Military Police Arrest 13 Men over Lottery Racket in Takeo
Military police raided a rental house in Takeo provinces Donkeo City on Tuesday afternoon and
arrested 13 men as they drank coffee and played the lottery for their suspected involvement in
the sale and purchase of illegal lottery tickets, officials said Wednesday.
Accompanied by deputy provincial court prosecutor Chey Rithy, the military police swooped in
on the residence in Roka Krao commune at about 4 p.m., said provincial military police
commander La Lay, who led the raid.
We arrested 13 men. Some of them were drinking coffee, others werefilling out the tickets,
but the lottery organizers were not there, as they had run away, he said.
Brigadier General Lay said military police were unable to distinguish those filling out the illegal
tickets from those simply enjoying a cup of coffee, so officers arrested them alland would let
the court decide who was who.

Though none of the suspects is likely to face serious punishment, Brig. Gen. Lay said, it is
necessary to come down hard on small-scale, unlicensed lottery operations, as they constitute a
form of illegal gambling.
The suspects will be sent to the provincial court for questioning today, he added.
[T]he law states that [unlicensed] lotteries are illegal, said Mr. Rithy, the deputy prosecutor. If
this was a major lottery, they might have been able to get permission from the government [to
sell tickets].
Chhay Mony, deputy chief of Roka Krao village, where the house was located, said Wednesday
that despite the 13 arrests Tuesday, at least two lottery organizers in the area remain free, and
would set up shop again soon.
Oh, there are a lot of lottery organizers, but the police and military police do notarrest them
because they receive money from them, he said.

Monks arrested in Thailand
Nineteen Cambodian monks were arrested and defrocked in Thailand on Tuesday after police
found them illegally camping in the forest and soliciting donations, authorities confirmed
yesterday.
Immigration police and Royal Thai Police in Phuket began their search after receiving
complaints that the monks were asking residents and tourists for cash donations.
Police discovered the monks in the Chao Fa Mine forest, where they illegally camped for more
than two weeks and were found in possession of fake passports.
The monks were later taken to Phukets Wat Mongkolnimit for examination, said Phuket
Buddhist centre director Thawin Srinakhon.

We examined them and saw that they didnt have legal documents declaring them as monks,
Srinakhon said. They werent following Buddhist rules and illegally crossed the border so they
were defrocked.
According to him, the men are currently facing charges for illegally crossing the border and will
be sent back to Cambodia. Srinakhon added that fake Cambodian monks are frequently
arrested and defrocked for illegally crossing into Thailand and soliciting in Phuket.
Sometimes, it even happens in other areas in Thailand, Srinakhon added.
Four other fake monks were arrested and defrocked in Banteay Meanchey provinces Poipet
town on Wednesday, police said.
They went to the village to solicit donations and the villagers doubted them because they cant
sing Buddhist songs, said Poipet police chief Om Sophal. After being found without proper
documents, the men were defrocked and detained by police. Sophal added that the men also
attempted to illegally cross the Thai border.

1, Kry Thanak

Life as a university student


As a student at high school, I used to have a lot more friend, free time and joyful with
life. By making a serious decision, in a further education, I found myself having a passion for
civil engineering. Since the university started, things has completely changed.
Clearly, the course does really involve many works to deal with. Most of my times are
spent on homework, assignments and self-learned, for sometimes, to make sure I meet
academically forward the tutorial. Frankly, I previously thought that as a student should have

enjoyed cheerfully with a plenty of time and simply paying attention in class is enough. In
contrast, in order to become a successful student, based on my own experience, these arent
enough. Student should take a look at some point regarding time management. Firstly, setting up
a good timetable. This includes yours studies in class, at home and also your time for breaks, to
keep you away from getting stress. Secondly, apparently, most students only concern homework
rather than housework. Taking sometimes on housework on top of your breaks can beneficially
reduce stress and show a responsibility in the family. Thirdly, mental health is also play a major
significant role. Trying some intensive exercises can make you breathe deeply, eat right and sleep
well can put you long-term memory. Fourthly, without a shadow of a doubt, you should not
depend on class for all. Being a self-learned relating with your subjects bring you clearer than
class. Fifthly, socially, gaining knowledge across the country and the globe may concerning with
your future career and also develop your critical thinking skill.
Last but not least, role as a student faces with many things to deal. There are a lot of
things to do not only at school or home but also in the society. Dont wait the opportunity to
come just make it. Never put things as a simple one taking it more seriously than any one does.
2, Seng Sophanith
Talk about My best friend
Hello, everybody my name Seng Sophanith. Today I will talk about my best friend. For
me I have a lot of friends. My best friend name Sok La and I used to call him Tola.
He is someone who really knows me deeply. He knows the characteristic of me, from the outside
and even inside of me. He knows when I feel happy and when I feel very sad. He is also sad
when I look sad, and he is also happy when I feel happy. Someone who knows how to respond
any kind of my mood, he knows how to comfort me. He is there when I am happy and he is also
there when I feel facing failure. Sometime He is able to understand me the most. There is no
relative between us, but there are many similarities in our characteristics. He is like me and I am
also like him. The similar characteristics have given an ease for us to be able to understand each
other. He is someone who is faithful and always taking care of me. He is a nice person, a friend
who is able to share each other, in joy and sorrow. Someone who is always there and always
supporting me for reaching what I want. Someone who can make me feel comfort. He is my best

This is our story. I am now studying at Norton University, while Tola studies at Royal
University of Phnom Penh, but we still keep a good friend. We will never forget each other and

Every Day Activities


Every weekday I get up early at 5 oclock and then i take some exercises. Next I clean my
teeth and have a bath and after that i prepare my books and leave home to school. I always start
school at 7 oclock. At school in the morning, I have to study 4 hours, but sometime i study 3
hour. so I leave school at 12 oclock. From the school to home, it takes 20 minutes. I usually
have lunch at 12:30 oclock and then i have rest for fifteen minutes, in the afternoon I start
school at 1:00 oclock. I finish school at 5 oclock, but on Sunday it is a best day for me. because
I am not study on this day. In Sunday i like playing football with my friend, besides playing
football i like going for a walk with my sister. We usually go to home my old friend and eat
something with them on Sunday. My family has dinner at 7 oclock, so I spend fifteen minutes to
watch TV and then I have to do my homework and read books. At 10 oclock, I feel sleepy and I
always go to bed at that time.

Everybody always has someone you love, for me the person that I love the most is my
mom. Now, I will tell you about my mom. Firstly, I want to tell you about her appearance. She is
about 45 to 48 year old. Her height is 1.55cm and she is not too fat and not too slim. She has
white skin, and she has long and black hair. Secondly, I want to tell you about her job. In the
past, she was a math teacher in one school in Kompong Cham, but now she stopped teaching
because it cannot earn a lot of money to feed family. Now, she is a business woman, she sells
clothes at Thailand. Thirdly, I want to tell you about her activity in her free time. When she go
free time she always does housework, especially does a lot of food such as, ice creams, cakes,
jelly grasses, and other drinks.
All in all, I want to tell you that I love my mom very much. Event she is busy but she
never forgets take care me and my family. Please do not make your mom cries because of you
because she does everything only for you.

Construction Workers Lives Hang in the Balance
Every morning, An Vy slips on a pair of flip-flops and heads to work, climbing 15 flights of
stairs littered with debris to the roof of a high-rise condo under construction in Phnom Penh.
There, the scrawny 26-year-old works his way up a maze of scaffolding and teeters on its edge
without a safety harness or helmet and begins his work.
I am so scared that Ill fall down from the top to the ground, but I have to do it, Mr. Vy said
last week as he hammered pieces of wood into place for a concrete mold.
I do not have any other skills apart from this. I stopped studying at grade three because my
family is very poor, Mr. Vy explained, adding he cannot afford to buy his own safety equipment
on his pay of about $8 per day.
I need a harness belt, boots, and helmet to protect my life.

Around him, Phnom Penh is undergoing a massive building boom. Across the country,
investment in construction has risen from $840 million in 2010 to $2.7 billion in 2013, according
to the Ministry of Land Management, Urban Planning and Construction.
But the government has not been able to keep pace with the boom to ensure the safety of the
sectors workforce, which labor experts estimate at 175,000 to 200,000, many of whom are
unskilled and paid by the day.
The Ministry of Labor, which is responsible for worker safety, does not have a safety code for
construction workers or the buildings they work on. Instead, construction firms have been left to
police themselves, and face no consequences for endangering workers lives, which are lost at an
alarming rate.
In its 2011 to 2015 Decent Work Country Program for Cambodia, the International Labor
Organization estimated that at least 1,500 workers died in 2009 of occupational accidents
roughly four people every daywith construction sites and brick kilns being the most dangerous
work places in the country.
Last week, the Labor Ministry invited the Korea Occupational Safety and Health Agency to its
headquarters to host a workshop and help the ministry draft regulations to hold construction
companies accountable.
The unsafe working conditions cause the accidents, Leng Tong, director of the Labor
Ministrys safety department, said outside the workshop. In Korea, the managers and companies
are punished, but here that does not happen.
Although companies are required to get a construction permit from the Land Management
Ministry, which includes a promise to ensure worker safety and provide safety equipment,
enforcement is nonexistent.
