The meeting started at 2:07 in the afternoon presided over by Engr. Neil
Lemon Mediodia and was followed by a prayer led by Mr. Solomon Abella Jr.,
Infra Com Secretariat. It was then followed by an acknowledgement of

participants. There were 10 members present who represent the regular


members of the committee. A quorum was declared by Engr. Mediodia.
A welcome message was given by Mr. William Valles Jr. in behalf of PPDC
Teresa Calamba. In his message, he thanked and gave an overview of the
meetings agenda. He highlighted the importance of the committee since there
are many infrastructure projects in the province being implemented and soon to
be implemented.
The tentative order of business was read by Engr. Mediodia and asked for
any motion for approval. It was then moved by Engr. Janeth Madrazo and duly
seconded by Engr. Rudy Divina.
1st District Department of Public Works and Highways (DPWH) Assistant
District Engr. Charito Madula presented the 2016 line up projects on Regular
Infrastructure with a total of 14 Projects and Department of Health with 4
projects. She mentioned a problem with Barangay Proper Lancangan that there
is a need to modify the scope of works since the barangay will change the
project title to completion.
She further mentioned 2015 accomplishments on School Building Projects
with a total of 43 projects. There was a problem with Sebucal Integrated School
pertaining to insufficiency of funds due to the cost of manual hauling which was
not included in the program of works and fund allocation, she added. There are
also 58 projects in the Regular Infrastructure with 4 on going projects. There
are nine (9) projects from the Department of Agriculture, eight (8) of these
projects are completed and one (1) project remaining due to Right of Way (ROW)
issue. She said they have coordinated with DA with this concern and DA
recommended to transfer the remaining works to other part of the road
equivalent to the stations where PCCP will be constructed.
After the report of Engr. Madula, Engr. Vivian Lumingus showed their 2015
accomplishment report. She started with an overview of the creation of the 2 nd
District of DPWH. She compared the total road network length of the 2 nd and 1st
districts accounting for 107.879 kms and around 127 kms, respectively. She

discussed the different funding programs within her district namely, Asset
Preservation of National Roads, Rehabilitation/ Reconstruction/ Upgrading of
Damaged Paved National Roads including Drainage Based on PMS/HDM-4,
Construction of By-passes, Diversion Road Widening and etc., Construction and
Maintenance of Bridges Along National Road, Construction/ Maintenance of
Flood Mitigation Structure and Drainage Systems, Construction/ Improvement of
Access Roads leading to Airports, Seaport and declared Tourism Destination and
Local Infrastructure Projects (LIP). She also presented a chart showing the
comparative funding allocation with 2016 having the highest allocation with
48% increase over 2015 with 40% and 2014 with 12%.
Engr. Hope Ruelan and Melindo Tala inquired how to avail the funds from
DPWH. Engr. Lumingus answered that DPWH will fund only national roads and
allocation for LGUs, they need to request from the congressional allocation. She
also mentioned the access road leading to seaport like in Barangay San Vicente
in Oroquieta may be funded under the Construction/Improvement of Access
Roads leading to Airports, Seaport and declared Tourism Destination. Engr.
Madula, on the other hand, added that it was already included in their list.
Furthermore, Engr. Lumingus explained that access roads leading to tourism
destination must be indicated in Tourism Master Plan of the LGU and endorsed
by the Regional Development Council (RDC). She also stressed out that the
tourism destination must be accredited by Department of Tourism to avail of
such funds.
The last reporter was Engr. Rudy Divina. He presented the 2015
accomplishments of the Provincial Engineers Office (PEO) in a spreadsheet.
There are fifteen (15) projects, seven (7) of which are completed, the rest are
still on-going.
Engr. Madula asked about the progress on the Installation of Rubberized
Oval Track System at Misamis Occidental Provincial Athletic Complex (MOPAC).
Engr. Divina responded that the material consultant for the rubberized layer of
the track is very strict with the quality of the base materials so as not to affect
durability of the rubberized layer considering that 5 years warranty will be

provided. Moreover, Engr. Divina elaborated that there are series of on-going
corrections to meet the standards of the consultant.
Engr. Divina explained placing the rubberized layer needs to be monolithic
in installation, a straight no cut portions through a polyurethane machine.
Engr. Madula made a request for them to be invited during the installation
of the rubberized layer because they do not have experience yet as to this kind
of work. Engr Divina replied positively and he added that a cottage will be
provided for visitors to occupy during the installation. PPDC Calamba assured
Engr. Madula that a schedule will be sent to the members of the body on the
date of installation.
Engr. Divina further explained that there were also representatives from
the Philippine Olympic Committee invited during the procurement of the said
project. Also, standard diameter and grade are thoroughly inspected.
The open forum was opened with a statement of PPDC Calamba over the
issue of cascading the identified road priority projects particularly roads leading
to tourism destinations and agricultural production into the plan of the DPWH.
However it cannot be done as of the moment because as per information
gathered, the 2017 proposed projects are already identified, she added. She
also added based on statistics, tourism industry brings more income to the
country compared to oil industry.
Engr. Madula replied that the province can still avail of funding under the
access road leading to tourism destination but it must go on a process like the
road is indicated in the Tourism Master Plan and endorsed by the RDC. All of that
being done, it will be included in the National Expenditure Program (NEP). Also,
she said that congressional fund can also be accessed by requesting the
congressmen since they facilitate switching projects for fund allocation. She also
mentioned on the DOT and DPWH convergence for funding. As a reminder, Engr.
Lumingus shared the same opinion.
PPDC Calamba also inquired on the possible concreting of Entrance
Highway to Misamis Occidental Aquamarine Park (MAP) Access Road. Engr.

Lumingus answered that it is already included in the General Appropriation Act


(GAA) for 2016.
She further inquired whether the Caluya road leading to tourism
destination can be allocated funding because it has a very big potential for
tourism attraction. She further added that it only lacked landscaping.
PPDC Calamba also opened up the issue regarding residents in the ongoing Construction of Dagatan Bridge. She noticed that the bridge is highly
elevated and the adjacent residents will suffer. Engr. Madula responded that the
residents will most likely make stairs as access.
Meanwhile, Engr. Madrazo made a follow up regarding their submitted
proposal for 2016 on the 3 projects namely, Installation of Street Lights,
Concreting of Circumferential Road and Concreting of Sebac to Gumbil Road.
Engr. Mediodia made a note on the request.
On the other hand, PPDC Calamba promoted the Misamis Occidental
Enterprise Development and Research Center (MOEDRC) that there are available
air-conditioned rooms for accommodation, a function hall and a nature
experience at a very low rate. Further, she added that there is a safe parking
area since it is inside the compound of the MOEDRC. Also, she added that there
were already bookings with weddings, birthdays, seminars and workshops held.
Engr. Palamos asked for the direction of MOEDRC. Engr Divina answered
that it is located along the National Highway in Barangay Pines in front of the
Police Check Point.
With no topic left in the agenda to be discussed, the meeting closed at
4:36 in the afternoon with a closing prayer led by Mr. Abella Jr.
