Performance Compensation Criteria
1. Completion I Rate, Class of 2013:
HISD will increase the percentage of students identified as
graduating or remaining in school based on a longitudinal fouryear cohort for first-time ninth graders. The annual target will be
an increase for all five student groups monitored (All, African
American, Hispanic, White, Economically Disadvantaged).
Maximum payout 13,333.33
2. Advanced Performance, 2014 STAAR:
HISD will show an annual increase in the percentage of students
scoring at the advanced levels on the STAAR across grades by
subject. Payout is half of category maximum.
HISD will show an annual increase in the total number of
campuses with an increased percentage of students reaching
the advanced level on STAAR, by subject. Payout is half of
category maximum.

2014 TEA Accountability:


$1,000 for every Improvement Required to Met Standard
campus. -$500 for every new Improvement Required campus. $250 for every campus that maintained an Improvement
Required rating. Maximum payout $13,333.33.

4. Value-Added Growth, 2014 EVAAS:
HISD will show value-added growth in estimated NCE gain
greater than 1 standard error above the growth standard in all
grades on the composite measure across subjects for grades 38 and on the STAAR EOC exams (6 grades plus 5 EOC exams).
Or if the cumulative average of reference gain across grades
and subjects is greater than the growth standard
5. Gap Analysis on 2014 STAAR:
HISD will eliminate the achievement gap between White and
African American students on STAAR Index 1 all subjects. The
annual target is a decrease in the gap. Payout is one-third of
category maximum.
HISD will eliminate the achievement gap between white and
Hispanic students on STAAR Index 1 all subjects. The annual
target is a decrease in the gap. Payout is one-third of category
maximum.
HISD will eliminate the achievement gap between noneconomically disadvantaged and economically disadvantaged
students on STAAR Index 1 all subjects. The annual target is a
decrease in the gap. Payout is one-third of category maximum.

HISD will meet the State Accountability Index 3: Closing
Performance Gaps. The target is to meet the state standard
every year.
6. Enrollment Growth, 2013-2014:
HISD will continue to increase student enrollment counts based
on fall PEIMS submission (membership). The annual target is a
0.4 percent increase, exclusive of boundary changes. Payout is
one-half of category maximum.
HISD will increase student attendance (ADA). The annual target
is to maintain at least a 95.0% attendance rate. Payout is onehalf of category maximum.

Board Criteria
An extra $5,000 will be added on top of calculated bonus for
exceptional completion of Board-specifica criteria:
Recognition at the state or national level
Leadership development and retention
Execution and results of priority initiatives:
o Annexation of North Forest ISD schools
o EMERGE
o POWER UP
