RE: Freedom of Information Request, in re: Public Information Page Authentication of Public Records (Apostille) Your number 03727512; P 28-2012 Dear Judge Gilon: Thank you for the March 8, 2012 response by your office, referenced above, which requested further clarifications on my request. The links below are to the record titled, Public Information Page Authentication of Public Records (Apostille), which is published on the web site of the Judicial Authority. [1] This online record, which provides information, pertaining to procedures for apostille certification of public records of the courts of the State of Israel, is neither signed nor dated. Therefore, instant Freedom of Information asks for records that would show: 1) Who the author(s) of this record was/were and its date, and 2) Who the person was, who authorized the publication of this record on the web site of the Judicial Authority, and the date of the authorization. In part, the online record states:
    Employees of the courts across the country were authorized by the Minister of Justice to certify the signatures of notaries, which were provided on public records. Every court certifies apostille certificates, which are generated by notaries, whose office address falls within its district. [English translation jz]

    Therefore, instant Freedom of Information request additionally includes records that would show: 3) The authorization of this procedure by the Minister of Justice and all other communications with Ministry of Justice and/or other state agencies, which led to the establishment of this procedure in its current form.
