1. PURPOSE

To ensure that the procedures for Sub base work are executed safely and in
accordance with the contract requirements, hazards are analyzed and safety
precautions implemented and all the Quality assurance / Quality control activities are
conducted in a systematic manner, works inspected and documented.

2. SCOPE OF WORK

This method statement outlines the procedures to be followed during construction


road base layer including the equipments and materials as the following:
a) Road base/sub base preparation
b) Prime coat

4. PRE-CONSTRUCTION ACTIVITIES

4.1 HSE Induction courses shall be provided to all personnel prior to site
attendance. All plant operators shall have additional awareness training.
4.2 SE/PE has to ensure that the relevant PTW is obtained.
4.3 NOC's to be obtained from concerned authorities prior to start any work.
4.4 Material approval from consultant prior to start work on site.
4.5 Shop drawing to be approved by the consultant prior to start any activity

crews that will be required to meet the Program requirements will fluctuate.

The relevant third party test and certificates and license related to the above and
associated operators will be made available at the time of use.

7. SAFETY

7.1 Prior to the commencement of any activities, the work force will receive an
induction talk on the location of work. Each worker shall be equipped with
personal protective equipment’s (safety shoes, goggles, gloves and helmets).
Safety personnel shall be positioned at deep trenches to inspect the stability of
slopes and alert workers in trenches of any dangerous collapses or mishaps.
7.2 Safety Hazards and Precautions:

a. Strike UG Services: -
1) Use locator and/or hand excavation (trial holes)
2) All existing services, if any, i.e. electric cable, fiber optic Cable, etc., shall
be dealt with accordingly

b. Excavation Collapse:-
1) Batter sides to safe slope
2) Keep vehicles/equipments safely away from excavation Edge.
3) Keep spoils at least 2.0M away from edge.

c. Fall into excavation: –


1) Provide fencing, guardrails or flagging tape around edges.
2) Provide safety fixed ladders at every 50M.
3) Provide banksman when operating equipment near to excavation.

d. Falling objects:-
1) Stand clear during lifting operations.
2) Wear hard hats and boots.

e. Equipment & Vehicles:-


1) Use safety belts.
2) All operators to be licensed.
3) Provide banksman when operating equipment near work area.

8. PROCEDURES
8.1 Sub base preparation:

1) Before starting any work, the previous sub grade layer should be kept stable
and not disturbed. The materials to be used for sub-base will be as per the
material submittal and will originate from approved sources. The material
shall comply with the specifications and approved by consultant (as per
specification)

2) Prior to commencement of any sub base filling, the grade checkers will check
along with surveyor formation levels and mark fill levels as required The
existing formation completed up to sub-grade level

3) The sub base material will be mixed in the stationery mixing plant with water
to the optimum moisture content. Then it will be transported to site via dump
trucks.

4) Each road sub-base layer shall be spread by finisher and or grader or other
approved mechanical methods, watered, shaped to a compacted thickness not
exceeding 150 mm and compacted to the required grade and cross-section.

5) The granular sub-base shall be compacted to not less than 95% of the
maximum dry density determined in accordance with BS 1377 Part 4 : 1990
Method 3.6.

6) The surface on completion of compaction shall be well closed, free from


movement under compaction plant and free from ridges cracks or loose
material.

7) The finished surfaces of the road sub-base shall not vary at any point more
than 10 mm above or below the grade established by the Engineer.

8) The road sub-base shall be maintained in a condition satisfactory to receive


any subsequent base or surfacing material.

8.2 Aggregate road base

1) Aggregate road base shall be spread on subgrade or sub-base which has been
approved by the Engineer.
2) The material shall be spread using a paving machine or spread box operated
with a mechanism which levels off the material at an even depth and without
delay
3) Aggregate road base shall be spread on the approved subgrade in layers not
exceeding fifteen (15) centimeters in compacted depth
4) The moisture content of the aggregate road base material shall be adjusted
prior to compaction, by watering with approved sprinkler trucks or by drying
out, as directed by the Engineer, to that required to obtain the specified
density for aggregate road base.
5) Aggregate road base shall be compacted to not less than 98% of the maximum
dry density
6) The surface of the material shall on completion of compaction be well closed,
free from movement under the compaction plant and free from compaction
planes, ridges, cracks, or loose material.

8.3 Prime coat

1) Immediately before applying the prime coat, all loose dirt, earth and other
objectionable material shall be removed from the surface with a power
broom of approved design and/or a power blower as required, and any ruts,
soft spots or unacceptable irregularities in the surface shall be repaired in
accordance with the instructions of the Engineer. If the Engineer so requires.

2) The surface shall be lightly bladed and rolled immediately prior to the
application of the prime coat, in which case brooming or blowing may not be
required. The Engineer may direct that a light application of water be made
just prior to the application of liquid asphalt to facilitate penetration.

3) After preparing the road surface as above, the liquid asphalt shall be applied
by means of the distributor at the temperature and rate directed by the
Engineer. Hand-spraying of restricted, inaccessible areas is permitted, subject
to the approval of the Engineer.

4) The prime coat shall usually be applied to one half or one third of the road
width at a time. When applied in two or more lanes, there shall be a slight
overlap of asphalt material along adjoining edges of the lanes. It should be
noted that no overlapping is allowed at the transverse joints.

5) Prime coat shall be applied at a rate of not less than 0.7 liters per square
meter and not more than 1.5 liters per square meter.

6) The prime coat shall be uniformly applied with the distributor within a
maximum of 48 hours preceding placement of asphaltic concrete paving.

7) Traffic shall not be permitted on the primed surface until the asphaltic
material has penetrated and dried.

9. RESPONSIBILITY

9.1 Project Manager


Guide, direct and instruct the PE and other staff belongs to Contractor in such
way that the works are performed to the programme and confirm to the
requirement of Owner/Engineer. Liaise with the Owner/Engineer to clarify and
confirm the requirements of the Contract. All field staffs like PE, HSE, QCE, FOM
etc. belongs to the Contractor will be reported to the PM regarding the progress
and status of the work.

9.2 Site execution staff

General foremen and his Foreman will directly supervise the work activity on the
site and has full control over the use of the labor and equipment. He will ensure
that the work is carried out in full compliance with the method statement, shop
drawings, contract specifications and in a manner that conforms to the safety
requirements. He will notify the Site Engineer/ Construction Superintendent
when the work is ready for inspection. Site engineer will ensure that the work has
been executed in accordance with the specification. Site Engineer will raise the
inspection request and will coordinate with Surveyor and Laboratory Engineer.
Site Engineer will ensure that the required inspection and testing are completed
prior to proceeding to the next operation in the same location. Any
noncompliance to the specification requirements will be followed up Quality
Control Manager and Construction Manager. Site Engineer/Construction
Superintendent will work directly with the foremen and inspection team to
ensure that all the required information has been provided to proceed with the
works and that all activity steps are being followed. He will also be the point of
contact to the inspection staff with regards to the testing and approvals. All
concerns or problems should be directed to his attention during the work.

9.3 Surveyor team

Survey team will give the setting out based on the approved shop drawings. Any
additional surveying request by the inspection team will be directed to the Site
Engineer/Construction Superintendent.

9.4 SITE QA/QC Manager

Will ensure that site personnel are aware of requirements and that works are
carried out as per project’s requirements. He is responsible for the
implementation of related QA/QC activities for sub base preparation and prime
coat as detailed in relevant documents. He will also coordinate with site
laboratory for related testing.

9.5 HSE Manager

Along with his team of safety officers will ensure implementation of all safety
procedures and precautions, safety measures related to the nature of works
being carried out and in accordance to the HSE Plan.
