Subject:- Notice inviting tender for Design, Supply, Installation, Testing, Commissioning and
Certifying of INTELLIGENT VIDEO SURVEILLANCE SYSTEM for The Karnataka State Cricket

5. Earnest Money deposit amount of Rs.2.5 Lakhs valid for 90 days to be submitted by the
bidder in the form of irrevocable Bank Guarantee from nationalized Bank or Demand Draft
drawn in favour The Karnataka State Cricket Association, M.Chinnaswamy Stadium ,
Bangalore-560001.
6. The submitted bid shall be valid for a period of 90 days from the date of submission, in case
any bidder withdraws the bid or makes alteration to the bid, KSCA is fully entitled to
forfeit the earnest money /guarantee submitted.
7. The right of acceptance / rejection of the bid solely rests with KSCA. Tender with
incomplete details, alteration, corrections, mutilated details the bid is liable to be rejected
without any information notice or reference to the bidder.
8. KSCA reserves the right to reject any or all tenders without assigning any reason
whatsoever and is not bound to award the work to the lowest bidder.

INTRODUCTION
1. KSCA desires to provide INTELLIGENT VIDEO SURVEILLANCE SYSTEM for the
Cricket Stadium and for which invites bidders to submit proposals with their expression of
interest in Technical and Financial proposals.
2. SECURITY : The security needs of KSCA can be broadly classified into Two:
2.1 Routine, ongoing, security of its assets for the purpose of this tender, refers to the
M.Chinnaswamy Stadium and its offices and facilities housed therein). This form of
surveillance is required round the year.
2.2 Event surveillance needed when matches or other special events are held, further
classified into :
a)
Very high profile events or matches
b)
High profile events or matches
c)
Routine matches
2.3 Security for 2.2.1 above is inevitably tied up with the law enforcement agencies,
who would require additional layers of surveillance and security.
2.4 Security for the remaining two categories is typically handled by KSCAs Security
Apparatus.
2.5 An event period would start day/s before the event itself (sale of tickets) and
continue till the end of the event. The pre-event period may vary depending upon
the scale of and prominence of the event.
Functional Requirements

a) Live monitoring activities in the entry gates and boundary wall of Stadium, from the
point of view of crime prevention & detection.
b) To check the activities of mischievous elements and overall security of the area from
counter terrorism angle as well as check alertness of Guards/ Personnel on duty & their
locations.
c) Reinforcements alert the remaining gates, if an event necessities.
d) To record the movements of vehicles and public at these gates for future Planning
/actions.
e) To create a Central Command and Control Centre.
f) Immediate incident detection and effective management of Guards response.
g) Support and integration with exiting network systems.

INSTRUCTIONS TO BIDDERS
1. ELIGIBILITY / PRE-QUALIFICATION CRITERIA
1.1 Bidders who shall meet All of the following Pre-Qualification criteria need only apply.
1.2 Turnover of the bidder shall not be less than Indian Rupees Rs.100 Cores, during the
last three financial years ( or equivalent in the bid currency) (for currencies other than
Indian Rupees, the applicable conversion (selling) rate of Reserve Bank of India on the
last date of bid submission shall apply)
1.3 Documentary proof in the form of a Certificate from the statutory auditor of the
Bidders company duly signed and stamped by the statutory auditor needs to be
submitted as a proof for the above. Any declaration or letter from the Bidder in any
other format will not be accepted.
1.4 The bidder must have successfully implemented both IP Camera & System Integration
products to be quoted in this tender. At least Three projects each individually costing
not less than Indian Rs.60 Lakhs in IP-Surveillance in India in the past three years. This
fact shall be supported by
1.5 The bidder shall be a dealer for all letters from the user agencies concerned to verify the
claim of the bidder.the products/Accessories for which the bidder is quoting and
supplying in this tender/project. He will be the sole bidder to execute this project.
1.6 This is a turnkey project and bidder shall quote for the entire project and execute it as
per the tender specification.
1.7 The prospective bidder should have valid service/trade tax registration with
Government of India.

2. DEFINITIONS
a) KSCA means the Karnataka State Cricket Association.
b) The purchaser means the Karnataka State Cricket Association.
c)

The Tenderer means the individual or firm who participate in this tender and submits its
bid.

d) The Contract means the agreement entered into between the Purchaser and the Contractor, as
recorded in the Contract form signed by the parties, including all attachments and appendices
thereto and all documents incorporated by reference therein.
e) The Products/equipment means all the equipments and related software, machinery and/or
other materials,
f) The Contractor means the individual or firm supplying the Equipments, Products, material
and services under this contract.
g) Specifications means the specification of the works included in the contract and any
modification thereof or addition thereto made the document.
h) Bill of Material means the priced and completed bill of quantities forming part of the Tender.
i)

Successful Bidder means the Bidder, who, after the complete evaluation process, gets letter
of award. The successful Bidder shall be deemed as Contractor appearing anywhere in the
document.

j)

The Letter of award means the issue of a signed letter by the Purchaser of its intention to
award the work mentioning the total Contract Value. The timeline for delivery of products and
services will start from the date of Letter of Award, which the supplier is required to supply to
the Purchaser under the Contract.

k) The Purchase Order/ Work Order means the order placed by the Purchaser on the supplier
signed by the Purchaser including all attachments and appendices thereto and all documents
incorporated by reference therein. The purchase order shall be deemed as Contract appearing
in the document.
l)

The Contract Price means the price payable to the Supplier under the purchase order for the
full and proper performance of its contractual obligations.

m) Services means camera installation and Monitoring, Training and coordinating with the
purchaser.

3. BID DOCUMENT
The Bidder should carefully read all the instructions, terms and conditions, specifications and
various forms that are provided in the Bid Document. The tender may be rejected if any or all of the
information asked for in this document are not furnished along with the tender or if the tender is
not responsive with the Bid Document .
4. QUERY

All the Bidders queries (if any) kindly clarify during the site visit or addressed to KSCA
through email: itsupport@ksca.co.in .
5. AMENDMENT OF BID DOCUMENTS
At any time, prior to the date of submission of Bids, the KSCA may, for any reason, whether at its
own initiative or in response to a clarification requested by a prospective Bidder, modify bid
documents by amendments.
6. COST OF BIDDING
6.1 The Bidder has to bear all the cost associated with the preparation and submission of the bid.
KSCA will , in no case, be responsible or liable for any of the costs, regardless of the conduct or
outcome of the bidding process
6.2 The EMD of the unsuccessful Bidder will be returned when the successful Bidder has signed the
Contract Agreement with the KSCA and has furnished the required Performance Guarantee.
7. The EMD will be forfeited:

If Bidder withdraws its bid during the period of bid validity or


If the Bidder fails to accept the KSCA corrections of arithmetic errors in the Bidders
bid (if any ) , or
If the Successful Bidder fails to sign the contract agreement with the KSCA,
If the Successful Bidder fails to furnish the Performance Guarantee within the
stipulated time.
8. BID PRICES
8.1 The Bidder shall give the pricing as unit price and as a total composite price inclusive of all
levies & taxes i.e Sales Tax , Service Tax, packing, forwarding, freight and Insurance etc.
8.2 The prices quoted by the bidder shall be in sufficient detail to enable
price of equipment /system offered.

9. SITE VISIT :
The Tenderer at the Tenderers own responsibility and risk is encouraged to visit and examine
the Site of works in consultation with KSCA and its surroundings and obtain all information
that may be necessary for preparing the Tender and entering into a contract for the works.

10. LANGUAGE OF THE TENDER


All documents relating to the tender shall be in the English Language.
11. DOCUMENTS COMPRISING THE TENDER
a) The Tender submitted by the Tenderer shall comprise the following :
b) The Tender Document along with the tender drawings duly signed and stamped on all
pages.
c) Earnest Money Deposit prescribed in the Tender.
d) List of Similar projects design and implemented by the Tenderers, indicating cost, time and
system performance remark of the bid client.
e) Bar Chart showing the schedule of each element of the project and overall completion of the
project within the specified time frame.
f) Tenderers company registration copy.
g) Copy of last three years annual balance sheet.
h) Information regarding Income tax Circle or ward or the district in which he is assessed to
Income-tax with reference number of the assessment year.
i)

A copy of PAN certificate.

j)

Complete Technical details along with make, model number, complete specification,
pamphlets, and literature of the systems highlighting the special features of their offer
should be supplied along with the quotation.

k) It must be specifically mentioned whether the quotation is strictly as per tender


specifications/conditions. No deviations in the specifications of the items would be
accepted.
12. TENDER PRICES :
a. All duties, taxes, other levies payable by the Contractor under the contract or for any
other causes shall be clearly specified and deemed to have been included in the rates,
prices and total value of tender submitted by the Tenderer and nothing extra will be
payable by the Client in respect of the same.
b. The rates and prices quoted by the Tenderer shall be held firm for the duration of the
Contract including any extension granted to the completion period and shall not be
subject to reimbursement of escalation on any account.

13. CURRENCIES OF TENDER AND PAYMENT :


The units rates and the prices shall be quoted by Tenderers in Indian Rupees.
14. LATE TENDERS :
Any tender received by the Karnataka State Cricket Association, Bangalore after the deadline
prescribed in the Tendering program will be returned unopened to the Tenderer.
15. Submission of Tender
The tenderer shall submit the tender and documents in three separate sealed envelopes as
below :15.1 Envelope No. 1: Shall Contain
a. The First envelop clearly marked as Envelop No.1 shall contain the following
documents :
b. Tender submission letter with Earnest Money Deposit in the form of Demand Draft /
Bank Guarantee.
c. All the documents required as per Eligibility/prequalification criteria
d. An up-to-date Income-tax Clearance Certificate in original from Income-tax office.
e. Information regarding Income-tax Circle or ward or the district in which he is assessed
to Income-tax with reference number of the assessment year.
f. Certified copy of power of attorney in the name of the Authorized representative to act
on behalf of the Tenderer.
15.2 Envelop No. 2 Shall Contain - Tenders technical design and specification
a. The Second Envelop Clearly marked as Envelop No. 2- shall contain Technical design
and specification.
b. Consisting of all pages of tender document duly signed by authorized representative
c. Clause by clause compliance
d. All drawings and documents pertaining to the tender.
e. Any other relevant information.
f. In the technical proposal, there should not be any indication about the prices printed or
otherwise of any of the products offered. Bill of materials without mentioning the prices
has to be furnished in the technical bid.
g. Detail bar chart programme of completing the work in the time period stipulated in the
tendering programme.
15.3 Envelop No. 3 : Shall Contain Commercial Document :
The Third Envelop Clearly marked as Envelop No. 3 Commercial Document shall contain
price schedule.
15.4 The three sealed envelopes No. 1, 2 & 3 shall be again put together in one common cover
and sealed. This sealed cover shall be marked in the left hand top corner TENDER FOR
INTELLIGENT VIDEO SURVEILLANCE SYSTEM AT M.CHINNASWAMY STADIUM ,
Bangalore. The tenderer should ensure that their tender is received by the Karnataka State

Cricket Association , M.Chinnaswamy Stadium , Bangalore , before the expiry of the date
and time fixed for the same. No delay on account of any cause will be entertained for the
late receipt of the tender. Tender received after the fixed date and time is over, will not be
accepted.
16. Rejection of tender ;
The tender is liable for outright rejection, if on opening it, is found that :
a. Any corrections, additions, or alterations are made by the tenderer on any of the tender
document without signature of the authorized person.
b. Any pages if any is or are missing.
c. Any omission to write rates against any of the items in BOQ or any other required
information.
d. Any prices mentioned in the technical bid.
e. In case EMD is not received along with the bid as per 15.1(b).
The KSCA will open all the Tenders received (Except those received late) in the presence of the
bidders or their representatives .
17. KSCA RIGHT TO ACCEPT ANY TENDER & TO REJECT ANY OR ALL TENDERS :
a) The KSCA reserves the right to accept or reject any Tender and to cancel the tender process
and reject all the tenders at any time prior to the awards of Contract, without thereby
incurring any liability to the affected tenderer or tenderers or any obligation to inform the
offered Tenderer or Tenderers of the grounds for the KSCA action.
b) Earnest Money Deposit submitted by the tenderers along with the tenders will be refunded
to tenderers by KSCA within 21 days from the date thereof. However Tender document fee
will not be refunded.

c) KSCA reserves the right to reject any or all tenders without assigning any reason
whatsoever and is not bound to award the work to the lowest bidder.
18. NOTIFICATION OF AWARD AND SIGNING OF AGREEMENT ;
a) The technical bid will be opened first. If the technical bid is found to meet the specification
and the bill of materials finalized for each bidder , then only the commercial bid will be
opened in the presence of a KSCA Committee Member.
b) The Tendere whose tender has been accepted will be notified.
c) he notification of award will constitute the formation the contract , subject to the furnishing
of security deposit for performance of contract.
d) The Agreement will incorporate all agreements between KSCA and the successful Tenderer.

e) Upon the furnishing of the security deposit by the successful tenderer for performance of
Contract, the KSCA will promptly notify the other tenderers that their tenders have not been
accepted.
f) KSCA shall inform those Bidders whose proposals did not meet the Prequalification criteria
or were considered non-responsive, informing that their Commercial Proposal will be
returned unopened after completing the selection process. KSCA shall simultaneously
notify those Bidders who qualified. The date and time set for opening of Commercial
Proposals will be sent by mail.
g) It is mandatory for the Bidders to quote for all the items of the tender. In case a Bidder does
not quote for any item, the bid will be rejected.
h) The Commercial Proposals of Pre-qualified Bidders shall be opened publicly in the presence
of one or two representatives each from the respective Bidders, who choose to attend. The
name of the Bidder, and the quoted prices shall be read aloud and recorded when the
Commercial Proposals are opened.
i)

KSCA will examine the bids to determine whether they are complete, whether any
computational errors have been made, and whether the bids are generally in order.

j)

Arithmetical errors will be rectified on the following basis: If there is a discrepancy between
the unit price and the total price that is obtained by multiplying the unit price and quantity,
the unit price shall prevail and the total price shall be corrected. If the Bidder does not
accept the correction of the errors, his bid will be rejected. If there is a discrepancy between
words and figures, the amount mentioned in words will prevail.

k) The KSCA will notify the Successful Bidder on its intention to award the work through
Letter of Award mentioning the total Contract Value. The timeline for delivery of
products and services will start from the date of issue of Letter of Award.
l)

The KSCA will subsequently send the Successful Bidder the Form of Contract Agreement
provided in the Bidding Documents, incorporating all agreements between the parties.

II.

GENERAL CONDITIONS OF THE CONTRACT

SPECIFICATIONS
The Products/equipment supplied under this contract shall conform to the Technical
Specifications given in this tender under Section V

PERFORMANCE GUARANTE
The Successful Bidder will be required to furnish performance guarantee in the form of
Bank Guarantee issued by a Scheduled Bank in India equivalent to 10% of the Contract
Value valid for a period of 36 months within 7 days of issue of Letter of Award.

BANK GUARANTEE
a) The Bank Guarantee issued by following banks would be accepted, SBI or its subsidiaries ,
any Indian Nationalized Bank.
b) The Performance Guarantee shall be as per the formats given in the tender document.

c) The Performance Guarantee shall be payable to the KSCA as a compensation for any loss
resulting from the Bidders failure to complete its obligations under the contract. The
Purchaser will discharge the Performance Guarantee after completion of the Bidders
performance obligations, including any warranty obligations , under the contract.
KSCAS RIGHT TO INSPECT GOODS
a) The KSCA and/or his authorized representative shall have the right to inspect and test
unto 100% of each product type supplied, for their conformity to the specifications laid
in the bid document under the Section 6 (refer Factory Acceptance Test under Section 4)
b) If any inspected materials fail in the test to conform to the specifications laid in the
tender document , the KSCA may reject them and the supplier shall replace material
to meet the specification requirement at no cost to KSCA
c) The bidder is not released in any way from any warranty or other obligations as
mentioned in the above clauses.

DELIVERY OF MATERIALS AND RELATED DOCUMENTATION


a) Delivery, Installation and Commissioning of the materials along with the
documents as per Bill of Materials and Technical Specification Section

b) The Successful Bidder shall ensure that all Products / equipment is supplied within
the Implementation schedule mentioned in the tender document .
c) The Successful Bidder shall submit all the Software Kits (CDs) , License Papers,
Warranty Papers and any other relevant documentation related to the products
supplied to the KSCA along with the products/equipment .

INCIDENTAL SERVICES
The Bidder shall be required to provide all of the following services :
a) The Selected contractor shall be required to undertake the supply, installation, testing
and commissioning, documentation, training of Employers nominated personnel as
well as operation and maintenance of the entire system during the Warranty Period of 3
Years. Contractor shall provide Service and Technical Staff during International Events/
International Matches/ National Matches at M.Chinnaswamy Stadium.

WARRANTY
a) The Bidder is required to provide On-site comprehensive warranty valid for 3 Years for
all hardware and software supplied. This warranty, for all equipments, shall remain
valid for 3 years after the final acceptance sign off the project.
b) The bidder shall warrant that all the equipment supplied under the contract is newly
manufactured and shall have no defect arising out of design, materials or
workmanship or from any act or omission of the Bidder that may develop under normal
use of the supplied equipments in the conditions prevailing across the country.
c) The Bidder shall quote for comprehensive on site warranty for three years, which shall
become effective after the Final Acceptance Sign off. The Cost, including visits of the
engineers, etc, shall be quoted as part of the individual equipment prices. No separate
charges shall be paid for visit of engineers or attending to faults and repairs or supply of
spare parts.
d) KSCA shall promptly notify the Bidder about any claims arising under this warranty.
Upon receipt of such notice, the Bidder shall repair/replace /reconfigure/re-provision
the defective equipment or service. Replacement under warranty clause shall be made
by the Successful Bidder free of all charges at site including freight , insurance and other
incidental charges.
e) The Bidder shall, at the time of submitting the bid submit the Technical Proposal
specifying how the bidder proposes to carry out repair under warranty. The Bidder
shall also indicate what spares will be kept in different locations. The infrastructure
planned to be created by the Bidder to fulfill his obligations under Warranty and his
action plan to deal with the various situations arising out of hardware and software
faults shall be clearly indicated.
f) If the Bidder, having been notified, fails to remedy the defect(s) within the period
specified KSCA may proceed to take such remedial action as may be necessary at the
Bidders risk and expense and without prejudice to any other rights, which KSCA may
have against the Bidder under the contract.
g) The Bidder has to submit the warranty paper for three years for all the products. The
payments of any or all equipments shall only be processed on the receipt of warranty
papers.

PAYMENT TERMS
a) For the Supply, Installation, Commissioning, testing, training :
b) Payments will be made in Indian Rupees Only
i.
50% of total price against delivery of all the equipments as per BOM.
ii.
25% of total price against successful installation.
iii.
25% of the total against testing and final acceptance.

PRICES
a) The rates and prices quoted by the bidder shall be fixed for the duration of the contract and
shall not be subjected to adjustment.
b) All duties, taxes, royalties and other levies payable by the contractor under the contract, or
for any other causes, shall be included in the rates, prices, and total bid price submitted by
the bidder.

10 KSCA RIGHTS
a) The KSCA reserves the right to make changes within the scope of the Contract at any point of
time.
b) The KSCA reserves the right to accept or reject any bid, and to annul the bidding process and
reject all bids, at any time prior to award of contract without assigning any reason whatsoever
and without thereby incurring any liability to the affected bidder or bidders on the grounds of
Purchaser/Employers action.
11 TIME SCHEDULE TO COMPLETE THE CONTRACT

The expected timelines for the completion of the key tasks is given below :
D = Date of issue of Letter of Acceptance (LOA)
D+ 30 days Equipment Certification and Completion of supply of all items.
D + 45 days Installation of complete systems.
D + 60 Testing, Commissioning , Training and Certification.
The Successful Bidder shall ensure that the delivery of Products/equipment and /or the
delivery of the services are in accordance with the time schedules specified in clause II 11.
In case of any deviation from the schedule, the KSCA reserves the right to either cancel the
Contract and / or recover Liquidated Damages.
g) The Successful Bidder, if faced with problems in timely delivery of services, which have
dependencies on the Service Provider and / or the equipment supplier, which are beyond
their control at any time before the Final Acceptance Sign-off, shall immediately inform the
KSCA in writing, about the causes of the delay and tentative duration of such delay etc. The
KSCA, on receipt of such notice shall analyze the facts at the earliest and may at is sole
discretion, extend the contract period as deemed reasonable.
h) Any delay by the Successful Bidder in the delivery of Products /equipment and /or the
services will make the Successful Bidder liable to any or all of the following :
i. Forfeiture of Performance Bank Guarantee
ii. Imposition of Liquidated Damage Charges
iii. Termination of the Contract for default.

12 LIQUIDATED DAMAGES
If the Bidder fails to deliver any or all the equipment or to perform the services within the time
period (s) specified in Clause II 11 KSCA shall without prejudice to its other remedies under
the contract, deduct from the contract price, as liquidated damages, a sum equivalent to the 1%
of the contract price for every week (Seven days) or part thereof of delay, up to maximum
deduction of 10% of the contract prices. Once the maximum is reached, KSCA may consider
termination of the contract.
13 FORCE MAJEURE
a) Neither party shall be responsible to the other for any delay or failure in performance of its
obligations due to any occurrence commonly known as Force Majeure which is beyond the
control of any of the Parties, including, but without limited to fire, flood, explosion, acts of
God or any governmental body, public disorder, riots, embargoes, or strikes, acts of military
authority , epidemics , strikes , lockouts or other labour disputes, insurrections, civil
commotion, war, enemy actions.
b) If a Force Majeure arises, the Bidder shall promptly notify KSCA in writing of such
condition and the cause thereof. Unless otherwise directed by KSCA, the Bidder shall
continue to perform his obligations under the contract as far as is reasonably practical, and
shall seek all reasonable alternative means for performance not prevented by the Force
Majeure event. The Bidder shall be excused from Performance of his obligations in whole or
part as long as such causes, circumstances or events shall continue to prevent or delay such
performance.
14 TERMINATION
a) Termination on expiry of the CONTRACT : The Agreement shall be deemed to have been
automatically terminated on the expiry of the Contract period unless the Employer has
exercised its option to extend the Contract in accordance with the provisions, if any, of the
Contract.
b) Termination on account of Force Majeure : Either party shall have the contract terminated
on account of Force Majeure, as set forth in clause II 13 above.
c) Termination on account of insolvency: In the events the Successful Bidder at any time
during the term of the Contract becomes insolvent or makes a voluntary assignment of its
assets for the benefit of creditors or is adjudged bankrupt, then KSCA shall, by a notice in
Writing have the right to terminate the Contract and all the Successful Bidders rights and
privileges hereunder , shall stand terminated forthwith.
d) Termination for breach of contract : A breach by the Successful Bidder of its obligation
hereunder and such breach not being rectified by the Successful Bidder within 30 days of
receipt of the KSCA notice intimating such breach. Upon termination, the Successful
Bidder shall surrender all the data and materials belonging to the project.
e) Termination for delay ; Successful Bidder shall be required to perform all activities /
services as per clause II 11. If the Successful Bidder fails to do so, the Contract may be
terminated by KSCA by giving 30 days written notice unless KSCA has extended the period
with levy of Liquidated Damages, as per Clause II 12 of the tender.

f) Consequences of termination : In all cases of termination herein set forth, the obligations of
the KSCA to pay shall be limited to the period upto the date of effective termination.
Notwithstanding the termination of the Agreement , the parties shall continue to be bound
by the provisions of the Agreement that reasonably required some action or forbearance
after such termination.
15 ARBITRATION
In the event of any dispute or difference arising out or touching upon any of the terms and
conditions of this contract and /or in relation to the implementation or interpretation hereof,
the same shall be resolved initially by mutual discussion and conciliation but in the event of
failure thereof, the same shall be referred to a sole arbitrator and the decision of the Arbitrator
shall be final and binding upon the parties. The arbitration shall be in Bangalore and the
Arbitrator shall give his award in accordance with The Arbitration and Conciliation Act ,
1996.
16 GOVERNING LAWS AND JURISDICTION
The Agreement shall be governed by the laws in force in India. Any dispute arising in relation
to the Agreement shall be subject to the Jurisdiction of the courts at Bangalore.
17 STANDARDS GOVERNING THE TENDER
a) Wherever applicable , the standards published by following recognized bodies shall be
applicable for equipment to be supplied under this contract.
b) Bureau of Indian Standards (BIS)

III.

SCOPE OF WORK

1.GENERAL
The Karnataka State Cricket Association desires to call for the tenders for the work of supply,
installation, testing, commissioning and acceptance testing of INTELLIGENT VIDEO
SURVEILLANCE SYSTEM at M.Chinnaswamy Stadium , Bangalore. This is a turnkey projects
and the contractor shall be wholly responsible for the entire project.
New installation and integration with existing LAN setup includes but not limited to the following
tentative work:
a) Fiber cable laying and installation.
b) Indoor UTP Cable Laying through PVC Pipe, Casing including all materials.
c) UPS installation and distribution of power supply.
d) Installation of IO/Crimping/Patch Panel/ Rack
e) Installation Switch, other Network Equipments and System Integration.
f) Installation & Configuration of all equipments supplied by the Vendor.
g) Mounting of Stand bracket.
h) Camera enclosures shall be impact resistant and tinted so that a person standing under

the camera cannot see the device within, but will not obscure or prevent unlimited
visibility of the necessary field of view.

Installation and configuration of IP Camera

Equipment furnished shall be complete in every respect with all mountings,
fittings, fixtures and standard accessories normally provided with such equipment's and/or
needed for erection, completion and safe operation of the equipment's as required by applicable
codes though they may not have been specifically detailed in the tender document, unless
included in the list of exclusions. All similar standard components/parts of similar standard
equipment's provided, shall be inter-changeable with one another.
Network Documentation (on Paper and DVD)
All the CD/DVD, operational manuals, stationery and similar accessories made available by
Equipment vendor would be handed over by the Contractor to KSCA after installation work is
over.
Labeling of Cables, I/Os, Jack Panel, Switches for new connections.
Repair/Refurnishing work owing to damage caused due to cabling or any other work related to
this Project. There should not be any hanging or uncovered wire.
The Contractor shall be responsible for providing all materials, equipment's, and services,
specified or otherwise, which are required to fulfill the intent of ensuring operability,
maintainability, and reliability of the complete equipment covered under this specification
within his quoted price. This work shall be in compliance with all applicable standards,
statutory regulations and safety requirements in force of the date of award of this contract.
The contractor shall also be responsible for deputing qualified personnel for installation, testing,
commissioning and other services under his scope of work as per this specification. All required
tools and tackles for completing the scope of work as per the specification is also the
responsibility of the contractor.
The installation of equipments shall be accepted only after installation tests are over.
The contractor should ensure while installation of LAN, day-to-day functioning of official work
and existing network setup/connectivity/internet connectivity should not get disrupted.
The switches proposed by the contractor must be compatible to the existing network.

x) The scope covers design/development of a suitable architecture/layout of the proposed


networking system, preparation of bill of materials, pre-dispatch inspection / testing, packing
and forwarding, transportation, insurance and carrying out further activities at sites viz.
unloading, storage, (space to be provided by the owner) further handling, erection, testing and
commissioning including successful completion of acceptance tests and any other services
specified.
y) KSCA reserves the right for quantity variation due to increase/decrease in requirements. The
contractor shall also provide all required equipment which may not be specifically stated herein
but are required to meet the intent of ensuring completeness, maintainability and reliability of
the total system covered under this specification, including integration and interoperability
with the existing LAN.
z) Scope of Work shall also include
i. Powering on equipment after ensuring correctness of terminations interfaces and power
supply and making the system ready for testing and commissioning.
ii. Testing of LAN Cables after laying, terminations and ferruling at both the ends. All
testing tools and instruments shall be brought by the contractor and taken back after the
testing.
aa) Configuration of the equipment as per the requirements of KSCA including Network
segmentation and Network Monitoring though network management s/w.
i.
Site acceptance tests to establish satisfactory performance of the equipment's as per
specs.
ii.
Onsite warranty for all Installation and Hardware delivered for Three years and
extended as per OEM guarantee/warranty offered.
bb) In case, the quantity of laying cables or fixing wall mount sockets etc. exceeds or is less than the
quantity in bid price schedule, the payment for the executed quantity shall be paid on pro-rata
basis, for the actual quantities consumed / for which the installation is carried out through the
contractor on Certification by KSCAs Network Engineer.
2. EQUIPMENT
Supply of equipment and programming for a complete system as required for the INTELLIGENT
VIDEO SURVEILLANCE SYSTEM as per the specifications.
3. TESTING
Testing of equipments/systems to be carried out as per the specification provided for individual
equipments in each section.
Factory Acceptance tests (FAT) shall be carried out in line with the documentation to be submitted
by the Contractor . Prior approval of the test procedures shall be obtained by the contractor from
the KSCA as per the tender requirements and specifications.
Site Acceptance Testing (SAT) shall be carried out in as per the test specification to be submitted by
the contractor. Prior approval of the test procedures shall be obtained by the contractor from the
KSCA as per the tender requirements and specifications .
4. INSTALLATION PRACTICE AND METHOD OF WORK
a) The work shall be executed to the highest standards using best quality material. It shall be the
responsibility of the contractor to demonstrate compliance of technical as well as functional
specifications. Meeting individual requirements shall not be deemed as meeting the overall
efficient functioning of the total system.

b) The completed installation shall be subject to checks at all stages and tests as prescribed in the
bid or as deemed necessary by the KSCA. The same shall be done by the contractor and he shall
be liable to rectify such defects as brought out by the KSCA during these checks and tests and
make good all deficiencies at his own cost.
5. COMPREHENSIVE OPERATION & MAINTENANCE
a) The contractor will ensure to depute one person round the clock onsite to take care of the
maintenance and trouble shooting of the systems during warranty.
b) The Operator shall undertake to supply all maintenance spares and tools, required for the
equipment during contract period. He shall also undertake to supply additional equipment
required for replacement/expansion of the system that may become necessary due to
additional requirements.
c) The Contractor shall guarantee that spare parts for the system shall be available for life cycle
period. At least two years notice shall be given to the KSCA before any equipment or
components are discontinued or phased out from the manufacturing plans. This will enable
KSCA to assess the lifetime requirement of spares needed and order in sufficient quantity prior
to stoppage of the manufacture.
d) The Contractor shall be able to maintain this project if required by the purchaser.
6. PREVENTIVE AND CORRECTIVE MAINTENANCE

shall submit the same to KSCA in advance.
7. DOCUMENTATION
a) Documents on design of the system, functional design specifications, installation drawings
for all equipments, details of fault diagnostics, Operating & Maintenance manuals, FAT
and SAT reports of all equipment shall be submitted by the Contractor.
b) The Contractor shall supply two sets of the following documents . All documents shall be in
English Language . An index of all hand books, drawing etc. shall be available with each set.

8. TRAINING TO KSCA PERSONNEL


a) The contractor shall arrange for an onsite training of at Least Four (4) of KSCA personnel at
the location. Hands-on operational and diagnostic training in all aspects of software and
hardware shall be covered in the training.
b) Programme of training shall be finalized in consultation with KSCA.

IV.

SPECIAL CONDITIONS OF THE CONTRACT

1. DEFINITION
These conditions given in this Section IV, supplement the Instructions to the Bidders given
in Section II & III Commercial and Legal Conditions of the Contract given in Section III and
in case of any conflict, the conditions given herein shall prevail over those in Sections II and III.
2. EQUIPMENTS AND SUPPORTING SOFTWARE
a) All the equipment / system to be supplied shall conform to the relevant technical specifications
as mentioned in Section V of this document.
b) Contractor have to give clause by-clause compliance to the Clauses mentioned in this tender
document along with reference to documentary support, giving the Page/Para number of the
document.
c) Software version of the equipments being supplied must be latest. No freeware shall be
supplied as part of the proposal. All software quoted as part of the solution shall be licensed for
unlimited period. All software updates must be supplied free of charge.
d) The contractor shall provide a complete acceptance procedure for the entire project and the
equipment will be tested as per the Test procedure before finally accepting the equipments.
3. SITE ACCEPTANCE TESTS (SAT)
a) The contractor shall carry out all the tests detailed in the Acceptance Test Schedule to be
furnished by the Contractor to confirm that the performance of the different modules, sub
systems and the entire installation satisfies the specification requirements. The KSCA reserves
the right to include any other tests which in his opinion is necessary to ensure that the
equipment meets the specifications.
b) The KSCA reserves the right to ask for modification/additions to the Site Acceptance Test
Procedure at any point of time till the Site Acceptance sign- off.
c) The Site Acceptance Tests shall cover the intended functioning of the equipments with proper
integration with other sub components.
d) The Contractor shall carry out the Site Acceptance Tests in the presence and supervision of the
KSCA or its designated. Contractor, at its own cost, shall provide the testing
equipment/instruments / software programs necessary for performing and demonstrating the
Site Acceptance Tests.
e) The Contractor shall rectify all deficiencies immediately, if found in the performance of the
system as per the requirement during the Site Acceptance Tests, at no cost to Employer.
f) Any Components or modules failing during the acceptance tests shall be replaced free of cost
by the Contractor. This shall also not entitle the contractor to any extension of completion time.
g) The cost of all test and / or analysis shall be fully borne by the contractor. Material put up for
inspection shall be those to be supplied and in quantities laid down in the Schedule of
Quantities . Any variation shall require the prior approval of the Employer before the material
is manufactured/offered for inspection.

h) The KSCA shall inspect and test the systems at all stages and shall have full powers to reject all
or any system/sub-systems that may be considered defective or inferior in quality or material
of poor workmanship or design. The Contractor shall carry out any additional tests at his cost as
are necessary in the opinion of the KSCA to ensure that the specifications of the Contract are
being complied with.
4. PERFORMANCE AND SPARES
a) The contractor shall specify in the Technical Proposal the complete list of spares that will be
maintained by the contractor for meeting the various Warranty Service Level Requirements
specified . The contractor shall also specify the spares required for maintenance for a period of
5 years after warranty .
b) Any item not included as spares in the offer and subsequently found to be necessary during
warranty/guarantee period shall be supplied by the Contractor FREE OF COST.
c) The Successful Bidder shall guarantee that discontinuity of production of any item offered , as a
part of the system shall not affect the maintainability of the system for a period of at least 5
years from the date of sign off of the Final Acceptance tests.
5. DEVIATIONS
The Bidder shall clearly specify deviations from the clauses of the tender.
6. INSURANCE
a) All insurances (eg: all risk insurance including transit, fire, theft etc., third party insurance,
workmens compensation insurance etc) are the responsibility of the Contractor.
b) The equipment supplied under the contract shall be fully insured by the contractor against loss
or damage incidental to manufacture or acquisition, transportation , storage , delivery and
installation.
c) The period of insurance shall be from the date of delivery of products/ equipment at site till the
completion of contract period.
7. CONSIGNEE AND SECURITY OF MATERIAL
a) The KSCA shall be the consignee for all material. The Contractor shall supply all material to the
consignee or the site of work as mutually agreed with the KSCA in writing.
b) Exchange of proper requisition between the contractor and the KSCA
materials shall be done on the prescribed Performa.

c) All material whether imported, procured indigenously, booked by rail, sea, road, etc., shall be
supplied at the site of work as agreed by the KSCA.
d) The necessary customs formalities, if any, shall be completed by the contractor.
e) Security of all material in the section where the work is in progress shall be the contractors
responsibility and he shall arrange to guard the same from theft/pilferage/vandalism. The cost
of providing such security shall be deemed included in the offer, whether or not explicitly
mentioned so. In the event of any loss, the contractor shall be responsible for the same. The

contractor shall insure the materials. Any stores lost, prior to formally taking over by the KSCA,
shall be made good by the contractor at no cost to the KSCA.
f) The contractor shall be certified by the Structured Cabling Vendor in order that the final
installation be certified in accordance with the Vendors warranty requirements.
g) The contractor shall provide only skilled labour to complete work within the time frame agreed
upon.
h) The contractor is responsible for the provision of all tools required to fulfill his installation
obligations in accordance with task at hand at his cost. This includes special tools also.

The minimum acceptable cable performance category to be installed on KSCA premises shall be
ANSI/TIA/EIA-568-B Category 6 / ISO 11801 Class E (2002) compliant.

Only cable and connecting hardware specified for a given Vendor Structured Cabling

All installed components shall be new, complete, in good condition and unused albeit
for demonstration purposes.
All cable reels are to be visually inspected for damage incurred during shipping and
transit prior to installation.
Cable and connecting components found to be damaged or defective prior and during
the installation process are to be removed immediately and returned to the supplier at
no additional cost to the KSCA.

8. 0Final Handover:
The contractor will hand over all documentation, including, updated floor plans (as installed), test
results and installation warranties to the Project Manager, KSCA who will then sign off the
installation.
9. POST-INSTALLATION TEST AND CERTIFICATION
General Requirements
a. Every cabling link is to be tested and must meet with the requirements of ISO 11801 Class E
(2002) across the full length of the link.
b. Test requirements as per Permanent Link certification requirement for which the appropriate
test adapters are to be used.
c. The contractor will ensure that the full plot data is stored for each and every test.
d. The test results shall also be in Fluke Networks Linkware format (.flw).
e. The test equipment is to be well maintained and in good working order. KSCA Networks staff
reserve the right to insist on an annual factory calibration certificate for the instrument to be
used for testing.
f. KSCA Networks staff further reserve the right to insist on being present during the selfcalibration of the test unit and the instruments initial configuration prior to test and during the
test process itself.
g. The contractor is to advise KSCA Networks staff within 3 working days of intent to commence
testing in order that such a staff member may make he available to attend testing procedures.
h. The contractor is required to make available the test equipment and necessary personnel at no
extra cost should a member of KSCA Networks wish to perform random acceptance testing on
approximately 10% of the installed cabling infrastructure.

i. KSCA Networks staff reserves the right to decline acceptance of marginal performing
cables irrespective of their having passed testing based on risk of future degradation
over the life span of the installed product.
j. Where it is found that the random tests do not match those presented, KSCA Networks
staff reserves the right to insist on a supervised re-test of any or all installed cables prior
to acceptance.
k. It is the sole responsibility of the contractor to ensure that the appropriate Vendor test and
documentation requirements are met in order that KSCA Networks be provided with a
warranty certificate issued by the Vendor.
l. Any contention regarding Vendor warranty requirements is to be resolved between the Vendor
and the contractor and has thus no bearing on the Universitys requirements as outlined here.
m. Documentation is to be provided in 3 parts:
i.

An Technical sheet indicating cable label, location of work area and Telecommunications
closet termination points etc in electronic format.

ii.

Detailed test results in .flw (Fluke Networks Linkware) format inclusive of all plot data.

Video Management System General Description


The video management system (VMS) specified shall be client/server based IP video security solution that provides
seamless management of digital video, audio and data across an IP network. The video management system designed
shall be able to work with own CCTV cameras and ONVIF Profile S compliant 3rd party products as part of a total video
security management system to provide full virtual matrix switching and control capability. The video management
system shall consist of the following software modules: management server, recording services, configuration client and
operator clients. Video from other sites may be viewed from single or numerous workstations simultaneously at any
time. Cameras, recorders, and viewing stations may be placed anywhere in the IP network.

The software components of the video management system can be deployed together on a single PC for small system
applications or on separate PCs and servers to meet large systems requirements.
The management server and the Recording Manager shall run as services on Windows Server 2008R2 or Windows 7.
The VMS shall be Windows based.
The VMS shall support iPad and iPhone devices as well as html5 based web clients as mobile video clients.

Video Management System


The video management system (VMS) specified shall be a centrally managed, scalable client/server based architecture
that allows full virtual matrix switching and control systems.
The VMS shall be designed to use a facilitys existing IT infrastructure and require no special cabling.
The VMS shall be capable to be deployed in Local Area Networks (LAN) as well as in Wide Area Networks (WAN). For
establishing remote connections across WAN, it shall be possible to setup a port mapping table within the configuration
manager in order to map the public port to a private IP and port of the devices. The VMS shall provide a RRAS
configuration tool to transfer the port mapping table to a RRAS Service.
The VMS shall allow a operator client to control and view live and playback streams of cameras from a remote site
(across WAN) on I phone/ I pad or html browser
The operator shall be given the possibility to set his own operation time to a dedicated time zone. Selected time zone shall
be applied to live view, playback, the alarm list and the logbook.
The VMS specified shall support the following languages:

The VMS shall provide up to 10 different and independent programmable recording schedules. The schedules may be
programmed to provide different record frames rates for day, night, and weekend periods as well as special days.
Advanced task schedules may also be programmed that could specify allowed logon times for user groups, when events
may trigger alarms, and when data backups should occur.
The VMS shall allow the establishment of user groups and Enterprise user groups that have access rights to specific
cameras, priority for pan/tilt/zoom control, rights for exporting video, and access rights to system event log files. Access
to live, playback, audio, PTZ control, preset control, and auxiliary commands shall be programmable on an individual
camera basis.
The VMS shall support Dual Authorization logon. It shall function as follows:

Dual Authorization user groups may be created.


Logon pairs, consisting of any two normal user groups, may be assigned to each Dual Authorization user group.
A separate set of privileges and priorities can be assigned for each Dual Authorization user group.
For each user group assigned as part of a logon pair, it shall be configurable whether the group can
- Log on either individually or as part of the logon pair
- Or log on only as part of the logon pair.
If a user that is part of logon pair logs on individually, then he shall receive the privileges and priorities of his assigned
user group. If the same user logs in as part of a logon pair, i.e. being authorized by the second user, then the user shall
receive the privileges and priorities assigned to the Dual Authorization group to which the pair is assigned.
The logbook shall log the log on procedure to identify a single user or a dual authorization log on. Subsequent user
actions shall be logged as the actions of the first user.
The VMS shall interface with the Intelligent Video Analysis (IVA) techniques of the IP encoders and IP cameras to
provide advanced motion detection that analyzes object size, direction, and speed as well as detecting objects entering or
leaving designated areas.
The VMS shall support configuring the IVA parameters from the configuration client.
The VMS shall react to events triggered by the IVA of the encoders or IP cameras.
The VMS workstations may be connected to up to 4 monitors where each monitor may be configured to display live
streaming video, playback video, site maps, or alarms.
The VMS shall support Lightweight Directory Access Protocol (LDAP) that allows integration with enterprise user
management systems such as Microsoft Active Directory.
The VMS shall export video and audio data optionally in ASF format to a CD/DVD drive, a network drive, or a USB
drive. The exported data in ASF format may be played back using standard software such as Windows Media Player.
The VMS shall export video and audio data optionally in its native recording format to a CD/DVD drive, a network
drive, or a direct attached drive. The exported data in native recording format shall include all associated metadata.
Viewer software shall be included with the export. Once installed, the viewer software allows playback of the streams on
any compatible Windows PC.
The VMS shall auto-discover encoder, decoder, RECORDING MANAGER devices and DVRs. Device detection shall
support devices in different subnets.
The VMS shall auto-discover IP devices with their default IP addresses, and allow auto-assignment of unique IP
addresses.
The VMS shall be able to simultaneously configure multiple encoders or decoders, even of different types. When devices
of different types are being configured, only the parameters available in all devices are available for configuration.
The VMS shall support continuous operation during management server down-times as live viewing, playback of
recording and export of video data. The operator client shall indicate its connection status to the management server.
The VMS shall be designed in such a way that configuration changes to any part of the system shall not interrupt
operational tasks, until the operator decides to update re-fresh the workstation configuration.
Video Management System Components
The management server software shall provide management, monitoring, and control of the entire system. The
management server software should typically be installed on a server-class computer, but may be installed, with all the
other video management software modules on one workstation. The management server shall also maintain data stream
management, alarm management, priority management, central logbook, central configuration and user management.

Software updates to the operator client and configuration client shall be automatically deployed from the management
server.
Configuration client software shall provide the user interface for system configuration and management.
Operator client software shall provide the user interface for system monitoring and operation. The operator client

maintains live monitoring, storage retrieval, and alarm handling.


Recording Manager System Software
The RECORDING MANAGER shall be an optional package of the installation program of the VMS.
The video management system shall be capable of managing multiple RECORDING Managers.
The RECORDING MANAGER shall be configured from the VMS configuration client. It shall be possible to assign
encoders and IP cameras to it.
The recording parameters shall be configured in the recording tables of the VMS configuration program. These settings
will be replicated into the devices from the management server.
The RECORDING MANAGER shall manage exclusively the encoders, IP-Cameras, Streaming Gateways, and the
supported iSCSI storage systems. It shall offer system wide recording monitoring and management of iSCSI storage,
video servers and cameras.
The RECORDING MANAGER shall support the encoders and cameras to directly stream the data to the iSCSI storage.
The RECORDING MANAGER shall not be involved in the processing of the data.
The RECORDING MANAGER shall manage all disk arrays in the system as a single virtual common pool of storage. It
shall dynamically assign portions of that pool to the encoders and IP-Cameras.
The transfer rate of the data from the encoder or IP-Camera is limited by network speed and the iSCSI data throughput
rate.
The RECORDING MANAGER shall provide Load balancing for storage part.
The RECORDING MANAGER shall provide flexible retrieval of recordings. It shall be able to determine on which iSCSI
disk array data from each camera or encoder has been stored.
It shall be possible to secure the access to the RECORDING MANAGER software with a password. This shall be done in
the configuration client.
The RECORDING MANAGER software shall provide status monitoring information as a web interface. The following
information shall be provided:
Uptime of the RECORDING MANAGER software
Bit rate information for the recorded data
Retention times per camera
Status on recording and storage
The video management system shall allow configuring if playback of recordings is streamed through the RECORDING
MANAGER or is streamed directly from the iSCSI storage.
The video management system shall support to retrieve the playback information, i.e. from which iSCSI storages to
retrieve the video, audio and meta-data, either from the Video Recording Manager or directly from the IP encoder or
camera. Playback information directly from the IP encoder or camera is limited in time and should be used while the
RECORDING MANAGER is not available to increase the reliability of the video management system.
Alarm Management Capability
The video management system shall provide the capability to allow alarms to be schedule-dependent.
The video management system shall allow alarms to be individually allocated to specific user groups for processing.
The video management system shall support replication of events such that a single physical event causes multiple
system events. These multiple events shall be independently configurable to allow independent handling of the alarms
by multiple operator groups, or to be handled differently according to different schedules.
The video management system shall be programmable to selectively, per alarm and per user group, automatically popup the alarm video.
The video management system shall support display of alarm video in a special Alarm Image Window so users do not

have to search their display screens to find the alarm images.


The video management system shall display alarm video in rows of Alarm Image Panes, with one row per alarm, and
with up to 5 Image Panes per row.
The video management system's Alarm Image Panes shall be configurable to display live video, playback video, text
documents, site maps, HTML files, or web sites (URLs). Per alarm one playback video and one site map can be
configured.
The video management system's Alarm Image Pane rows shall be displayed in order of their priority, with rows for
higher priority alarms always displayed above lower priority alarm rows. The display order for equal priority alarms
shall be selectable between new alarms displayed above existing alarms, or new alarms displayed below existing alarms.
The video management system shall provide an alarm reaction time of maximum 2 seconds when sufficient network
bandwidth is available.
The video management system shall distribute alarm notifications, via entries in the alarm list of the operator user
interface, to all members of the user groups to which the alarm is assigned. The alarms shall appear in all said users'
alarm lists.
The video management system shall operate as follows: when an alarm is accepted by a user, it shall be removed from
the other users' alarm lists.
The video management system shall allow a user to un-accept an alarm he has previously accepted. In this case, the
alarm shall re-appear in the alarm lists of all members of the user groups assigned to this alarm.
The video management system shall support the association of workflows with alarms. Workflows shall consist of action
plans and comment boxes. An action plan shall display a text document, HTML page, or web site that typically contains
instructions for handling the alarm. Comments entered in the comment boxes shall be logged in the system logbook.

The video management system shall be configurable to force an alarm workflow. In this case, the alarm cannot be cleared
until the workflow is processed.
The video management system shall offer the possibility to automatically clear alarms when the originating event
condition is no longer true.
The video management system shall allow alarms to be configured to send PTZ cameras to prepositions or to execute
camera Aux commands on occurrence.
The video management system shall be configurable to put any IP-connected camera into alarm recording mode on
alarm occurrence.
The video management system shall be configurable to send an e-mail or SMS message in response to an alarm.
The VMS shall be capable of displaying video on analog monitors connected to video decoders in response to alarms.

The VMS alarm response shall take advantage of the row and column arrangement of analog monitor groups by
associating a row of analog monitors with each active alarm. Each alarm may display video on multiple monitors, limited
by the number of columns in the analog monitor group.
As new alarms are received, alarm rows shall stack in priority order on the analog monitors.
The VMS shall support for alarms to display video on multiple analog monitor groups, with configurable assignment of
individual assignment of alarms to monitor groups.
Logbook
The system shall protocol every event and alarm in an SQL database. The alarm entry shall contain the camera titles that
have been recorded due to this alarm.
The logbook shall be able to store at least 500,000 entries per hour. If the capacity of the logbook is filled up the oldest
entries will be deleted to create space.
The system shall included and install a ready-to-use SQL database. The system shall optionally allow the usage of a
separately installed SQL database.
Pre-Programmed Camera sequences
The video management system shall support pre-programmed camera sequences. These sequences will allow cameras to
be automatically displayed on the computer image panes and/or analog monitors connected to decoders. The sequences
shall support simultaneous display on multiple image panes or monitors. The sequences shall also support camera
prepositions for each PTZ camera on each sequence step. The system shall be configurable such that operators can select
these sequences from the logical tree or a site map.
Pre-programmed camera sequences can be displayed in operator client and on Analog Monitor Groups.
Configuration Changes
Configuration changes made in the VMS configuration client shall modify a working copy of the configuration, and shall
not affect the active operating configuration.
It shall be possible to activate the working copy through a user action in the configuration client, at which point the
working becomes the new active operating configuration.
It shall be possible to set a date and time in the future at which the working copy becomes active.
It shall be possible to view a list of all configuration activations that have been applied to the system. It shall be possible
to select any of the activated configurations, and have the system "roll back" to an earlier configuration.
It shall be possible to activate a configuration and leave it to the operator to refresh the configuration locally instantly or
at a later point in time. It shall be possible to enforce configuration activation for every operator client connected to the
management server.
Operator Client
If an operator client loses its connection to the management server, the user shall nevertheless be able to continue working
with the connected devices.
The video management system shall provide an administrator-configured Logical Tree. The logical tree shall be freely
configurable with any tree structure, with nodes consisting of folders or maps, and leaves consisting of devices (cameras,
inputs, and relays), sequences, documents, URLs, or command scripts. Each user group shall only see items in the logical tree
for which the administrator has granted access.

The user shall be able to search the logical tree for item names.
The VMS shall provide a user-dependent bookmark Tree. The bookmark tree shall allow saving a time period or a single
point in time for later investigation and export. Bookmarks shall be available both for live mode and for playback mode.
The VMS shall provide a user-dependent Favorites Tree. The favorites tree shall allow maps, folders, and devices and
complete views (image pane patterns with camera assignments) to be configured by each user in a user-defined structure. The
user's favorites tree shall be available irrespective of the computer with which he logs on to the system.
The video management system shall provide an Image Window that displays a collection of Image Panes. The layout shall be
optimized for standard and widescreen monitors. With standard monitors the number of image panes per image window
shall be variable between 1 (a single full-window video) and 25, arranged in a 5x5 grid. A slider shall be available allowing
the grid size to be changed from 1x1, 2x2, 3x3, 4x4, and 5x5. With widescreen monitors the number of image panes per image
windows shall be variable between 1 and 30, arranged in grids of 1x1, 3x2, 4x3, 5x4, and 6x5. The VMS shall allow image
panes to be enlarged or decreased in size within the grid. E.g., in a 5x5 grid, a single image pane can be enlarged to use 4 of
the grid elements, creating a larger image within the grid. Any pattern can be created within the grid structure. An image
pane can be resized by clicking and dragging on any corner, dragging the corner to the desired size.
The video management shall implement the concept of a selected image pane. The selected image pane shall be highlighted.
There shall always be a selected image pane in the operator client application. The selected image pane is always used for
control commands, e.g. PTZ control, instant playback control, and audio replay.
The video management system shall support the audio channels of the encoders and IP cameras. It shall be possible to assign
audio sources to cameras. In the operator client it shall be possible to turn on/off the replay of the audio per camera.
The video management system shall support two different audio modes, single source audio and multi source audio. In single
source audio mode only the audio source assigned to the camera in the selected image pane is replayed. In multi source audio
mode all audio sources of the cameras displayed in the client application are replayed.
The video management system shall support site maps with hot-spot icons for devices (cameras, relays, and inputs),
command script initiation, camera sequence initiation, and links to other site maps. The site maps shall be capable of being
zoomed. The hot-spot icons shall be configurable to optionally display the device name or link title.
The operator client shall display live streams from encoders. For IP-cameras and encoders it shall be possible to configure per
workstation and individually per camera which encoding stream (Stream 1 or Stream 2) of these devices shall be displayed.
The video management system shall support automatic sequencing. It shall be possible for users to multiple-select cameras
(control-click or shift click), and drag the multiple-selection to an image pane or a graphic representing an analog monitor
connected to a decoder. All of the cameras in the selection shall then sequence in the image pane or monitor at a userselectable rate. It shall also be possible to drag a folder to an image pane or analog monitor. In this case, all of the cameras
contained within the folder shall sequence.
The video management system shall support PTZ control with a dedicated graphical joystick control, supporting Pan, Tilt,
Zoom, Iris, Focus and Aux Command operations. It shall also support PTZ control via clicking the mouse in the image panes.
For PTZ cameras, the cursor shall change to indicate the Pan/Tilt direction when hovering over the corresponding image
pane. The Pan/Tilt speed shall increase as the cursor moves farther from the center of the image pane. An area in the center of
the image pane shall be used for zoom-in/zoom-out control. Once zoom is initiated, the zoom speed shall increase as the
cursor is moved farther from the center of the image pane.
The video management system shall support digital zoom of any image pane. A dedicated graphical control shall be provided
in the user interface for this purpose. In addition, the mouse wheel shall control digital zoom when the mouse cursor is
hovering over a selected image pane.

The video management system shall provide an Instant Playback function that displays recorded images on one or multiple
image panes. Recorded images from a single camera may also be played back on multiple panes. Instant playback supports
pause, play forward, play reverse, single step forward, single step reverse, fast-forward, and fast-reverse.
The video management system shall support simultaneous time-synchronous playback of up to 16 cameras. Playback shall
support single-step forward and backwards; play normal speed forward and backwards; play high-speed forward and
backwards; and play slow-speed forward and backwards.
The video management system shall support search of recorded video with at least the following criteria: object size, object
color, direction, and speed as well as detecting objects entering or leaving designated areas. This Intelligent Video Analysis
(IVA) based post-recording search will work for cameras recorded by RECORDING MANAGER and Local Storage.
The video management system shall optionally display the information of the video analytics such as cells with detected
motion, object masks, and trajectories in live and playback.
The video management system shall support searching based on any combination of time/date-rage, event type(s), alarm
priority, alarm state, and device(s). It shall be possible to save and recall search parameters.
The video management system shall graphically display device states on its icons in the logical tree structure and on
sitemaps. For cameras, the states shown shall include: loss of the analog video signal, network connection loss, video
recording, video signal too noisy, video signal too bright, video signal too dark, video de-adjusted, and video includes
associated audio. For relays and contact inputs, the open or close state shall be indicated.
The video management system shall support switching of cameras to analog monitors connected to decoders. The cameras
shall be selectable via drag and drop from the logical tree or from the sitemaps.
The video management system shall support an indication for the operator client regarding the connection state to the
management server. This shall include connected, disconnected, and configuration out-of-sync between management server
and operator client.
The video management system shall support a centrally stored user profile to store settings individual for each operator.
These settings shall include but are not limited to sequence dwell times, instant playback replay time and image pane ratio
settings (16:9 or 4:3) individually per monitor. These settings shall be available independently of the physical workstation to
the operator.
Audio Intercom Functionality
The video management system shall support bidirectional audio intercom functionality. Audio intercom streams audio
data from an operator client Workstation to the audio output of the encoders.
The audio intercom function shall be activated by a button in the operator client Workstation. When the button is pressed
the operator shall be able to speak into a microphone on the client computer. The audio shall be transmitted to the audio
source which is assigned to the currently selected camera.
CCTV Keyboard Control
The system shall allow system control via the keyboards

ARTICLES OF AGREEMENT
Articles of Agreement made at Bangalore, this

between the KARNATAKA
STATE CRICKET ASSOCIATION, BANGALORE 560 001 (hereinafter referred to as the OWNER
, which expression shall include the successors and assigns and all the persons for the time being in the
management of the K.S.C.A) represented by its Secretary of the ONE PART and M/s.
having their registered office at (hereinafter referred to as the CONTRACTOR, which
expression shall include their partners, their respective heirs, executors, administrators and
assigns ) represented by M/s. . OF THE OTHER PART.
WHEREAS, the OWNER is desirous of getting the work of . at the rates
quoted by him amounting to Rs. /- after negotiation inclusive of all taxes
(Rupees .. only )
AND WHEREAS the Contractor has agreed to execute the aforesaid work on terms and
conditions mentioned herein and subject to Tender Conditions of Contract and in accordance
with the particular specifications, general notes and the schedule of quantities, payment of
penalty conditions.
NOW IT IS HEREBY AGREED AND DECLARED BY AND BETWEEN THE PARTIES
HERETO AS FOLLOWS :
In consideration of the payment to be made to him, as hereinafter provided the Contractor
shall subject to the terms, conditions, specifications, schedule of quantities drawing, etc.,
more particularly stated in the schedule aforesaid execute and complete the work.
The time allowed for carrying out the work as entered in the tender shall be strictly
observed by the Contractor and shall be deemed to be the essence of the contract on the
part of the Contractor and shall be reckoned from .. Days after the date on
which the order to commence the work issued to the Contractor of the date of handing over
the site, whichever is later. The work shall, throughout the stipulated period of the
contract, be proceeded with all due diligence and the Contractor shall pay as compensation
an amount equal to one percent or such smaller amount as the Secretary(whose decision in
writing shall be final) may decide on the amount of estimated cost of the whole work as
shown in the tender for every day that the work remains not commenced or unfinished,
after proper dates. And further, to ensure good progress during the execution of the work
the Contractor shall be bound in all cases in which the time allowed for any work exceeds
one month (save for special jobs) to complete one-eighth of the whole work before one
fourth of the whole time allowed under the contract has elapsed, three-eights of the work
before one-half of such time has elapsed.

However, for special jobs if a time schedule has been submitted by the Contractor and
the same has been accepted by the Architects/Secretary, the Contractor shall comply

with the said schedule. In the event of the Contractor failing to comply with the
conditions he shall be liable to pay as compensation an amount equal to one percent or
such smaller amount as the Secretary(whose decision in writing shall be final) may
decide on the said estimated cost of the balance work for every day that the due
quantity of work remains incomplete, provided always that the entire amount of
compensation to be paid under the provisions of this clause shall not exceed seven and
a half (6 ) six and half percent of the estimated cost of the work as shown in the
tender, provided further that in the event of the Contractor making up the shortfall in
progress within the stipulated or extended time of completion, the penalty so recovered
may be refunded on an application in writing by the Contractor.
The Secretary, without prejudice to his right against the contract in any respect of any
delay or inferior workmanship or otherwise, or to any claim for damages in respect of
any breaches of the contract and without prejudice to any right of remedies under any
of the provisions of this contract or otherwise and whether the date of completion has
or has not elapsed, by notice in writing absolutely determine the contract in any of the
following cases :
(i) If the Contractor having been given by the Architect / Secretary a notice in writing
to rectify, reconstruct or replace any defective work or that the work is being performed
in any inefficient or otherwise improper manner, shall omit to comply with the
requirements of such notice for a period of seven days of such notice thereafter or if the
Contractor shall delay or suspend the execution of the work so that in the judgment of
the Secretary (which shall be final and binding) either he will be unable to secure
completion of the work by the date for completion of the work or he has already failed
to complete the work by that date.
(ii)

If the Contractor being a company shall pass a resolution or the court shall make
an order that the company shall be wound up or if a receiver or manager on
behalf of the creditor shall be appointed or if the circumstances shall arise which
entitle the court or the creditor to appoint a receiver or a manager or which
entitle the court to make a winding up order.

(iii)

If the Contractor commits breach of any of the terms of the conditions of this
contract.

(iv)

if the Contractor assigns or sublets without the written approval of the Secretary
or becomes insolvent.

When the Contractor has made himself liable for action under any of the cases aforesaid, the
Secretary on behalf of the K.S.C.A shall have the powers ;
(a)

To determine or rescind the contract as aforesaid for which termination


or rescission notice in writing to the

Contractor under the hand of the Secretary shall be conclusive evidence).


Upon such determination or rescission the Security Deposit of the
Contractor shall be liable to the forfeited and shall absolutely be at the
disposal of the Institute.
(b) To employ labour paid by the K.S.C.A and supply materials to carry out the work or any part
of the work debiting the Contractor with the cost of the labour and the price of the materials (of the
amount of which cost and price certified by the Secretary shall be final and conclusive against the
Contractor) and credit him with the value of the work done in all respects on the same manner and
at the same rates as if it has been carried out by the Contractor under the terms of this contract. The
certificate of the Secretary as to the value of the work done shall be final and conclusive against the
contract, provided always that action under the sub-section shall only be taken after giving notice in
writing to the Contractor. Provided also that if the expenses incurred by the K.S.C.A are less than the
amount payable to the Contractor at his agreement rates, the difference shall not be paid to the
Contractor.
( c)

After giving notice to the Contractor to measure up the work of the


Contractor and to take such part thereof as shall be unexecuted out of his
hands and to give it to another contractor to complete, in which case any
expenses which may be incurred in excess of a sum of which would have
been paid to the original contractor if the whole work had been executed
by him (of the amount of which excess the certificate in writing of the
Secretary shall be final and conclusive) shall be borne and paid by the
original contractor and may be deducted from any moneys due to him
from the K.S.C.A under this contract or any other account whatsoever, or
from his Security Deposits or the proceeds of sales thereof , or a sufficient
part thereof as the case may be.

In the event of any one or more of the above courses being adopted by the Secretary ,
the Contractor shall have no claim to compensation for any loss sustained by him by
reason of his having purchased or procured any materials or entered into any
engagements or made any advances on account or with a view to the execution of the
work or the performance of the contract. And in case action is taken under any of the
provisions aforesaid, the Contractor shall not be entitled for recovery or to be paid any
sum for work thereto or actually performed under this contract unless the Secretary has
certified in writing the performance of such work and the value payable in respect
thereof and he shall be entitled to be paid the value so certified.

Shall form an integral part of agreement and the decision of the Secretary in reference to all
matters of dispute as to the material and workmanship shall be final and binding on both the
parties.
The OWNER reserves to himself the right of altering the drawings of the works and of adding
to or omitting any item of work from or of having portions of the same carried out
departmentally or otherwise and such alterations or variations shall not vitiate this agreement.
This agreement comprises the work aforesaid and all subsidiary works connected therewith,
even though such works may not be shown on the schedule appended hereto.

Notwithstanding anything contained in the tender submitted by the Contractor, all the clauses
of this agreement shall be binding on both the parties.

In case of dispute other than as at Clause 4 above, the decision of the Technical Committee shall be
final and binding.
