The Amount of loan for Gujarat Earthquake Rehabilitation and Reconstruction Project is US$ 500 million. The applications of the funds is way ahead of the projected target. ADB financed government of Gujarat-NGO partnership housing covered 286 villages in 12 districts.

180 public consultations were held to facilitate urban planning and relocation activities. About 3,600 km of major district roads and village access roads in 12 districts were rehabilitated and upgraded by the Roads and Building Department.

1st- World Bank providing $1.2 billion loan of credit to the infrastructure finance company ltd.

World Bank has major investor in transport sector. Currently 10 projects which includes 7 State projects, 1 each for national highway and ruralurban with an total loan is $ 3.48 billion. I am a farmer. I used to grow beans, sweet potato and cassava, says Liberatte Siyonarera, an 18-year-old woman from Burundi working at the Mparamirundi-Buvumo road project site. It was once impassable but rehabilitation of the road will facilitate the movement of goods and services and enhance trade between Burundi and Rwanda while providing jobs for farmers like Siyonarera. I have been working here for the past five months, Siyonarera says. With my pay, I was able to buy a cow that produces milk for my family and manure for our farm. I can also afford to buy clothes and other things that I like.

Project Details

Core of the project is a performance based contract with private sector firm for rehabilitation. Demonstration Zones. The role of private sector is limited to demonstration of improved service. Assets remain with ULBs, no investment risk to PSP, no role in tariff fixation & bill collection Though the PSP would develop a computerized billing & collection software system.

Status Of Project

8 Priority Investment works for augmenting bulk water supply completed and commissioned. Laying of distribution network in 5 Demo Zones completed. House service connections - completed. All the five DZs operationalised and O&M phase commenced on 3rd April 2008. Expenditure as on 31st January 2009 Rs 172 Crores.

Foreign aid has helped to raise the level of investment. -ROI has be increased from 10% to >36% of NI as per data available till Jan2009.

Aid used to stabilize food prices & import rate materials. Aid to use enlarge technical resources.

Aid to develop petro-chemical and electronic industry. Aid for improving transport. Aid used for enlargement of irrigation system.

Study carried out by University of Florida on effect of Global Aid on GDP. Specification of Model -examine the relationships between foreign aid and per capita GDP growth. -using panel least squares estimation method. Results when the model was estimated for different income levels, foreign aid variable has a positive sign in three out of four cases, indicating that foreign aid appears to have a positive effect on economic growth in developing countries.

India Should make agreements for external assistance with agencies charging lower rate of interests. Quantum of foreign Aid should be reduced. Need of optimum utilization of aid and efficient execution of projects.

If global aid is used productively and efficiently, it could raise the social infrastructure, hence quality of the human resounce (population), and the Human Development Index of India and in the long run help narrow the rich poor gap through inclusive growth. This would ultimately lead to greater per capita income and probably greater revenue for the government too.. Effective utilization of foreign aid has positive impact on economy. Lots of work are still needed to be done in all the sectors, cases shown in the presentation shows the success stories of various projects completed in various countries . Facts shows that there had been significant development in various fields such as poverty decline ,boost literacy, controlling & managing spreading of fatal diseases & Infrastructural development.
