The regular meeting of the Board of Calhoun County Road Commissioners was held on

Wednesday, November 5, 2008 at 5:30 p.m. in their office located at 13300 Fifteen Mile Road,
Marshall, Michigan.

Chairman Scott Brown called the regular meeting of the Board of Calhoun County Road
Commissioners to order at 5:30 p.m. and led the Pledge of Allegiance.

Motion made by Commissioner Tobin and supported by Commissioner


Travis to approve the regular meeting minutes of October 15, 2008.
Voice vote: motion carried.

SUPERVISORS, PUBLIC OFFICIALS AND CITIZENS COMMENTS regarding


agenda items only
Mr. Tom Sprau, Bedford Township Supervisor, asked if it was common for an auditing
services contract to be a four-year contract. Mr. Henning replied that three to five year
contracts for auditing services are common and is in line with what we have done in past
years. Chairman Brown noted that this past year was a one year extension on the
existing contract.

COMMUNICATIONS AND RESOLUTIONS


Mrs. Coats read the communications as follows:

a) Received a memo from Battle Creek Transportation Study (BCATS) requesting that
the Calhoun County Road Commission proclaim December 2008 as “National Drunk
and Drugged Driving Prevention Month”
b) Received a notice from Local Technical Assistance Program (LTAP) for a workshop
for elected officials titled “How Traffic Safety Affects YOU as an Elected Official”
c) Received a petition from Kevin Henning, Managing Director, to the Calhoun County
Drain Commissioner for the maintenance and/or relocation of the Leroy #5 Drain in
Leroy Township
d) Received an application from Kevin Henning, Managing Director, to the Calhoun
County Drain Commissioner for laying out and designating a County Drainage District
for the proposed 6 ½ Mile Road Drain in Emmett Township
e) Received an application from Kevin Henning, Managing Director, to the Calhoun
County drain Commissioner for laying out and designating a County Drainage District
for the proposed McCormick Street/South River Drive Drain in Emmett Township
f) Received a petition from Kevin Henning, Managing Director, to the Calhoun County
Drain Commissioner for the maintenance and/or relocation of the Robins &
Chamberlain Drain in Leroy Township
g) Received the bid tabulations for the 2008-2012 Auditing Services
h) Received the bid tabulations for Snow Removal at six State car pool lots

OLD BUSINESS
Motion made by Commissioner Tobin and supported by Commissioner
Travis to approve the 2008 amended budget. Roll call vote:
Monaweck-Yes; Tobin-Yes; Brown-Yes; Coward-Yes; Travis-Yes.
Motion carried.

NEW BUSINESS
Motion made by Commissioner Monaweck and supported by
Commissioner Tobin to approve the October 24, 2008 accounts payable
for $400,142.08 and the October 22, 2008 payroll for $108,242.72.
Roll call vote: Tobin-Yes; Brown-Yes; Monaweck-Yes; Travis-Yes;
Coward-Yes. Motion carried.

Motion made by Commissioner Travis and supported by Commissioner


Coward to approve Resolution 2008-03 proclaiming December 2008 as
“National Drunk and Drugged Driving Prevention Month”. Voice vote:
motion carried.

Motion made by Commissioner Tobin and supported by Commissioner


Coward to approve Resolution 2008-04 petitioning the Calhoun County
Drain Commissioner for maintenance on the Leroy #5 Drain. Voice
vote: motion carried.

Motion made by Commissioner Monaweck and supported by


Commissioner Tobin to approve Resolution 2008-05 regarding the
application for the Calhoun County Drain Commissioner to establish a
drainage district in the area of 6 ½ Mile Road and D Drive North.
Commissioner Monaweck commented that he is glad to see that this is moving
forward so quickly. Voice vote: motion carried.

Motion made by Commissioner Travis and supported by Commissioner


Coward to approve Resolution 2008-06 regarding the application for
the Calhoun County Drain Commissioner to establish a drainage district
in the area of McCormick Street and South River Drive. Commissioner
Monaweck commented again that this is a bad situation and moving forward will
be a big relief for residents in this area. Voice vote: motion carried.

Motion made by Commissioner Monaweck and supported by


Commissioner Tobin to approve Resolution 2008-07 petitioning the
Calhoun County Drain Commissioner for maintenance on the Robins &
Chamberlain Drain. Voice vote: motion carried.

Motion made by Commissioner Travis and supported by Commissioner


Monaweck to award the 2008-2012 Auditing Services bid to Rehmann
Robson. Roll call vote: Brown-Yes; Travis-Yes; Coward-Yes; Tobin-
Yes; Monaweck-Yes. Motion carried.

MANAGING DIRECTOR’S REPORT


Mr. Henning provided the following report:

Applications/Petitions to the Drain Commissioner: Mr. Henning thanked the


Board for their approval of the applications and/or petitions to the Drain Commissioner

and noted that we have had several drainage issues in Leroy and Emmett Township. We
have had to work outside of the road right-of-way installing culvert extensions on 2 ½
Mile Road and beavers have continued to dam up one end.

B Drive North: We sent a press release out on Monday that B Drive North would be
open to traffic on Tuesday morning. This project included moving utilities, pouring
footings, building coffer dams, and resetting the culvert. “Road Closed” signs have been
pulled and barrels were put up where the guardrail is down. We will be filling, paving
and reinstalling the guardrail within the next few weeks.

I-94 Service Road: This project is progressing very rapidly. The road base is in - they
are finishing paving tonight and doing shoulders and pavement marking tomorrow. The
road will not be open until the signal is installed. It is expected that the project will be
complete by the end of November.

MDOT Meeting on Winter Operations: Staff attended MDOT’s meeting today


regarding winter operations and incident management. Those in attendance included
the Sheriff’s Department, State Police, several township fire departments, Dispatch, etc.
Mr. Henning was provided the opportunity to present CCRC’s winter maintenance plan.
MDOT is also focusing on material management this year. Commissioner Travis asked if
the schools attended this meeting. Mr. Henning replied that they did not; however, we
are in the process of sending our winter maintenance brochure to all school faculty and
staff in Calhoun County through the Calhoun County Intermediate School District
interoffice mail, free of charge. Also, letters and brochures have been mailed to
township supervisors and clerks, as well as school superintendents and transportation
departments directing them to call our office or visit our website for additional brochures.

Winter Maintenance: Mr. Henning reported that we are getting ready for winter, salt
and sand is coming in, and our salt barn has a new concrete floor.

Autopatchers: The newly purchased autopatchers have been out. We are working on
some tank issues and they will be working on P Drive South tomorrow.

Commissioner Tobin asked if it was unusual to have so many drainage issues and
applications/petitions. Mr. Henning replied that he believes that past management was too
liberal in working within our right-of-way by installing catch basins to alleviate problems that are
not road related. Much of the drainage issues are being caused by water that is not road related.
He added that in these areas established by the applications and petitions, the roads may be a
contributing factor, but not the main issue.

Commissioner Monaweck provided information on a unit used in Europe, on military bases and
airports for applying salt as a paste for better adherence to the ground.

SUPERVISORS, PUBLIC OFFICIALS AND CITIZENS TIME


Mr. Tom Sprau, Bedford Township Supervisor, stated that he has received complaints regarding
emulsion that has been tracked onto the north bound Custer Drive Bridge approach and deck.
Mr. Henning replied that we would check on this and Mrs. Kline added that much of it would
probably be scraped off during snowplowing. Mr. Sprau also asked that we check on some local
streets (Colorado, Suwanee, etc.) that were slurry sealed several years ago, as the edges are
breaking. He added that he intends to include more funding in the Bedford Township budget
next year for local road improvements and would be asking for assistance from CCRC staff. Mrs.
Kline stated that she would be happy to work with him on this. Mr. Sprau thanked CCRC for
resolving the drainage issue on Waubascon.

Mr. Joe Bramble, Convis Township resident, commented that a new Drain Commissioner has
been elected. Commissioner Brown noted that we still need to move forward with our
applications and petitions.

Mr. Steve Swafford, CCRC employee, noted that the new autopatchers work well, but he believes
that a two man crew is necessary to operate them safely and efficiently. Mr. Henning agreed.

COMMISSIONER COMMENTS
Commissioner Travis agreed that it makes sense to run the new autopatchers with a two-man
crew.

Commissioner Tobin commented that he is pleased to see the autopatchers out on the roads.

Commissioner Coward echoed comments made by Commissioner Travis regarding the


autopatchers and asked about the management plan for this equipment. Mr. Henning replied
that the autopatchers are being dispatched to the far areas of the county where hot mix asphalt
is not available and moving township to township.

ANNOUNCEMENTS
The next regular meeting of the Board of Calhoun County Road Commissioners is scheduled for
Wednesday, November 19, 2008, at 5:30 p.m.

There being no additional business before the Board, Chairman Brown adjourned the meeting at
6:10 p.m.
