The Constitution of The Music Club at Southern Connecticut State University

Preamble
WE THE PEOPLE of Southern Connecticut State University, in order to form a more perfect curriculum,
promote departmental and educational growth, share resources, information and ideas that enhance the
professional and educational development of its members in a way that serves the University as well as
the community do ordain and establish this Constitution for The Music Club at Southern Connecticut
State University.
Article I - Name
I-1.1 The name of this organization shall be: The Music Club of Southern Connecticut State University
Article II Purpose
The purpose of this organization shall be to:
II-1.1 bring together students and faculty who have any interest in music (listening, performing, teaching,
writing, etc)
II-1.2 share resources in order to organize outlets for members to show their creativity, pedagogical and
professional skills, and musicianship (concerts, music festivals, tutoring sessions, study groups, etc)
II-1.3 promote personal and professional development and musicianship, and to provide opportunities for
said development.
II-1.4 provide opportunities for networking among undergraduate students.
II-1.5 contribute to the continual growth of the SCSU music department and contributing to educational
growth among the academic as well as the general community.
Article III Membership
Section 1 Eligibility
III-1.1 Membership in this organization shall be open to all students currently registered at Southern
Connecticut State University.
III-1.2 Part-time undergraduate students who are members of the organization must be matriculated and
enrolled in courses for credit. In addition, they must purchase the accident insurance made available
at Southern Connecticut State University (or submit a comparable health-insurance waiver).
Section 2 Attendance & Suffrage
III-2.1 Any member who attends two consecutive meetings will be considered a voting member of The
Music Club. However, any member who is absent and neglects to inform a club officer that he or she will
not be attending will receive a strike against their voting privileges. Any member who receives three
strikes against their voting privileges will not be able to vote for the remainder of the current term.
III-2.2 Absences must be reported within 24 hours of a regular club meeting to be excused. In extenuating
circumstances, exceptions to this policy may be made at the discretion of the cabinet.
III-2.3 Membership shall not be denied to any student because of race, religion, gender, color, ancestry,
national origin, age, sexual orientation, disability or veteran status except as sanctioned by federal or state
law.
III-2.4 All are welcome to attend The Music Club meetings and events, however, only students currently
registered at Southern Connecticut State University have suffrage over club policies and events, though
public suggestions will be given serious consideration.
III-2.5 All new members with or without suffrage must maintain a minimum cumulative grade point
average of 2.5 and must be made aware of this constitution, as well as other governing procedures of The
Music Club.
Article IV Elections
Section 1 Offices
IV-1.1 The elected shall be: President, Vice-President, Secretary, and Treasurer. These officers, and the
faculty advisor(s) ex officio and non-voting, shall compromise the Executive Board. The positions of
Public Relations Officer and Historian may be elected to serve on the Executive Board as deemed
necessary and are not required positions for the club to conduct business.
Section 2 - Procedure
IV-2.1 Officers for funded organizations must be full-time undergraduate students. Whenever possible,
the university strongly recommends that non-funded organizations follow this requirement as well.
Election of officers shall take place at the end of the Spring semester, during the second meeting of April.
IV-2.2 Terms of office for elected Executive Board members shall commence after the Spring semester
ends and remain effective for the succeeding academic year. When vacancies occur in elected offices, an
interim officer will be nominated by the Executive Board and a special election will be held (if there are
multiple nominations).
IV-2.3 Members wishing to run for office will contact the nomination committee at the end of the Fall
semester. The nomination committee is comprised of 3 members who have belonged to The Music Club
for at least one semester. These members may not run for office in the same term. At the beginning of the
Spring semester, the nomination committee will choose the 2 candidates per office (unless an office is
unchallenged) for the election in April.
Article V Executive Board
Section 1 - Function
V-1.1 The Executive Board will meet weekly during the academic year. The Board will supervise the
affairs of the organization between regular meetings and may make recommendations to the organization.
Meetings of the Executive Board shall be called by the President of the organization.
V-1.2 The Executive Board shall have general supervision of the affairs of the organization between its
regular business meetings and shall make policy recommendations to the organization. The Executive
Board shall be subject to the rules of the organization and shall not act in conflict with actions taken by
the organization.
V-1.3 The membership of the Executive Board shall consist of the Presidential Cabinet and the Faculty
Adviser. The latter shall serve as a non-voting ex-officio member of the Executive Board.
V-1.4 The Executive Board shall have the power to establish all standing and ad hoc committees of the
organization. The President, with the advice and consent of the Executive Board, shall have the power to
appoint the chairpersons of all standing and ad hoc committees.
V-1.5 A majority of the membership of the Executive Board shall constitute a quorum. All decisions
made by the Executive Board shall be by a majority vote of the members present and voting.

Article VI Enumeration of Powers and Duties of Officers
Officers shall perform the duties prescribed by this constitution. Duties shall include but are not limited
to the following:
A. The President shall:
Act as the spokesperson for the organization;
Preside over all meetings of the organization;
Administer the business affairs of the organization;
Have the power to call Executive Board meetings and all regular and special meetings of the
organization;
Have the power, with the advice and consent of the Executive Board, to appoint the chairpersons
of all standing and ad hoc committees;
Be an ex-officio member of all standing and ad hoc committees except the nominating
committee.
Act as a mediator and Seneschal between the S.C.A. and M.A.R.R.S. where necessary.

B. The Vice-President shall:
Temporarily assume the powers and duties of the President in the temporary absence of the
President or at the request of the President;
Automatically assume the powers and duties of the President if the President resigns, if the office
of President becomes vacant, or if the President is impeached
Coordinate all social functions of the organization;
Serve as coordinator of all standing and ad hoc committees;
Be an ex-officio member of all standing and ad hoc committees.
Act as the de-facto Marshall if no other Marshalls are present.

C. The Secretary shall:
Keep careful and authentic records of the meetings of the organization;
Take attendance at all business meetings of the organization;
Prepare a roll call of members and call it when necessary;
Preserve all records and documents of the organization except those specifically assigned to
others;
Provide the President with a written agenda for the meetings of the organization;
read all correspondence to and from the organization at regular meetings of the organization;
Carry on all official correspondence for the organization.
Act as the de-facto Herald if no other Heralds are present.

D. The Treasurer shall:
Keep an accurate account of all receipts, membership dues, and expenditures of the organization;
Present written and/or oral reports to the membership at each regular meeting of the organization;
Expend moneys only as authorized by the membership;
Be responsible, with the advice and consent of the Executive Board, for preparing and submitting
an itemized budget for the organization to the
Student Board of Finance during the spring semester;
Be responsible for the maintenance of equipment and supplies inventories;
Prepare a written report at the end of each semester and present it to the membership at the last
meeting of each semester; be responsible for the organization complying with the Rules and
Procedures Governing Funded Student Organizations.
Act as the de-facto Chancellor of the Exchequer if no others are present.

E. The Public Relations Officer shall:
Assist the Vice-President with coordinating and promoting The Music Clubs events on campus.
Publicize the events through the media outlets available to all students at Southern.
Coordinate events with other clubs and the community that are beneficial to the student body and
The Music Clubs mission.

F. The Historian shall:
Keep an accurate record of The Music Clubs events and involvement with the community, the
student body, and other entities.
Chronicle our events through photographs to be published through various media outlets available
to the student body and to the community.

Article VII Faculty Advisor
Section 1 Selection
VII-1.1 The faculty advisor may be recommended by the membership at a duly constituted meeting of the
organization. The faculty advisor shall be appointed by the university and shall serve at the pleasure and
discretion of the university.
Section 2 Function
VII-2.1 The faculty advisor shall serve as a non-voting ex-officio member of the Executive Board.
VII-2.2 The faculty advisor shall meet his/her responsibilities to the organization as stated in written
directives issued by the Student Affairs Committee and in the Student Handbook.
Article VIII Impeachment
Impeachment proceedings shall be initiated for misconduct or malfeasance in the discharge of the
duties of office.
VIII-1.1 The officer being charged shall be given the opportunity to speak on his/her behalf. Discussion
and arguments for and against the proceedings shall follow the presentation by the officer. Upon
conclusion of the discussion, a vote shall be taken. No officer shall be impeached except by a two-thirds
(2/3) majority vote. Voting shall be by secret ballot.
VIII-1.2 An officer who is impeached shall be allowed to maintain active membership in the organization.
Article IX Standing and Ad Hoc Committees
Standing and ad hoc committees are formed for a specific purpose, such as to plan and organize an event
or work on a specific project. Determine who is allowed to appoint chairpersons to these committees.
The Standing and Ad Hoc Committees are responsible for appointing their own chairpersons, but are
expected to do so within two weeks of forming the committee.
Article X Meetings
Music Club meetings will be held every week.
X-1.1 The rules contained in Roberts Rules of Order Newly Revised shall govern the organizations
meetings whenever applicable.
X-1.2 Roberts Rules of Order will be lightly reviewed every semester to the current officers of the club
so that the club is led consistently, even with new leaders.
Article XI Amendments to the Constitution
Amendments may be proposed by any member with suffrage at a duly constituted meeting of the
organization. Proposed amendments are then tabled until the next meeting.
The constitution may be amended by two-thirds (2/3) majority vote.
Amendments approved by the organization shall be submitted to the Student Government and Student
Affairs Committee for approval before they are enacted by the organization.
