SUMMARY

Shirley Bourtaney via interview. Shirley works in a school district that has been fortunate enough to receive
three PEP grants. The PEP grants directly fund PE programs at public schools. With the funding Monroe
Middle school has purchased a lot of equipment to teach students about other PE opportunities. It is
important to get a perspective from someone who has seen what a good amount of funding can do

• The Superintendent of the Portland school district planned to cut PE in Portland. When people
heard of this they were outraged and started the “Save Portland PE” campaign. This campaign was
immediately funded by groups in Portland such as the Oregon Sports Authority and the Portland
Trail Blazers.

SOURCE ANALYSIS

• Journalistic
• Trying to reach the audience that wants their students to participate in PE
• The argument the article is making is that not everyone was willing to let PE in Portland die.
• The article leaves out information about why the Superintendent was forced to make the decision
that she made

USEFULNESS

standing up and finding ways to fund PE.

The source is a database/ information page on the Carol M. White Physical Education Program and grant.

USEFULNESS

• This source is important to my research because it describes what the grant is. It also describes
how schools can become eligible for this grant. The 4J school district has received this grant three
times, which I find odd. Clearly the 4J district in Oregon is doing something that shows that they
really need the funding.

grant in my interview with Shirely Betournay; the PE middle schoolteacher at Monroe Middle in

SUPPORT

Primary sources: Cecelia Brands (middle school teacher) Craig Hawkins (communications director for the
Confederation of Oregon School Administrators)

Secondary sources: Superintendent Russell’s proposal for the budget

These sources work together to give both sides of the argument on the issue. There is the middle school
teacher who faces growing class sizes and the possibility of being laid off. On the other side you have the
Superintendent of the school district who might have no choice in order to balance the budget.

SOURCE ANALYSIS

• Journalism
• The article is trying to reach people who want to understand the budget crisis
• Argument: This is the worst budget crisis Oregon may ever see and it will greatly hurt the public
school system
• The article is missing what this means for the students long term and their health

USEFULNESS

• This article is useful to my research because it provides specific statistics on the budget crisis in
Oregon. It also provides an opinion from a teacher who is facing being unemployed because of the
issue. It also provides information on Superintendent Russell’s plan to balance the budget for the
future.

SUMMARY
The source is the Oregon Medical Association. They were the backbone of the “Save Portland PE”
movement last June. Their mission is to improve the health of Oregonians. They have coordinated many
rallies to improve awareness of the obesity problem in America. They are also firm believers that PE
should not be cut in schools. They are a non-profit organization so they cannot donate any money but they
believe more people should find ways to get more money into PE programs.

PUBLICATION INFO:

The website is a database of facts and documents created by the OMA. This one in particular

the OMA has had to improve the issue.

USEFULNESS

This source is useful to my research because they are a leading advocate for more PE and focus more on
the health side rather than the funding side. Where the funding comes from is really of no concern to the
OMA. They just want more people to be healthy and not contribute to the obesity problem.

their PE time cut.

SUPPORT

• Primary sources: Bill Forrest(PE teacher), Kelly Mclver(district spokesman)

• Secondary sources: Measure 5
• Features supporting evidence for why PE should see more time from a PE teacher and then an
explanation of why PE had begun a steady slope of decline by a spokesman for the district

SOURCE ANALYSIS

• Journalistic
• It is hard to say that the article is making a specific argument. Adams is just presenting both sides
of the argument.
• The article is leaving out information on what the consequences are if the program is not bulked
up

USEFULNESS

• This is an important source to my research because it helps me understand how far back this issue
goes. People were talking about this issue as early as 2007. The article also talks about rock wall
climbing which was the focus of my five photo story. The climbing has been very popular in the
district but not all the schools were able to afford them.

• Secondary sources: none listed
• The article uses Mr. Munroe as a source to gain a perspective of what the initiative entails and
why they are starting it.

SOURCE ANALYSIS

• Journalistic
• Reaching the audience that wants to know about the happenings around the school
• Argument: That students should make an effort to be a part of this initiative
• Why students might not be able to be as active as they want?

USEFULNESS

• This is an important source for my research because it takes a look at the Univeristy as opposed to
public schools. It basically points out that students are busy with their class schedules that they do
not have the time to take PE. Because of this, the school has found a way to keep students healthy
without spending a lot of money or looking for grants.

• Uses the article above to address what might happen with PE. Then Hovde uses this information to
justify possible ways to find replacements for PE.

SOURCE ANALYSIS

• Journalistic
• Targets parents/teachers
• Argument: If PE is cut, the teacher will have to create PE for their students, even if they do not
have credentials to teach PE.
• Point of view: The loss of PE is ok

USEFULNESS

• It gives a journalist’s opinion on the PE situation. Basically she thinks that if PE were to be cut
that the teachers become the PE teachers. Unfortunately, it is not that simple. Regular teachers
would not be able to provide the same kind of PE atmosphere that a qualified PE teacher could
bring.

students not doing well in school and being unhappy. Also, the authors find examples from other
parts of the world such as Australia meaning that this is not only an Oregon USA issue but it could
be worldwide.
