SUBJECT: Request for selling of electrical energy for February

02.02.2009 - 27.02.2009.

Dear Sirs,

The Albanian Power Corporation intends to sell Electrical Energy for the
period, 02.02.2009 - 27.02.2009.

You are invited to submit your offer for the purchasing of electrical
energy from KESH sh.a. as follows:

- The electrical energy for selling for the above period will be with delivery
profile from 07:oo - 21.oo, in total 14 hrs; continuous delivery, with
unchanged power, from Monday till Friday, (excluding Saturdays and
Sundays).
- The Bid Evaluation Criteria is: The highest unit/price up to the
completion of the required quantities for selling of electrical energy. The
contract shall be awarded to the company who will offer the highest
unit/price for buying electrical energy from KESH, for the period 02-
27.02.2009. The companies are incouraged to offer for buying the total
quantities for the whole period, month of February 2009, but offers that
submitt lower quantites for buying than the total quantities, will also be
accepted. The supply of electrical energy will be without interruptions
and without changed power for the whole period. KESH sh.a. has the
absolute right to accept fully or partially the quantities of electrical
energy submitted by the companies.
* In any case, the companies that will offer unit/prices for buying lower
than the limit unit/prices for selling or lower values that the limit values
deteminated in the table above, will be dissqualified.

- The delivery condition, according to Incoterms 2000 issued by

International Chamber of Commerce, Paris, is: DAF Albanian Border.
KESH sh.a. will provide 100 MW on the Serbian - Albanian Border,
and 100 MW on the Montenegrin-Albanian Border. The difference of
CBC-s should be secured by the participating companies,

- All offers must have a validity period until January 29 t h , 2009 s

hour 17.00, Albanian local time. Offers without validity period or
with validity period shorter than January 29 th , 2009, hour 17.00,
Albanian local time, will be automatically dissqualified.

- The deadline for the reception of your offer is 28.01.2009, until 14.30
hrs (Albanian local time). All the offers that will arrive in KESH sh.a
before or later this schedule will be not accepted and evaluated.

- Your offer will be accepted by fax/ e-mail /or post. In each case your
offers have to be signed. In case that you will prefer to send your offer by
mail, the envelope must be sent to the Protocol Office of KESH sh.a, not
later than 28.01.2009, until 14.30 hrs. Envelopes arriving later than this
date and hour will not be accepted and evaluated. The envelope
containing your offer should be marked: "Selling of electrical energy for
February 02-27, 2009. "Do not open, except in presence of the tender
evaluation commission, not before 28.01.2009, until 14.30 hrs."
