GENERAL
 The Malaysian Armed Forces
(MAF) defines Civil-Military
Cooperation (CIMIC) as the
coordination and cooperation, in
support of the mission, between
the commander and civil actors,
including the national population
and local authorities, as well as
international, national
government and non-government
organizations (NGO) and
agencies
 Well planned CIMIC can
significantly increase the support
and cooperation received by a
military force from civil actors.
The conduct of CIMIC activities
contributes to the commander’s
freedom of maneuver during
military operations and the
achievement of the military end-
state
GENERAL

 CIMIC encompasses a broad range of actions conducted to

establish, maintain, influence, or exploit relations between the
military and civil actors in order to assist a military operation

 Military forces around the world are increasingly called upon to

conduct all manner of Military Operations Other Than War
(MOOTW) operations such as humanitarian assistance, disaster
relief, military support and peace operations where the cooperation
of civil and military organisations is paramount for achieving
successful outcomes
CONCEPT
 CIMIC is the MAF primary mechanism for the coordination between MAF commanders and civil
agencies

Key activities of CIMIC

Liaising with national government, international organisations, NGO and other civil actors
Conducting joint planning at the strategic and operational level
Providing continuous assessment of the local civil dimension
Overseeing the conduct of civil related activities by military forces
Providing advice to the commander
THE PURPOSE OF CIVIL-MILITARY COOPERATION

 The purpose of CIMIC is to help create and sustain conditions

that will support the achievement of operational objectives and to
maximize the effectiveness of the military contribution to the
overall mission
 CIMIC plays an important role across the spectrum of conflict.
It contributes towards the establishment of an environment within
which the mission may be completed more easily. Civil agencies
within the Joint Force Area of Operations (JFAO) may perform a
wide range of activities encompassing humanitarian assistance,
protection of human rights, legal assistance, medical care,
reconstruction, agriculture, education, arts and sciences
 CIMIC activities are planned
at the highest level. This then
cascades down at all levels up
to individuals.

whole-of government
approach is maintained, and
that planning is not conducted
in isolation by any agency
 CIMIC is a related capability
and contributor to Information
Operations (IO) and is
considered during IO
planning and execution

 Articulation of strategic level

considerations within the IO
plan allows CIMIC activities
and tasks to be identified at
the operational/tactical levels.
 Commanders operating in a
coalition environment need to
consider interoperability with
coalition partners. In this
environment, the MAF use of the
term CIMIC includes military
support to governments in
order to facilitate the provision of
functions such as elections,
infrastructure, education, public
security and law and order

 A nation’s overall power
depends on the particular
combination of individual
elements of its national power
being available and on the
nation’s ability to mobilise
and integrate these elements
within a coherent national
strategy to support its national
security interest.
 CIMIC activities contribute to the whole-of-government approach by:

 Attempting to minimize potentially adverse effects of civilian interference with military operations

 Minimizing potentially adverse effects of military operations on the civil dimension

 Coordinating military operations with relevant civil actors

 Coordinating with the humanitarian agencies that meet the life sustaining needs of the civilian population

 Providing the commander with expertise in civil-sector functions that are normally the responsibility of civilian authorities
