A lawmaker wants to enhance the training of flight attendants and gate attendants
by requiring air carriers to provide additional training for them regarding serving alcohol,
recognizing intoxicated passengers and dealing with disruptive ones.
Rep. Diosdado Arroyo (2nd District, Camarines Sur) filed House Bill 3601 to curb
incidents of intoxicated and disruptive airline passengers causing unnecessary commotions
and delays of an aircraft.
Arroyo said such incidents in an aircraft are not infrequent but existing airline
regulations have failed to curb these occurrences.
Arroyo said air carriers must intensify the training of flight attendants and gate
attendants in the handling of alcohol, recognizing intoxicated passengers and dealing with
disruptive ones that may put in jeopardy the safety of a perfectly normal flight.
In carrying out the training required, each air carrier shall provide situational
training to flight attendants and gate attendants on the proper method of dealing with
intoxicated passengers who act in a belligerent manner.
