1. Consent agenda: a. Approval of September minutes


Motion: to approve the September minutes was seconded and approved unanimously.

Old Business a. Executive Directors Report EC is working on dissolving 501c3; need to file tax returns and file dissolution papers.

ORGANIZATION

DESIGN & ECONOMIC DEVELOPMENT

All 100 new banners are up; need to decide what to do with old banners (clean and rotate back in?). Budget for another future set and design? Work on 3rd set. Clean the ones removed and have them cleaned for rotation purposes. Community meeting regarding parking was held Tuesday October 11. The two hot spots are from 48th to 51st and 40th to 42nd. The Consultant interviewed 500 shoppers and less than half drove. 32% had walked; remainder arrived by bus and biked. Action: Look at nicer bike racks; Google Portland bike racks. Roy, Bill and Darlene met with City staff, including Councilmember Aide Zac Wald and PG&E to coordinate with PG&E substation renovation, 4th Bore 51st Street project, and BID ped lighting project. It is anticipated to coordinate all of these improvement projects to intersect for optimal implementation to commence the 2nd quarter of 2012. Met with Cal Trans:
o Filed Maintenance Service Request through Cal Trans regarding upkeep of 51st on/off ramp; Committee is reviewing the other on/off ramps for specific details, and will request similar MSRs for those needing the most attention. Ramps are ineligible for Adopt a Highway. In the future, we will collaborate with the Idora Park group to consider formal Adoption of the Hwy 24 underpass area at Telegraph. Bill will contact Landscaping Caltrans guy in charge to see if there's a way to upgrade the flora at the 51st St. off ramp from invasive, purple thistle to native, drought tolerant, maintenance-expense-reducing, gateway enhancing materials.

Increased lighting on Telegraph between 40th and 45th is in progress! Merchant Mixer will be held at new Arbor Caf on Wednesday, 11/9 at 8:30 where well unveil new website officially! PROMOTION Karen Hester and Steve Tiffin met with committee regarding Fair, 2012; expand fair to 42nd;

have BID offer wine tasting for additional revenue; keep vendor fees same for early birds. Add 20 to 30 booths. We will get detailed numbers regarding vendors and fees. Halloween event is on Monday, Oct.31; Oak Tech students will host face painting & tattoo booths; Turkey Trot is scheduled for Thxgiving Day, managed by Gym Class Fitness. Holiday event is Temescal Holiday Labyrinth on Sunday, Dec. 4 from 12 noon to 5 pm. Upper Telegraph lights are being installed. November Board Meeting, alternate date instead of 11/23, day before Thxgiving Board Meeting is rescheduled to Wednesday, Dec. 7 at Sura Korean b. Pedestrian Street Lighting Program Roy shared that the City agreed to go with LED technology following meeting. Our vendor made a presentation to the City for their approval of the fixture. The loan is moving forward. We discussed the possibility that the project may be delayed beyond its projected start date of December 2011, and that therefore the amount of cash flow available to service the loan may be diminished. A motion was introduced to deal with this possibility:

Motion: The previously approved $200k reserve expenditure for the pedestrian lighting project will be increased to $228k for this fiscal year to make it possible to complete the project with the available cash flow. The motion was seconded and unanimously approved. c. Website David and Shahbano from Local On announced the website has gone live and several merchants have already signed up to used the innovative social media tools that are part of the package.
