President Rick Raffanti called the meeting to order at approximately 6:15 p.m.

Consent agenda: a. Approval of October minutes Motion: to approve the October minutes was seconded and approved unanimously Old Business a. Executive Directors Report DESIGN & ECONOMIC DEVELOPMENT
Sculpture at 5225 Shattuck Design is moving forward with a 20 ft mesh structure. The initial price estimates are $7,400 plus installation. Committee is comparing structure and colors at next meeting. New colorful and durable plants are being considered to add to existing planters: Bacopa, a perennial, to trail over the planter edges, and Pansies (good until late spring & possibly through summer if trimmed back in early summer/late spring) to fill the center and add color. Well revisit budget:

$2,000 for new plants; $1,600 through March and then $800 monthly for maintenance i.e. trimming, fertilizing and insect/snail control Mosaic Trash Cans Entered into contract with Juan Lopez for $2,900 for work on six cans ($400 per can), initially. It includes one merchant sponsored can at 4430 Telegraph. The other cans for rework are 5055-W Walgreen's, 5200-E, Smog Check, 5730-E, Alta Bates Outpatient, 4901-W Bar Lata,4919-W Pizza Nation. The contract also includes $100 per can to remove the old artwork; Submitted $800 grant application towards cans to Keep Oakland Beautiful The Bike racks for the Bike Corral are now in stock, and the sign is being graffiti coated. The City hopes to get the corral installed by the end of the year. Theyre adding three parking spaces just north of 48th and two north of 42nd, while removing one at 4727 to expand the Bike Corral. Ped Light Project - Project is moving forward to Phase III. Roy continues meeting with PG&E. The project is on schedule for February or early March. They will install our conduit for the ped lights, widen sidewalk to 8 (from current 6.5), and install 24 gal. Pistache trees. Nicer plants in the strip between the sidewalk and their building are being decided upon. Cal Trans - Hiway 24/ E &W ramps Followed up on Maintenance Service request submitted online 9/20 last month and this month by phone. This month I spoke to a supervisor who indicates the crew is committed to Hiway 13 per fire marshall request indefinitely. She doesnt know when theyll get to our MSR! Bill Lambert will draft a letter to send to Assemblymember Nancy Skinner outlining Cal Trans concerns Alan Leon was awarded a $20,000 to extend Temescal Flows to 54th and Shattuck as the Shattuck Gateway. This is out of the BID boundaries. Alan approached awarding foundation (EBCF) that indicates they wont fund old projects, only new ones. We will approach them with the argument that leaving a project unfinished is counterproductive and unseemly. BID spoke at Public Works Committee regarding the pending graffiti ordinance that detailed increased penalties for property owners and merchants without any specific programs for enforcement or arts programs to abate graffiti. Ordinance is going back to committee for further clarifications, including reductions in fines. The BID will remain involved to weigh in on implementation.

PROMOTION
Quarterly Art Hop is Friday, Dec.7 Temescal Trick or Treat was frightful fun and well attended. Holiday Event scheduled for 12/1 and has been postponed. Well consider a Spring Skate & Stroll. East Bay Express published with four advertising pages highlighting Temescal

SECURITY
Safety First is patrolling district Wednesdays through Sundays 5 to 8 pm and conducting dedicated maintenance from 7 am to 10 am.

Board is encouraged to keep a watchful eye on revised schedule and weigh in on current schedules effectiveness: Is district clean enough with the new shift? New Business a.
