The document discusses two bills related to forestry in Virginia. The first bill (HB239/SB126) allows the Department of Forestry to continue using methyl bromide gas fumigation to prepare land for seeding and authorizes the Department of Agriculture to issue certificates verifying shipments of seedlings are pest and disease free. The second bill (HB995/SB428) reduces payments from the Department of Forestry to localities from one-fourth of gross proceeds from any revenue-generating activity on state forest lands to one-fourth of proceeds solely from timber sales. The Farm Bureau supports both bills.

HB239/SB126 (Knight/Stanley) directs the Department of Forestry's forest tree nurseries to continue to use methyl bromide gas fumigation in their pre-seeding land preparation under the U.S. Environmental Protection Agency's listed usage exemption QPS (Quarantine & PreShipment). The bill also authorizes the Department of Agriculture and Consumer Services to issue a phytosanitary certificate or a permit verifying that shipments of conifers and hardwood seedlings are free of pests and diseases. Farm Bureau is supporting. HB995/SB428 (Ransone) limits the payment made to localities by the Department of Forestry to one-fourth of the gross proceeds derived solely from the sale of timber harvested on state forest lands. Currently, localities receive one-fourth of the gross proceeds from revenue generated by any revenue-generating activity occurring on state forest lands. Farm Bureau is supporting.
