Introduction
The Civil-Military Co-operation (CIMIC) is the means by which
the military command establishes formal relations with national
and local authorities, the civilian population, international
organisations and non-governmental organisations within its Area
of Responsibility.
The CIMIC activities are linked to sectors such as:
infrastructures, humanitarian aid, economy and market, culture and
education, administration and public affairs.
Non-specialised teams are first sent into the territory and
employ their knowledge and competencies to accompany, guide
and assist government representatives and industrial experts while
they study a situation, establish plans and co-ordinate actions.

Project management

A CIMIC project is a specific task undertaken by the


military force either in isolation or in partnership with one or
more non-military actors. Conducting CIMIC projects in
isolation can only be the exception in an environment where
non-military actors are not able to operate. In all other
scenarios, a partnership is essential and will enhance the
feasibility and sustainability of a project (local ownership).
Normally, the government or non-military actors are responsible
for the provision of basic needs and services.

UN mission quick impact projects (QIP) are
funded from peacekeeping budget, and are intended
to provide a flexible disbursement facility to
support, at short notice, local level, non-recurrent
activities in the areas of health, education, public
infrastructure and social services, that are designed
to promote and facilitate the UN peace support
effort in the given country.

QUICK IMPACT PROJECTS IN KOSOVO

The project in the municipality of Orahovac / Rahovec provided the construction of water
pumps for the supply of water to the inhabitants of the Velika Ocha village with a

majority of Serbian ethnicity. The execution of this work was carried out in order to
increase the ability to provide essential services for the entire population and at the same
time make the water supply in the village more effective.
The other civil-military cooperation project was developed in the municipality of Klina /
Kline, a municipality with a majority of Muslim and Catholic ethnicity. In this context,
there was a delivery of educational material, clothing and toys to the orphanage called the
Leskoc House.
CIMIC OPERATORS INAUGURATE A
PLAYGROUND TO BENEFIT AN
ELEMENTARY SCHOOL

CIMIC Operators deployed as part of the civil-military cooperation projects that


the Italian contingent conducts in support of the MISIN mission (Bilateral
Support Mission in the Republic of Niger) delivered a new playground at the
"Kouado II" elementary school in the municipality of Niamey.
In recent weeks, the specialists of the CIMIC
Multinational Group have donated some medicines supplied
DONATION IN DJIBOUTI
by the ONLUS Pharmaceutical Bank.
MNCG staff for the improvement in the health
sector Djibouti, March 2023. The medicines donation activity, already carried out in
24/04/2023 recent years, aims to meet the needs that the hospitals of
Djibouti have to face due to the unavailability, by the state
structure, of supplies.
The donation is part of a collaboration agreement,
signed in May 2018, between the Joint Operational
Command, the Military Ordinary and the ONLUS Banco
Farmaceutico Foundation, aimed at developing
pharmaceutical assistance to populations living in
conditions of poverty in the Theaters of Operation of
contingents abroad.
SOMALIA: A NEW PEDIATRIC WING FOR THE “DE MARTINO”
HOSPITAL IN MOGADISHU
The Italian Ambassador and the Somali Minister of Health were present at the
ribbon cutting of the last CIMIC project in Mogadishu

In recent weeks the MNCGTactical CIMIC Team detached in


Somalia has opened the new pediatric department of the “De
Martino” hospital in Mogadishu.The activity, part of a support
program for the health sector put in place by CIMIC, the Italian
Embassy and the Italian Agency for Development Cooperation
(AICS), was aimed at consistently ensuring an
excellent environment for the patients of the hospital, a center
of medical excellence in the Somali capital.
MNCG COMMITMENT AGAINST
FAMINE AND DROUGHT IN EAST AFRICA
Multinational CIMIC Group (MNCG) operators
support the Somali Institution building process through
synergistic actions with the Italian Agency for
Cooperation and Development (AICS) and the Somali
Ministry of Agriculture to support the local population
in those areas affected by famine and drought

With its civil-military intergovernmental status, EUROCONTROL is a unique pan-
European Organisation which, through its Civil-Military Cooperation (CMC) Division,
provides technical and operational solutions to support military and civil aviation through
an effective network of all relevant players to help ensuring military mission effectiveness
and civil flight efficiency in a sustainable and secure aviation environment.

Experiences in missions and operations have

Conclusion
demonstrated that interrelations of cause and effect
as well as interdependencies between military
operations and civil actors are complex and
demanding. As a result, military action alone has
proven to be insufficient to prevent or manage crisis.

Therefore it should not come to a surprise that


success in operations requires enhanced interaction
amongst the military and civil actors, at all levels
before and during engagement.
