Several ago during a meeting in Fairbanks, the State appointed
Borough Boundary Commission ma'de a request for recommendations from interested.
communities on the procedures for instituting an organized borough. In
response to this request,. a non-partisan committee was formed in the Anchorage
area to di-scuss and propose a set of procedures for instituting an organized
borough. The following is a copy of this committee's recommended procedures
current as of 14 December 1959. Borough Fowers and Functions, as indicated,
were discussed by the committee on Monday evening, 14 December. Copies of
the recommended powers and fUnctions are not available for publication since
they will not be available untn Friday, 18 'December 1959. .
Procedures recommended by this committee will be presented to the Boundary
Commission on Saturday, 19 December 1959.
PROCEDURES FOR INSTITUTING AN ORGANIZED BOROUGH
1. A boundary for the organized borough should be established.

It has been suggested that legislatur.e create initially
unorganized? boroughs that correspond with the present election
districts. This would allow the Boundary Commission to post
a notice of hearing to be held at some designated spot or
spots i n the unorganized borougp for people to be heard on
where the bouncary should be drawn for the organized borough
for, or within this area.
Eearings nhould be called in the population centers, letting

the Commission determine the areas to be heard.

The Boundary CommiRsion wculd hold hearings within the now
designated elect ion d.istrict or districts without benefit
of the Legislature creating unorganized boroughs in these
areas.

that it will not be entirely the perogative of the 'nounry Commission
as to whether -these hearings are to be held. It is suggested that upon
request to the Boundary from any interested group
of citizens (perhaps substantiated by a petition of a designated number
of signatures) the Boundary Commission must hold said Aearings within
a period of 60 days.

can 'be held in time for the Legislature to consider the results.

Upon determination by the Legislature of the boundary of the proposed
organized the Legislature or the Department of Local Affairs
shall call an election within the designated area for the purpose of
electing Borough Charter Commission members and prescribe their powers
and fUnctions by law, the prime function of the Commission being to
draft a Borough Charter for submission to the people subject to the
Constitution and laws of the State of Alaska.
The Legislature, at the time of acceptance of the organized borough
boundaries and the calling of the election, should appropriate by loan
or grant an adequate sum of money to finance the election.
