Since PMU was also assigned the tasks of looking after UCBPRP that require field monitoring and engagement with implementing partners. Considering this importance recruitment process for filling up the vacant posts in PMU was started. The vacant posts were advertised in May 2012 (Annexure A), against which a number of applications were received. However, the process of recruitment was halted under the impression that the unit may be closed by June-2013 due to completion of SG&RRP and UCBPRP ongoing scheme in September 2013. Due to further expansion of UCBPRP program in new districts and inclusion of scheme in current years ADP 2013-14 now there is a need to fill up the vacant posts.

Confirmation of contingency staff on contract basis The PMU SG&RRP was created to cater for the coordination function of ADB assisted SG&RRP with minimum staff. However, due to various reasons even this strength could not be maintained and staff turn over remained very high.

To meet the need, some auxiliary staff mainly Drivers and Naib Qasids were appointed on contingent basis to ensure smooth working of the PMU. This staff has been working since long and their performance has remained satisfactory. Further, two posts i.e. Account Assistant and Sweeper though very important but are not sanctioned. However, due to exigency both persons have also been working on contingent basis. The Meeting of Recruitment Committee was held under the chairmanship of ACS(Dev) on 30th July 2013. It was decided to re-advertise the position of Administrative Officer(BS 17) and Data Processing Assistant(BS 14) provided there is no ban imposed by the Government. It was also decided that the contingent staff be regularized on contract basis. The matter may be moved to Finance Dept for sanctioning the post of Accountant Assistant and Sweeper at the strength of PMU, as there is no financial implication involved.
