    Subject:- RELEASE OF FUNDS THROUGH SUPPLEMENTARY GRANT

    Kindly refer to your letter No. CDA-2009/Engg/Release/558


    dated 22.08.2009 on the subject noted above.
    Secretary, P&D has conveyed his concern regarding low
    utilization of funds which were provided on your demand of Rs. 566.825
    million as Rs. 196.847 million were utilized (35%). Reasons for slow
    utilization were not considered as justified.
    2) you have demanded funds to clear liabilities of completed schemes
    whereas funds were demanded for ongoing schemes too. Works still to be
    executed cant be considered as liabilities.
    3) It was clearly laid down in procedure that this provision will not be
    available in future but now you have demanded the funds again. Is your
    demand justified according to the procedure devised for SDA accounts?
    In case the requisite funds are provided, what guarantee is
    that the funds may be got utilized by CDA and the same practice will not
    be repeated again .
