Poles at 48th Street between Tele and Shattuck need attention. There is illegal dumping under the 45th overpass. BID is not sure what to do since it the gateway, but not part of our coverage area. Action: Darlene will encourage community to report dumping problems on SeeClickFix and PWA on Temescal Families list serve. Safety First also reported theyve been watering planters with a bean sprayer. We may need to water more as the rainy season subsides. Hans would like the BID to send a letter to property owners who arent maintaining their storefront landscaping. Minutes #2012-4

Action: Darlene asked Hans to send her the problem names and shell send a nice letter advising them to maintain their area and/or hire Safety 1st to do so.

Motion: to approve the March minutes was seconded and approved unanimously.

1. Old Business a. Executive Directors Report

ORGANIZATION Annual meeting held at Arbor Caf best attended yet, attracting 25 attendees! Loan for $110,000 over 30 months for the Telegraph Ave Pedestrian Lighting Project, has
been approved from One Pacific Coast Bank. The BID will have a banking relationship with
this bank and deposit approximately $200,000 in funds. Loan closing is June 1st to end December 2014, when current PBID terms out. Action: Bill requested Darlene talk to Maria Rocha to inform the City of Oakland that future assessments are deposited at new bank.

DESIGN & ECONOMIC DEVELOPMENT


Sculpture at 5225 Shattuck is moving forward with the property owner Jay Lee open to committing needed funding to create a mosaic style sculpture utilizing Ellen Kims design proposal. The BID will contribute $2,000 and Jay Lee will contribute $8,000. Tim Anderson and wife Ellen Kim are working with artist Daud on Trash can project, once a budget is approved. Ellen will incorporate Temescal logo stencil on cans once we determine painting the trash cans front sides. Darlene will work with Pat Smith to get merchant support for the cans and a Kick start campaign if needed. BRT held public hearings at AC Transit office today to finalize the Economic Impact Report. Don Lowrey reported that four Temescalians spoke against project even though 18 were in favor. There is consensus for the BRT portion from San Leandro to Downtown Oakland. There appears to be no support to implement the Telegraph Avenue portion. Randy Reed called AC Transit and received information that indicates the Telegraph portion of the BRT project will not proceed forward. Looking to replace fallen Welcome to Temescal sign with a sturdy mosaic cement structure alternative. Bill is inquiring regarding support from the City. Inventorying Newsracks to determine disposition regarding remaining quad racks. Many appeared to not be used. Safety First will conduct inventory. Exploring with City of Oaklands Bike Program a bike corral to be placed at Burma Superstar. The rack would be provided by the City through a grant. The City proposes the BID maintains the area. Committee would like to see an innovative bike rack design. Action: Invite East Bay Bicycle Coalition member and Jennifer Stanley from the City to attend next DE/ED meeting. Looking at replacing fallen banners along Telegraph Avenue Darlene is working with BART to issue permit for the three Temescal Flows columns to be painted, although we have funding to complete only one column, from an art grant that Alan Leon secured ($8,000). The total project cost $16,000. Column 1 is $6,000 and the other two cost $5,000 each. BART is also considering offering Alan to paint the two columns, as part of repair work. Alan would be hired to do the repairs and paint the columns in the process. We hope also to get a $1,000 contribution from BART. Board wondered whether it is an insult to accept such a small amount of money when BART has plenty of funds. Kyle Franklin offered to share an article that indicates that

BART has a major surplus. Darlene will continue to work with BART and put pressure on President Bob Franklin to secure greater funding support.

PROMOTION
Regular meetings with Steve Tiffin to check in for Street Fair plan expansion July 8 o Moving forward with wine garden and glasses as part of this years event o Exploring a jazz pavilion o Italian element is being considered for addition to the event. o Kaiser sponsorship at $5,000 has been confirmed along with Sarita Waite and Alley Cats for $4,000; several previous merchant sponsors returning Holiday Event scheduled for Dec.1 and 2, to include an ice skating rink Submitted revised Ped-lights article to TNV; will issue media press release once project is more advanced. Offering QR codes to merchants and opportunity to win a full page ad if they use Local On tools. b. Budget Update Rick reminded the Board that our fiscal year end is approaching (June 30) and that we need to get a budget in place for 2012/2013. Committees should review budget line items within their areas and suggest changes where appropriate. We need to keep in mind that the effort to renew the BID for another term (after 2014) will require funding. The Board asked that the EC review the Ped lighting project so that we can refine our reserve numbers] c. Update on Pedestrian Light Project Roy shared that the lights installed on Telegraph between 40th and 42nd on Telegraph as part of Phase I are now being tested. Lights proceeding to 51st Street lights should be installed this summer, for $350,000 to complete Phase II. We will go back to the city for PGE funding and 4th Bore funding implementation. Coordination with these entities and the City will be pivotal. 2. New Business a. Trash can proposal Initial inventory indicates there are 34 concrete trash cans within the BID boundaries. An initial can was decorated at 17 Jewels, at Telegraph and 48th. It has received high praise. Tim Anderson and Ellen Kim introduced the proposal to have artist Daud Abdullah decorate the 34 cans for $300 each. The total is $10,200. Another inventory will take place to ensure the final number. Darlene will invite merchants to sponsor cans and offer an opportunity to provide input on the can artwork.
Motion: to approve $11,000 for can project was seconded and approved unanimously.
