HW2 - Reaction Paper on

This reaction paper will discussed about my opinion


about the Republic Act No. 9292. Republic Act No. 9292 covers
an act providing for a more responsive and comprehensive
regulation for the registration, licensing and practice for
professional electronics engineers, Electronics Engineers and
Electronics Technician.

In section 5, this pertains to the engineers and


technicians scope and nature of work. Engineers and
technicians should be professional relating to their field of
work. They should show what engineers and technicians are.
This includes application of engineering sciences, planning,
design, construction, installation, and etc.

I. INTRODUCTION
Republic Act No. 9292 consists of 8 articles and 43
sections. The articles are General Provisions, Professional
Regulatory Board of Electronics Engineering, Examination,
Registration and Licensure, Practice of Professional
Electronics Engineering, Electronics Engineering and
Electronics Technician, Sundry Provisions, Penal Provision
and Assistance of Law Enforcement Agencies, Transitory
Provisions, and Final Provision. The sections are pertaining to
every article under the said Republic Act. It was enacted by
the Senate and the House of Representatives of the Philippines
in Congress.
II. Reaction
i.

Article 1 General Provisions

From this article, it focuses on Electronics


Engineering. This includes Professional Electronics Engineers
(PECE), Electronics Engineers (ECE), and Electronics
Technician (ECT). The country and the state should give
importance to PECE, ECE and ECT because they will serve
the country with their talents and they could be world-class
and globally competitive which will benefit many even our
country.
Also, in this article, it defines terms that many among
us may not be familiar. These terms are electronics that is
science dealing with the development and application of
devices, communications is the process of sending/receiving
information, telecommunications is any transmission of data,
and broadcasting is an undertaking the object of which is to
transmit data by wired or wireless means.

Article 2 Professional Regulatory Board of


Electronics Engineering

The article shows the Professional Regulatory Board


of Electronics Engineering which called the Board under the
control and supervision of the Professional Regulation
Commission. Under section 6, the commission composed of a
chairman, two members appointed by the President of the
Philippines, and three recommendees per position chosen and
ranked by the Commission. These five to be members will
come down to a voting.
In section 7, the Board will implement the provision
of R.A 9292, administer oaths to the newly licensed engineers
and technicians. Also, the Board has the rights to suspend
engineers and technician for any unjustifiable cause.
In section 8, before being an official board member,
each will go through a process / qualifying character. One of
the qualifications is the member should a citizen and a resident
of the Philippines for at least five consecutive years. Integrity
and of good moral character is also qualified. A member must
have a valid Certificate of Registration and a valid
Professional Identification Card as a Professional Electronics
Engineer, duly qualified to practice as a Professional Engineer
in the Philippines.
Therefore, in this article the Board will give no
exemptions to those who will violate the rules according to the
Electronics Engineering Act. They are the ones to issue papers
to dismiss an engineer/technician if any violation was caused.

Article 3 Examination, Registration and


Licensure

This article contains the requirements of examination,


registration and licensure in being licensed PECE, ECE and
ECT.
The examination or so called Board Exam will be
given by the Board. Applicants who will take the Board Exam
must apply/file their applications establish to the satisfaction
of the Board. These qualifications are under Section 14.
Applicants must be a graduate of Bachelor of Science
Electronics and Communications Engineering for Electronics
Engineering Examination and for Electronics Technician
should be a graduate of a technician, trade or vocational
course.
In section 16, about their ratings in passing the Board
Exam, there will be a consideration for the applicants who
were not be able to reach the 70% passing but not less than
60%. Removal exam will be provided.
After the registration and examination, passed
applicants will have oath-taking which is under Section 22,
Professional Oath. It was stated that all successful examinees
shall be required to take a professional oath before any
member of the Board or any person authorized by the
Commission before the applicants can be registered and issued
a Certificate of Registration and Professional Identification
Card.

Article 4 Practice of Professional Electronics


Engineering, Electronics Engineering and
Electronics Technician

The practices of being a professional are under in this


article. Limitation and cautions of electronics engineering and
electronics technician shall be a professional service. This
means that being a licensed engineers and technician should
not be used in vain or anything that can cause irresponsibility.

Article 5 Sundry Provisions

If ever licensed engineers and technicians pursue to


education, they shall comply with pertinent rules and
regulations already prescribed by and/or as may be prescribed
and promulgated by the Commission and/or the Board,
Accredited Profession Organization and other government
agencies. This is under Section 31.
Foreign Reciprocity under Section 33 didnt allow
foreigners to register as Professional Electronics Engineer,
Electronics Engineer and Electronics Technician unless it is
provided by the Board.

Article 6 Penal Provision and Assistance of


Law Enforcement Agencies

Penalties are listed in this article. The fine will be not


less than P100,000.00 nor will more than P1,000,000.00, or by
imprisonment of not less than 6 months nor more than 6 years

or both. These punishments and fine was being valid if any


person who gives false or fraudulent statement to the Board,
presents suspended certificate of registration as professional
electronics engineer, electronics engineer and electronics
technician, and etc.

Article 7 Transitory Provisions

These are the provisions if the act was passed.


Electronics engineering holding a valid certificate will have
the rights to have their certificate.

Article 8 Final Provision

Rules and Regulation will be implemented which will


be based from the approval of the Commission and Board in
coordination with the accredited professional organization. In
this article, the effectivity of this act after some provisions.
