SUBMITTALS Description This section covers the requirements for Contractor submittals of data, Detailed Construction Documentation, and construction scheduling and method to the Engineer prior to starting of work. All drawings, data and samples shall be submitted to the Engineer for review accompanied by acceptable transmittal form or letter.

3.1.1

Related Work Other items of work that relate to and are referenced in this section include, but are not limited to, the following volumes and sections: General Conditions; Special Conditions of Contract; Materials and Workmanship; Individual specific requirements for submittals are described in other sections.

3.1.2

Submittals Schedule The sequence of submission of all drawings, data and samples shall follow logical progressions, such that all information required for review shall be available. A letter of transmittal shall accompany each submittal. The Contractor shall allow at least twenty (20) working days plus appropriate transit time for review by the Engineer unless otherwise stated in the Contract. The following table summarizes typical timing, quantity and type of submission of documents required at various stages of the Contract, subject to other provision set down in the contract documents. 3.2

Contract Programme Within 14 days from notice to proceed, the Contractor shall prepare and submit to the Engineer for review and acceptance his proposed Contract Programme for the Works. This shall be in the form of a computer implemented modified CPM (Critical Path Method) for project scheduling with arrow diagrams and sub schedules of related activities which are essential to the progress.

3.2.1

Arrow Diagram The programme shall be sufficiently detailed to indicate such activities as shop drawing submittal and review, equipment manufacture and delivery, installation of equipment, concrete pours, and Subcontractors items of work. Construction activities of less than one day duration or more than five days duration shall be kept to a minimum. Each activity shall be labelled with the following information description, duration, programme start date, latest completion date, and total float. The critical path of activities shall be indicated on the arrow diagram by a heavy line.

3.2.2

Listings Two chronological listings of the information shall be prepared: one for scheduled start dates and one for latest completion dates. Each listing shall show activity node numbers, description, programmed start date, duration in work days, latest completion date, and total float for each item in the arrow diagram.

3.2.3

Submittals The initial critical path programme and subsequent revisions shall reflect the actual progress of the Project to within five (5) days prior to submittal. Contractor and his

representative who prepared the programme shall meet with Engineer and Employer to review the initial programme and each subsequent revision. The meeting will be held in the office of the Engineer. At least five copies of the arrow diagram and listing shall be submitted. A revised arrow diagram and listing shall be prepared and submitted at least every 60 days. If the initial programme or any subsequent revision is not acceptable to the Engineer, the Contractor shall revise programme and resubmit as many times as necessary until it is acceptable to the Engineer. Acceptance of the programme will not be unreasonably withheld. 3.2.4 Progress Reports Included in the monthly progress reports the Contractor shall record the node numbers of the activities that have been completed with their actual start and completion dates, and a list of the activities on which Work is currently in progress and the number of working days required to complete each. If at any time during the Project, the Contractor fails to complete any activity by its latest completion date, he shall within five days submit to the Engineer, in writing, his plans to reorganize his work force to return to the schedule and prevent delays on any other activity.

3.3

Schedule of Values After review of the tentative schedule at a preconstruction conference, and before submission of the first application for payment, the Contractor shall prepare and submit to the Engineer a schedule of values covering each lump sum item. The schedule of values, showing the value of each kind of work, shall be acceptable to the Engineer before any partial payment estimate is prepared. An unbalanced schedule of values providing for overpayment to the Contractor on items of Work which would be performed first will not be accepted. The schedule of values shall be revised and resubmitted until acceptable to Engineer. Final acceptance by Engineer shall indicate only consent to the schedule of values as a basis for preparation of applications for progress payments, and shall not constitute an agreement as to the value of each indicated item.

3.4 3.4.1

Detailed Construction Drawings and Documentation General At the time the initial programme is submitted, the Contractor shall submit, according the proposed work schedules, the Detailed Construction Documentation, as defined under clause 1.7.4. The Contractor's stamp of approval is a representation to the Employer and Engineer that Contractor accepts full responsibility for determining and verifying all quantities, dimensions, field construction criteria materials, catalogue numbers, and similar data, and that he has reviewed or co-ordinated each submittal with the requirements of the Work and the Contract Documents. All deviations from the Contract Documents shall be identified on each submittal and shall be tabulated in the Contractor's letter of transmittal. Such submittals shall, as pertinent to the deviation, indicate essential details of all changes proposed by Contractor including modifications to other facilities that may be a result of the deviation. The Contractor shall accept full responsibility for the completeness of each

submission, and, in the case of a resubmission, shall verify that all exceptions previously noted by the Engineer have been taken into account. Any need for more than one resubmission, or any other delay in obtaining the Engineer's review of submittals, will not entitle the Contractor to extension of the Contract Time unless delay of the Work is directly caused by a change in the work authorized by a Change Order or by failure of the Engineer to return any submittal within 20 working days after its receipt in the Engineer's office. The Engineer's review of drawings and data submitted by Contractor will cover only general conformity to the drawings and specifications, external connections, and dimensions which affect the layout. The Engineer's review does not indicate a thorough review of all dimensions, quantities, and details of the material, equipment, device or item shown. The Engineer's review of submittals shall not relieve the Contractor from responsibility for errors, omissions, or deviations, nor responsibility for compliance with the Contract Documents. The Engineer will not accept submittals from anyone but the Contractor. Submittals shall be consecutively numbered referenced by specification number in direct sequence of submittal and without division by subcontracts or trades. Resubmittals shall bear the number of the first submittal followed by a letter (A, B, etc.) to indicate the sequence of the resubmittal. Two marked copies of each drawing, marked to show the result of the Engineer's review shall be returned to the Contractor. 3.4.2 Survey Data All field books, notes, and other data developed by the Contractor in performing surveys required as part of the Work shall be available to the Engineer for examination throughout the construction period. All such data shall be submitted to the Engineer with the other documentation required for final acceptance of the work. 3.4.3 Layout Data Contractor shall keep neat and legible notes of measurements and calculations made by him in connection with the layout of the Work. Copies of such data shall be furnished to the Engineer for use in checking Contractor's layout as specified herein. All such data considered of value to the Employer will be transmitted to the Employer by the Engineer with other records upon completion of the Work.

3.5

Construction Methods For all elements of the Works the Contractor shall submit to the Engineer in duplicate, fully detailed method statements describing his proposed construction techniques and programme for execution. These shall be supported, where applicable, by calculations for temporary works for supporting excavated faces and shuttering of concrete. Written approval shall be obtained before any work is commenced. Approval of the proposed construction techniques and methods shall not relieve the Contractor of his contractual responsibilities for the care of the Works or of his liabilities for accidents or damage.

3.6

Certificates Where certificates are required by the relevant Specification section, four copies of each such certificate under manufacturer's letterhead shall be submitted by the Contractor. Certificates shall be clearly identified by serial or reference number where possible to the material being certified and shall include, but not be limited to, providing the

following information, Contractor's name, project name, name of the item, manufacturer's name, and reference to the appropriate drawing, technical specification and approved standard section all as applicable and in accordance with the relevant quality standard or specification.

3.7

Construction photographs The Contractor shall arrange for digital photographs as ordered by the Engineer's Representative and shall provide from each the relative files and A4 form coloured prints. The Contractor shall ensure that no use is made of digital files or print without permission from the Employer. The Contractor shall also ensure that no unauthorized photography is allowed on the site. The Contractor shall be required to provide an average of 10 photographs per month; the photographs shall be submitted to the Engineer in accordance with the requirements in Section 1. No separate payment will be made to the Contractor for any photographic responsibilities. The costs for providing all photographs, and files printing, shall be included in the bid prices for the various items of Work under this Contract.
