooperation with the
civil authorities. The activities may include but are not limited to the following organization:

a) Crisis Management Council (CMC)


b) Peace and Order Council (POC)
c) RTF-ELCAC/PTF-ELCAC/MTF-ELCAC/BTF-ELCAC
d) Joint Peace and Security Coordinating Center (JPSCC)
e) Mediation and Reconciliation Council

f) Multi-Sectoral De-Radicalization Group

3) Inter-agency Coordination - This activity is intended to promote


convergence of efforts in addressing current local issues, needs and problems through
multi-stakeholder’s dialogue, coordination and collaboration. In the process, it will help
enhance local governance and support the socio-economic programs of the local/national
government. Units shall actively help the Local Chief Executive in making the local
convergence mechanisms work and function as mandated:

Decisive, Significant and Critical Factors.

1) Decisive to this plan is the smooth, continuous and instutionalize


delivery of socio-economic services and development through enhanced inter-agency
collaboration and RTF-ELCAC

2) Significant to this plan is the participation of all stakeholders in CA


activities in target areas where CMO are being conducted.

3) Critical to this plan is the ability to sustain CA activities.

Specific Operational Concepts.

1) Pre-Deployment of CA Operators

Deliberate coordination with RTF-ELCAC, local PNP and other law


enforcement agencies shall be made. There shall be a courtesy call to the LGUs, LGAs,
NGOs, NGAs, CSOs, religious, academe and other stakeholders to solicit support for the
CA activities. Likewise, DSWD and MDRRMC should be tapped for the evacuation and
relief operations for IDPs (If any). The stakeholders shall be informed of the planned
activities and solicit their appropriate support.

2) During Deployment of CA Operators

The activities shall be focused on the delivery of basic services thru


Whole-of-Nation approach and humanitarian assistance such as evacuations, relief goods
distribution, and other related efforts. The enhancement of inter-agency coordination shall
be made so that the basic services delivery will be achieved, thus providing a more
enhanced effect. The stakeholders are encouraged to participate in all the CA activities.

3) After Deployment of CA Operators

Civil Relations activities shall be enhanced so that the stakeholders


will continue to participate and give appropriate support to the AFP projects such as
education, reorientation and reintegration. Likewise, facilitate the transition to normalcy
situation, back to LGUs governance and control.

V Tasks of Civil Affairs Operators:

1. Civil Affairs efforts shall focus on the delivery of basic services and
development program thru RTF-ELCAC.
2. Conduct intensified stakeholder engagements.

3. Establish ITDS.
4. Support peace process and local peace talks.
5. Conduct “Serbisyo Caravan” thru convergence of different
stakeholders.
6. Support developmental effort.
7. Provide Humanitarian assistance.

VI Coordinating Instructions:

1. CA activities shall be conducted in support to the collaborated CMO


operations and to the CMO overall plan.
2. CA efforts shall be at all times coordinated, integrated and
synchronized with other CMO activities.
3. Help strengthen government legitimacy at all levels.
4. All units may be utilized to participate in CA activities as long as it will
not interfere with their respective mission.
5. All units shall perform other tasks as directed.
