Business and education leaders widely concurred that Filipino students are inadequately prepared, not
only for further education, but for successful work careers. With this, the Philippine Department of
Education sought to organize all or parts of their curricula around career training and preparation.
The NCAE is designed to assess the skills of high school seniors who plan to proceed to post-secondary
courses, toward generating relevant information on their skills, abilities and readiness for academic and
non-academic courses. It also aims to provide information that will help high school seniors make wise
career decisions. The NCAE also provides bases for selecting scholarship awardees and recipients of
study grants from the Commission on Higher Education (CHED).
The NCAE seeks to measure the following: 1) `

NCAE aims to determine the technical and vocational education interest of prospective tertiary
education entrants in a way that it will guide the system in producing graduates with marketable
knowledge and skills. This was designed to provide an umbrella philosophy for many activities that were
intended to systematically restructure education for all students. Further interventions are designed to
move away from the traditional view of vocational education as a second choice program but a primary
choice of students who have some attributes for technical vocational training and preparation.
The National Career Assessment Examination or NCAE is a test taken by high school students in
the Philippines that determines their strengths in different career fields. It was first given in
January 2007 and replaces the former National College Entrance Examination.

1.Ê The purpose of the NCAE is to help students determine which courses they should study
in college and what sort of career they are best suited for. Like many standardized tests,
the NCAE measures students' general scholastic knowledge. However, the NCAE also
tests vocational aptitude, occupational preferences and entrepreneurial skills.

2.Ê —ne of the reasons the NCAE was developed was to address the issue of unemployment
due to workers getting mismatched with the wrong careers. The hope is that by
determining which careers they are ideally suited for, students can plan a course of
study that will give them the skills and education they will need for their ideal careers.

p

á.Ê NCAE test results are only one part of the bigger picture in determining the best career
fit for a student. Students shouldn't make major decisions based on NCAE results alone.
Their entire school career as well as their own goals and interests should be considered
when deciding on a course of study and a career.

!ëp" already on its second year of implementation in the
Philippines, is by far the best tool the secondary graduates can use to properly assess their own skills
and inclinations which will enable them to make more effective career decisions. Through appropriate
career counselling based on the results of NCAE, students are guided so that they will really find a
proper fit for themselves when they pursue higher education and or enter the job or entrepreneurial
markets.

There are however some critical requirements to make NCAE more relevant and meaningful to
the students, parents, teachers and to the entire education system in general. This includes, promoting
the importance of NCAE to ensure full participation of students, timely administration and release of
results, competencies of the guidance counsellors in interpreting the results and in guiding students on
their possible careers, among others.
