Systemaccreditationfocusesontheinternalquality System accreditation focuses on the internal quality managementofaHEIandespeciallyonitseffectsonthe serviceprocessesintheareaofstudyandteaching. Itdoesnot reviewindividualqualityassuranceactivities buttheirsystematiccompositionandsteering. TheQMinstrumentsandprocessesforaHEIarenot predefined,butmustratherbeselectedandimplemented individually byeachinstitutionaccordingtoitsown quality objectives.

Thesystemaccreditationprocessassessestheconsistencyand effectivenessofqualitymanagementforqualification effectiveness of quality management for qualification processes(studiesandteaching)whichisimplementedinorder toachievetheobjectives. Fortheawardofasystemaccreditationcertificate,HEIsmust demonstrate competence inmanagingquality effectiveness ofthequalitymanagementfor qualificationprocesses.

Systemaccreditation System accreditation is based on the idea that a good onthe idea,that agood quality assurance system guarantees that allcourses of study inits area fulfill the standards of programme accreditation. SystemAccreditationinGermanyis only possible,if several programme accreditations have been done successfully. Aftersystem accreditations the internally assessed study programmes are accredited automatically.

TheE4Groupagreed on The E4 Group agreed on StandardsandGuidelinesforQualityAssurance intheEuropeanHigherEducationArea(ESG) whichwereadoptedbytheBolognaProcessministerial summitinBergen (Norway)in2005. Accreditationby anagency (e.g.,ASIIN)is done along its own GeneralCriteria General Criteria (which conform to ESG), irrespective of the ESG),irrespectiveofthe countrytheapplyingorganisation islocatedin. ThosepartsoftheGeneralCriteriarelatedspecificnational andregional structuralfeaturesandlegalprovisionsmaynot beappliedinothercountriesorregions. But,theseelementmaybeadapted tonationalorregional standards,ifnecessaryandnotinconflictwiththeGeneral Criteria.

There is no central Center for Quality Assurance yet Centerfor QualityAssurance,yet. Qualityassurance is done inthe differentfaculties according to the regulations approved at accreditation time. There is one central institution (called Centerfor Methods,inLandau) that helps with evaluation of courses (and does much research wrt.QA)

Evaluationof Evaluation of courses is done online for every course along apredefined questionnaire. Results are sent (anonymously)to the lecturer.(Example) They are (usually)published internally (inthe university).
