This document proposes a system called VoLGA that allows voice calls, SMS, and other circuit services to operate over an LTE network using a component called the VoLGA Access Network Controller (VANC). The VANC would function similarly to a 3GPP GAN Controller by connecting circuit-based services to the packet-based LTE network. This would allow users to continue using traditional cellular services even with an LTE-only device.
