INTRODUCTION
A huge country like India has huge energy demands and it requires
a huge and complex power sector.
This huge sector requires a determined and motivated organizations
to cope up with the demands and the complexity of the sector and
to formulate policies.
This requirement has led the government to come up with various
organizations to do the basic functions of controlling the sector:

POWER AND ENERGY


Energy is needed for economic growth, for improving the quality of life
and for increasing opportunities for development. The broad vision behind
Indias integrated energy policy is to reliably meet the demand for energy
services of all sectors including the lifeline energy needs of vulnerable
households in all parts of the country with safe, clean and convenient
energy at the least-cost. The Power and Energy Division comprises of four
units, Power, Coal, Petroleum and Energy Policy. Together these units
review the energy situation in the country within the context of the global
energy balance and rising environmental concerns. The division looks at
Indias energy options in an integrated manner and proposes policies that
would make the energy sector efficient and would ensure energy security.

ENERGY SCENARIO IN INDIA


India is a seventh largest country by land area and has a population
of 1.2 billion.

To maintain growth rate, rapid growth in energy sector is needed

Several government organizations have been set up to keep the


framework stable and running, and also to maintain the growth of
the sector.

Shown below is the total energy consumption in India in 2011 as per

In particular, the energy industry comprises:

the petroleum industry, including oil companies, petroleum refiners,


fuel transport and end-user sales at gas stations

the gas industry, including natural gas extraction, and coal gas
manufacture, as well as distribution and sales

the electrical power industry, including electricity generation,


electric power distribution and sales

the coal industry

the nuclear power industry

the renewable energy industry, comprising alternative energy and


sustainable energy companies, including those involved in
hydroelectric power, wind power, and solar power generation, and
the manufacture, distribution and sale of alternative fuels

BUREAU OF ENERGY EFFICIENCY


The Bureau of Energy Efficiency is an agency of the Government
of India, under the Ministry of Power
It was created in March 2002 under the provisions of the nation's
2001 Energy Conservation Act.
The agency's function is to develop programs which will increase
the conservation and efficient use of energy in India.
The Government of India made it mandatory for all appliances to
have BEE ratings starting from 2010.

FUNCTIONS AND RESPONSIBILITIES


The broad objectives of BEE are as under:
1. To exert leadership and provide policy recommendation and direction to
national energy
conservation and efficiency efforts and programs.
2. To coordinate energy efficiency and conservation policies and programs.
3. To establish systems and procedures to measure, monitor and verify
energy efficiency results
in individual sectors as well as at a macro
level.
4. Establish systems and procedures to verify, measure and
monitor Energy Efficiency (EE) improvements.

CENTRAL ELECTRICITY AUTHORITY OF INDIA


(CEA)
The Central Electricity Authority of India (CEA) is a statutory
organization constituted under section 3 of Electricity Supply Act
1948, which has been superseded by section 70 of the Electricity
Act 2003.
The CEA advises the government on matters relating to the
National Electricity Policy.

FUNCTIONS AND RESPONSIBILITIES


1. CEA prescribes the standards on matters such as construction of
electrical plants, electric lines and connectivity to the grid
2. Installation and operation of meters and safety and grid standards.
3. The CEA is also responsible for concurrence of hydro power
development schemes of central, state and private sectors
4. Hydro power generation, consistent with the requirement of drinking
water, irrigation, navigation and flood control.
5. Formulates short-term and perspective plans for the development of
electricity systems.
6. Promotes the operations of the regional power grids and the evolution
of a national grid.
7. Advises central government, state governments and regulatory
commissions on all technical matters relating to generation, transmission
and distribution of electricity.

DEPARTMENT OF ATOMIC ENERGY (DAE)


The Department of Atomic Energy (DAE) is a department
directly under the Prime Minister of India.
Its headquarters is in Mumbai Maharashtra, India.
DAE has been engaged in the development of nuclear
power technology.
DAE comprises five research centers, three industrial organizations,
five public sector undertakings and three service organizations.

ATOMIC ENERGY COMMISSION OF INDIA


The Atomic Energy Commission is a governing body functioning
under the Department of Atomic Energy (DAE), Government of India.
The DAE is under the direct charge of the Prime Minister.
The Atomic Energy Commission was set up in August 1948 to look
after atomic energy activities in the country.
It is headed by the Secretary to Government of India, DAE in the
capacity of an ex-officio Chairman of the commission.
It has five research centers viz.
1. Bhabha Atomic Research Centre (BARC), Mumbai
2. Indira Gandhi Centre for Atomic Research (IGCAR), Kalpakkam (Tamil
Nadu)
3. Centre for Advanced Technology (CAT), Indore
4. Variable Energy Cyclotron Centre (VECC), Kolkata

5. Atomic Minerals Directorate for Exploration and Research (AMD),


Hyderabad.
6. It also gives financial assistance to autonomous national institutes
doing research in the field and has various other organizations
under it.

FUNCTIONS AND RESPONSIBILITIES


The important programs of the DAE are directed towards:
1. Enhancing the share of nuclear power in the Power Sector by
deployment of indigenous and other proven technologies, and to develop
fast breeder reactors.
2. Building and operating of research reactors for the production of
radioisotopes.
3. Developing advanced technologies such as accelerators, lasers,
supercomputers, robotics,
areas related to fusion search.
4. To organize research in atomic scientists in the country, to train, atomic
scientists in the
country.
3. To promote nuclear research in commission's own laboratories in India.
4. To undertake prospecting of atomic minerals in India and to extract
such minerals for use on industrial scale.

INDIAN RENEWABLE ENERGY DEVELOPMENT


AGENCY LTD.(IREDA)
IREDA is a Public Limited Government Company established in 1987
It works under the administrative control of Ministry of New and
Renewable Energy(MNRE)
It mainly works to promote, develop and extend financial assistance
for renewable energy and energy efficiency /conservation projects
the motto is: "ENERGY FOR EVER.

FUNCTIONS AND RESPONSIBILITIES


To give financial support to specific projects and schemes for
generating electricity /energy through new and renewable sources.
To increase IREDAs share in the renewable energy sector by way of
innovative financing.
Improvement in the efficiency of services provided to customers
through continual improvement of systems, processes and
resources.

MINISTRY OF PETROLEUM AND NATURAL GAS


The Ministry of Petroleum and Natural Gas (MOP&NG) is
a ministry of the Government of India.
It is responsible for the exploration, production, refining,
distribution, marketing, import, export and conservation
of petroleum, natural gas petroleum products, and liquefied natural
gas in India.
The ministry has administrative control over various publicsector undertakings of the Government of India.

FUNCTIONS AND RESPONSIBILITIES


Exploration and exploitation of petroleum resources, including
natural gas.
Production, supply distribution, marketing and pricing of petroleum
including natural gas and petroleum products.
Planning, development and regulation of oilfield services.
Administration of various Central laws relating to Petroleum and
Natural Gas

CONCLUSION
Preparing this seminar was an enlightening experience for me as it
introduced me to the various government organizations and their
functioning.
I came to know about the importance, rather the necessity of
proper formulation, maintenance, regulation and monitoring by
various government agencies, organizations, departments and
ministries.
Their role in the proper running and upgradation of Indias power
sector is vital and can neither be undermined nor be replaced.
These government agencies are like a strict but supportive parent
to the power sector of India.
