Item rate tenders are invited through the etendering portal by AGM Engg(C)
(BidManager)onbehalfofChairman,A.A.Ifromtheeligiblecontractorsforthe
workofConstruction of New Apron and Link Taxi at Jodhpur Airport atan
estimated cost of Rs. 16.42 Crore with period of completion 18 months
[including two months considered for rain of two monsoon seasons]
The tendering process is online at eportal URL address

gothroughthetenderdocumentbyGuestUserlogin.

ProspectiveTenderersareadvisedtogetthemselvesacquaintedforetendering
participation requirements at Guidelines for bidders, register themselves at
AAI etendering portal, obtain User ID & Password and go through the Self
Help Files available in the Home Page after log in to the portal
https://etender.aai.aero/irj/portal or www.aai.aero. Theyshouldalsoobtain
Digital Signature Certificate (DSC) in parallel which is essentially required for
submissionoftheirapplication.Theprocessnormallytakes03daysoftime.The
tenderermayalsotakeguidancefromAAIHelpDeskSupport.

Tender fee of Rs. 2625/- (Rs. 2500/ tender cost + Rs. 125/ VAT) will be
requiredtobepaidbywayofonlinepaymentthroughHDFCgatewayprovided
at the portal itself. Last date and time of sale of tender document is
20.06.2016 upto 1800Hrs.
2. Following 3 envelopes shall be submitted through online at eportal by the
bidder.

Envelope-I: - Containing qualifying requirements of Contractor /Firm and

scannedcopyofEMD(incaseofbiddersubmittedEMDintheformofBG):
The tenderer shall submit their application by downloading the PQ Proforma
(Annexure-A)fromtheetenderingportal,filluptherequiredinformationand
upload the digitally signed file of scanned documents and firms biodata in
supportoftheirmeetingeachcriteriamentionedbelowalongwithscannedcopy
ofEMD(incaseofbiddersubmittedEMDintheformofBG)inthePQQfolder
in Technical Bid/ Attachments Section on the etendering portal. Uploading of
applicationinlocationotherthanspecifiedaboveshallnotbeconsidered.Hard
copyofapplicationshallnotbeentertained.
Qualifying requirements of contractors / firms.

i)

ShouldhavevalidRegistrationontheDateofissueofTenderinappropriateclass
ofCPWD/MES/P&T/Railways/StatePWD/PSU/MunicipalCorporations&
Development Authorities of Delhi, Mumbai, Chennai and Kolkata/specialized
agencyandhavingPermanentAccountNumber(PAN).

Should have completed (Phase/Part completion of the scope of work in a

contract shall not be considered, however pre-determined phasing of the
work will be accepted)threeworks,eachofRs. 6.57 Crore ortwoworks,each
of Rs. 8.21 Crore or one work of Rs. 13.14 Crore in single contract of similar
nature of work like rigid pavement work in Airfield Pavement or National
Highways/ Expressways or State Highways (Subject to meeting MoRTH
Specifications prescribed for National Highways) during last seven years
(ExperienceinCityRoads/TownRoadsetc.willnotbeconsidered)endinglast
date(extendeddate)ofsubmissionofbidsinIndia.

Clientcertificateforexperienceshouldshowthenatureofworkdone,thevalue
of work, date of start, date of completion as per agreement and actual date of
completion of work. Firms showing work experience certificate from nongovernment / non-PSU organizations should submit copy of tax deduction
at sources certificate in support of their claim for having experience of
stipulated value of work.

Should have annualized average financial turnover of Rs. 4.93 Crore against
works executed during last three years ending 31st March of the previous

financial year. As a proof, copy of Abridged Balance Sheet alongwith Profit and
Loss Account Statement of the firm should be submitted alongwith the
application. Firms showing continuous losses during the last three years in the
balancesheetshallbesummarilyrejected.

Shouldpossess01no.ConcreteCentralBatching&MixingPlantofcapacitynon
lessthan30cum/Hour.Documentaryproofofowning/leasingandpossessing
(copy of purchase invoices/ lease agreement) for Concrete Batching & mixing
plantsshouldbesubmittedalongwiththeapplication.
Should have executed minimum 8100 cum of Pavement Quality Concrete/
controlled concrete work in Airfield Pavement or National Highways/
Expressways or State Highways (Subject to its meeting MoRTH Specifications
prescribedforNationalHighways)duringlastsevenyears(WorkinCityRoads/
TownRoadsetc.willnotbeconsidered).
The vendor shall be required to submit the EMD either direct bank
transfers through RTGS/NEFT or Bank Guarantee.

EMDofthevalueofRs.32,84,000/shallbeacceptedonline,onlythroughtheE
tender portal via bank transfer in the form of RTGS/NEFT or through Bank
GuaranteefromaNationalisedoranyscheduledbank(butnotfromcooperative
or Gramin bank). Vendors shall use the payment gateway of Indusland
Bank/HDFC Bank integrated for the purpose with the AAI Etender portal for
onlinesubmissionofEMDintheformofRTGS/NEFT.

Fortheearnestmoneydeposit(EMD)submittedthroughBankGuarantee(BG)of
value as stipulated in the Notice Inviting Tenders a scanned copy shall be
submittedinPQQFolder(EnvelopeI)inTechnicalBid/AttachmentsSection
on the etendering portal. In this scenario the original BG is required to be
submittedtotheBidManager(Asstt.G.M.Engg(C),AirportsAuthorityofIndia,
CHQ, Rajiv Gandhi Bhawan, BBlock (opposite Room No. B373), Safdarjung
Airport,NewDelhi110003)onorbefore24.06.2016 upto 1800 Hrs.

Note: EMD in the form of Cash/Demand Draft or any other form shall not be
accepted.VendorsshallalsonotethattheyarenotrequiredtocontactanyAAI
employeeorsubmitanydocumentaryevidenceofsubmissionofEMDviaBank
TransferintheformofRTGS/NEFTtoanyAAIemployeeduringtheprocessof
the tender. In no scenario the vendors are required to submit/contact any AAI
employeeforphysicalsubmissionofanydocumentsbeforeopeningofthebids.

ThebidderwhofailtosubmittheoriginalBGtowardsEMDbeforethestipulated
time then their tender shall be rejected outright. Any postal delay will not be
entertained.

Refund of EMD

EMD to unsuccessful bidders received through bank transfer mode

(RTGS/NEFT)shallberefundedonlinethroughthesamemode(BT)onlyandit
shallberefundedintheBankAccountwhosedetailsareprovidedontheportal
atthetimeofsubmissionofthetender.TherefundofEMDtobidderswhofailto
qualify the eligibility/technical stage shall be initiated automatically within 7
days of their rejection. For all bidders who qualify and their financial bids are
openedtherefundofEMDofallvendorsexceptL1shallbeprocessedwithin7
daysofopeningofthefinancialbid.
Envelope-II: - Technical Bid containing scanned copy of Unconditional
AcceptanceofAAIsTenderConditions.
ScannedcopyofunconditionalAcceptanceofAAIsTenderConditions(Performa
giveninAnnexure1,PR1ofTenderDocument)shallbesubmittedinTechBid
Folder(EnvelopeII)ontheetenderingportal.Original/Hardcopyofthesame
is required to be submitted to the Bid Manager (Asstt. G. M. Engg (C), Airports
Authority of India, CHQ, Rajiv Gandhi Bhawan, BBlock (opposite Room No. B
373), Safdarjung Airport, New Delhi 110003) on or before 24.06.2016 upto
1800 Hrs.
Envelope-III: - The Financial e Bid shall be submitted in Items section of
etenderingportal.Unconditionalrebatei.e.headerdiscount(%)ifanyistobe
putinBidInvitationInformationPriceComponentsectiononly.

Concessions to Indian Micro & Small Enterprises (MSEs) Units:As per the provisions (para10) of public Procurement Policy for MSEs order
2012,
MSEs
(Micro
&
Small
Enterprises)
registered
with
DIC/NSIC/KVIC/KVIB/Directorate of Handicraft and Handloom etc. Only
followingconcessionsshallbeapplicableandextendedtotheMSEsi.e.

i)
Tender Document Fee:Initiallybidder(MSEs)havetosubmittenderfee
asmentionedineportalforpurchaseofetenderdocument.However,to
avail exemption facility of tender fee, bidder is required to submit
documentary proof (viz requisite clearance/ license/permit from
statutory Authority) in PQQ Folder (EnvelopeI) in this regard. After
scrutiny of PQQ documents, if the documents related to
concessions/exemptions will be found conformity with eligibility of
tender fee exemption criteria as mentioned in above para (4) then AAI
willinitiaterefundoftenderfeetobidder.

ii)
Exemption of Earnest Money Deposit (EMD):ExemptionforEMDwill
begivenonlythosebidderswhoarefoundeligiblefortenderfeerefund.

However,togetEMDexemptionbidder(MSEs)shallhavetocreateRTGS
challan of the EMD amount but actually not deposit the EMD amount to
bank.Itistheprocedureforetendersubmission/bidopeningforMSEs
bidder, Otherwise bid opening cannot take place and bid shall be
summarilyrejected.

BidsOpeningProcessisasbelow:
Envelope-I: Containing Documents for prequalification bid (uploaded by the
contractors/firms)andscannedcopyofEMD(incaseofbiddersubmittedEMD
intheformofBG)shallbeopenedon27.06.2016 at 1500 Hrs.Theintimation
regardingacceptance/rejectionoftheirbidswillbeintimatedtothecontractors
/firmsthroughetenderingportal.

Envelope-II: Technical bid shall be opened on 08.07.2016 at 1500 Hrs.

IfanyclarificationisneededbyAAIfromthebidderaboutthedeficiencyinhis
uploaded documents in Envelope I and Envelope II, they will be asked to
provide it through collaboration folder in etendering portal. The bidder shall
upload the requisite clarification/documents within specified time of receipt of
such request from AAI, failing which tender will not be considered for the
subsequentstages.

Envelope-III: Financial bids of the contractors/firms found to be meeting

the qualifying requirements and technical criteria shall be opened on
11.07.2016 at 1500 Hrs.

AAI reserves the right to accept or reject any or all applications without
assigninganyreasons.AAIalsoreservestherighttocallofftenderprocessatany
stagewithoutassigninganyreason.

AAIreservetherighttodisallowissueoftenderdocumenttoworkingagencies
whoseperformanceatongoingproject(s)isbelowparandusuallypoorandhas
beenissuedletterofrestrain/Temporary/Permanentdebarbyanydepartment
ofAAI.AAIreservetherighttoverifythecredentialsubmittedbytheagencyat
anystage(beforeoraftertheawardthework).Ifatanystage,anyinformation
/documents submitted by the applicant is found to be incorrect/false or have
some discrepancy which disqualifies the firm then AAI shall take the following
action:

The agency shall be liable for debarment from tendering in AAI, apart
fromanyotherappropriatecontractual/legalaction.

Consortium/JV companies shall not be permitted. No single firm shall be

permittedtosubmittwoseparateapplications.

The Accepting Authority reserves the right to allow the public enterprises
purchasepreferencefacilitiesasadmissibleundertheexistingpolicyonthelast
dateofsubmissionofbid.

If the entity participating in any of the tenders is a private or public limited

company, Partnership firm or proprietary firm and any of the Directors/
Partners/Proprietorofsuchcompanyisalsoadirectorofanyothercompanyor
partner of a concern or a sole proprietor having established business with AAI
andhasoutstandingduespayabletotheAuthority,thenthesaidentityshallnot
beallowedtoparticipateinAAItenders.
