DESIGN & ECONOMIC DEVELOPMENT


Sculpture at 5225 Shattuck We have confirmed and clarified structural design guidelines. Ellen Kim will begin working on a new design for presentation at October meeting at which time well also invite the Pennzoil property owner who is contributing to the obelisk. Replacement of fallen Welcome to Temescal sign is pending, based on outcome of desired obelisk. Planters were watered twice a week in August and once a week in September by Peralta Services Theyve received mulching and have shown improvement. Planters at 43rd were removed and discarded. Bike corral is moving forward, hopefully by the end of October and will include the iconic sign we recommended

Ped Light Project - Project is moving forward. PG&E participation remains. Roy will advise when Temescal is lit up! Lights are scheduled to go on tonight. ACTION: Get press about lights installation. Cal Trans - Hiway 24/ E &W ramps - Maintenance requests will be submitted quarterly; recently submitted request this month, awaiting disposition.

Julie asked committee to address a traffic issue at 51st and Shattuck 3 lanes have been rerouted. Kaspers is temporarily occupied with Councilmember candidate Len Raphael. Peter Lund, Scenic Streets, approached organization seeking monetary support for Gateway signage at Clarmont.

PROMOTION
Newsletter with deals (Temescal Local) went out last week; seeking feedback! Taste of Temescal is Tuesday, Oct. 2; please support and buy tickets Quarterly Art Hop is Friday, Oct. 5; please support by attending! Temescal Trick or Treat is Wednesday, Oct. 31st, from 4 to 6. Holiday Event is 12/1 and 2. Ice rink is reserved. Pray for good weather. Had best turnout this past month at committee meeting; hope to maintain momentum Oakland Grown is expanding its loyalty card and has requested support from the BID

SECURITY
Four police officers attended last Merchant meeting. They urged squeaky wheel in order to receive consideration for a dedicated walking officer assignment to the area. A temporary officer, Patricia McNeil has supposedly been assigned to patrol both Telegraph and College Avenue but weve been unable to confirm any detail and there have been no sightings. Board remains skeptical based on past experience for support regarding the walking officer. There was a reminder of the need to report crime. Stat deployment is the system they use to determine resource allocation. If incidents are reported, Temescal receives greater attention. Exploring setting up merchant alert system on a trial basis through cell phones. It was suggested to look into a list serve as an alternative. Darlene will seek to understand the difference. The cost for OakMobi, the program in question, is $10 per month. b. Mosaic Trash can next steps (Darlene)

Artist Daud Abdullah completed 7-10 cans as part of mosaic trash can project. Members were dissatisfied with the craftsmanship. At next meeting theyll discuss which current cans are acceptable, guidelines for future cans, and possible artists.

Snapshot Mosaics is a company that Don checked out and is very impressed with. Clients include Montclair and the Berkeley Library. Juan Lopez is another artist being considered. DE/ED agreed that the numerous cans along Telegraph might receive even more visual attention than Temescal Flows. Its important that the mosaic trash can project be given strong consideration to ensure quality and consistency. 3. New Business a. Candidates Forum report (Don) Seven candidates, running to replace Councilmember Jane Bruner, showed up to debate last Wednesday. Prior at 6:30, an NCPC meeting was held. There was a good turnout of approximately one hundred fifty in attendance. b. Safety First Security Proposal (all) A possible addendum to the Safety 1st contract was outlined for preliminary discussion. Two dedicated staff persons for 4 days a week and 7 days with a focus from 40th to 51st and on Shattuck and Claremont Ave. Upper Telegraph is also taken into consideration with contracted staff utilizing electric scooters to navigate the area and to act as eyes and ears of ongoing issues. Hours would be flexible Friday and Saturday 2 - 8, 9 or 10. They are unarmed, serving to deescalate crime, overlapping their maintenance, reporting,and documenting duties. If hired, it was suggested they keep random hours, in order to throw off potential culprits. Kyle shared an example at Sacred Wheel and Cheese on a Saturday at 6 when troubled man entered the store and was harassing customers. Safety 1st spent time communicating with the perpetrator, and reasoned with him to leave the store calmly. Julie expressed an interest in security. So did Guest John Dobrovich. Julie shared that several merchants are interested in paying for extra security.The proposal will be discussed budget-wise at the next Executive Committee meeting on second Tuesday in October at 4. c. Handbill/Flyer removal policy discussion DE/ED Committee had reached a decision to keep all flyers off telephone and wooden poles. This policy was being implemented but was challenged when Candidate Forum flyers, (sponsored by the BID) were removed. Since then, the temporarily revised policy submitted to Safety 1st, was to remove outdated flyers and any stickers, and to use their judgment to remove inappropriate flyers and handbills. Whereas some Board members consider all flyers on poles graffiti, other members consider them part of urban vitality. Further discussion ensued to identify and designate certain posting locations in the future. One option is to look into kiosks to be used for posting. Motion: DE/ED will create a flyer and handbill policy to bring back to the Board for approval. The motion was seconded and approved unanimously. In the meantime, Safety First will operate with the most recent policy: to remove outdated flyers and any stickers, and use their judgment to remove flyers and stickers Submitted respectfully, Darlene Drapkin
