other ministries and /arious sta(eholders2 et! I ha/e noti!ed or read a+out durin& m*
period of pla!ement that2 I thin( the or&ani1ation has to put into !onsideration,
#opefull* these o+ser/ations -ill +e of +enefit to the or&ani1ation that has done a lot
in ma(in& the pu+li! appre!iate the role and need of statisti!s for the de/elopment of
not onl* Him+a+-e +ut Afri!a as a -hole in order to meet the demandin& needs of our
e/er !han&in& -orld,
'hen it !omes to data anal*sis and dissemination one of the maCor pro+lems
is the fa!t that the Statisti!s and Census A!t is interpreted in a /er* stri!t -a*2
-hi!h sometimes leads to a !ertain relu!tan!e to share data "e/en de-
personalised ra- data$ -ith line ministries and resear!hers -ho -ould li(e to
do more in-depth anal*sis,
Another !onstraint is a+out the +ureau!rati! de!ision ma(in& pro!ess and
ri&idit* in terms of +ud&et operations2 in parti!ular the ina+ilit* to roll o/er
+ud&et pro/isions e,&, for lar&e s!ale- e)er!ises su!h as a !ensus,

End- users should +e tar&eted in !olle!tion and dissemination of data to ensure
the rele/an!e of the pu+lished data,

CSO should stren&then the userI produ!er relationship "relationship -ith users
