Committees

The Governing Council established five committees to achieve its goals. They are the Better
Business Environment Committee, the Marketing Activities Committee, the Public Relations
Committee, the Quality Enhancement Committee and QTSA SME Development Fund Project
Committee. These committees spearhead all the Associations activities and directions.

Objective

To collaborate with the Government and other relevant parties in


order to further the business interests of the QTSA members.

Coordinating with the Government and other trade associations,


arranging visits and communication meetings with members,
organizing an annual gathering of members, and conducting
public relations exercise with the media.

To advocate best practices, set directions and identify the way


forward for the QTSA training activities that raise the quality of its
members services.

Activities

Sharing experience with elite members of the business community,


organizing topical and industry-focused seminars, conducting
intensive training programmes, such as workshops and language
skills training, and co-operating with universities to offer certificate
and diploma courses.

The number of visitors has reached new heights in recent years. The total

restaurant receipts have increased by 3.6% and 3.7% respectively in the

first two quarters of this year. However, total retail sales for the first seven

has softened. Tourism has a strong impact on Hong Kongs economy

and is closely related to the retail, catering and accommodation sectors.

The QTSA will continue to explore more business opportunities to help to

improve our members competitiveness.

Improving Quality for Service Excellence

Since its establishment in 2003, the QTSA has become one of the leading
trade associations in Hong Kong with support from the industry and our

members. As of March 2014, we have over 1,300 member merchants from

the retail, restaurant and other service provider categories, covering more

than 8,000 outlets.

The QTSA regularly organises various activities and events, providing


seminars and training courses, industry exchanges and promotional

platforms, to help promote quality tourism services. These activities enable

our members to expand their networks and improve service quality, creating

more business opportunities as a result. The Sharing of Business Elites is

one of the most anticipated QTSA events that provides a platform for top

business leaders to share their success stories and the best practices.

Promoting a Quality Image to the World

As Hong Kong is a world-class city, the QTSA has worked closely with the

Hong Kong Tourism Board by participating in a number of international

events to promote the Quality Tourism Services Scheme and gain more

exposure. For example, the QTSA participated in the International Chinese

New Year Night Parade organised by the HKTB for the fifth consecutive

year and teamed up with nine quality merchants to present a glittering

float with the theme Sharing Quality Brands Carnival for the enjoyment of

both local citizens and tourists. To further raise the QTSAs reputation and

influence internationally, we also sponsored the Quality Tourism Services

Association International Mixed Grand Championship of the Dragon Boat

Carnival. These events received extensive international media coverage

which has significantly promoted the QTS Scheme and QTSAs image

worldwide.

To recognise the outstanding performance of top accredited merchants,

as well as the valuable contribution of the frontline staff of the tourism

industry, the HKTB organised the 10-year QTS Merchant Recognition

and Outstanding QTS Merchant Services Staff Award and the awards

presentation ceremony was held at the QTSA Annual Dinner. In addition,

to promote the QTS-accredited shops and restaurants globally, we

launched the 2014 Most Popular QTS Merchant Award (Online Voting),

breaking geographical boundaries and reaching netizens around the world

successfully.


Enhancement through Converging Partners

The QTSA has been working closely with both the Government and

industry. We do not only actively express to the Government the views

keep our members abreast of the most updated information. In May and

July 2013, we held briefing sessions on the Trade Description (Unfair

Trade Practices) (Amendment) Ordinance 2012. Moreover, we produced

five promotional videos regarding the Amendment Ordinance to raise

members awareness. In January 2014, we co-organised the Prevention


of Counterfeit Banknotes seminar again with the Hong Kong Monetary

Authority and Commercial Crime Bureau of Hong Kong Police Force.

The QTSA always strives to strengthen relationship with media and keep

the public informed of the QTS Scheme, the QTSA and its members. We

have met with a number of media organisations to promote quality tourism


services through various channels.

Looking ahead, competition in the tourism industry will become increasingly

intense. The QTSA will continue to adhere to our principles of performing

our role diligently to drive industry growth and to utilise the strengths of

our members and partners to set higher benchmarks for quality products,

services, credibility and environment. With these quality offerings, we will


be able to reinforce Hong Kongs reputation as Asias World Travel City.

The QTSA Annual Dinner 2013 cum Quality Tourism Services
(QTS) Merchants & Service Staff Awards Presentation Ceremony
was held successfully on 9 October 2013 at the Convention Hall,
Hong Kong Convention and Exhibition Centre. Co-organised
with the Hong Kong Tourism Board, the annual dinner was well
attended by our guests, members and business elites. Mr Gregory
So Kam-leung, GBS, JP, Secretary for Commerce and Economic
Development; Mr Guo Hengbin, Deputy Director-General,
Coordination Department of the Liaison Office of the Central
Peoples Government in the HKSAR, and Mr Philip Yung, JP,
Commissioner for Tourism were invited to be the officiating guests.

during the ceremony. It was truly a special evening for all present
and the Annual Dinner concluded in a celebratory atmosphere.

Annual General Meeting

The QTSA Annual General Meeting is an exchange platform


for our members and other merchants working in the tourism
industry. The 2013 Annual General Meeting was held at the Mira
Hong Kong on 16 December 2013. The QTSA invited Hong Kong
Tourism Board Chairman, Dr Peter Lam and Commissioner for
Tourism, Mr Philip Yung, JP as the special guests of honour and
to make speeches at the Meeting. The new Governing Council
will focus on achieving the Associations vision and mission during
its term of service.

Raise Industrys Awareness by Video Shot

With the aim to create a better business environment and


promote members awareness of the fair trading section of
the Amendment Ordinance and to encourage greater vigilance
to prevent identified prohibited acts. The QTSA has produced
video clips for the Trade Descriptions (Unfair Trade Practices)
(Amendment) Ordinance 2012. Mr Chan Chi-keung, Head of
Trade Controls, Customs and Excise Department, Mr Tommy Li,

Member Visit

The QTSA encourages interaction between the Governing


Council and members. Member visits are great opportunities
for the Council to listen the feedback from members. Regular
member visits help to promote interaction between the QTSA and
its members so that the QTSA can gain a better understanding of
members needs.

Meeting with HKTB Chairman

As a strategic partner of the Hong Kong Tourism Board, the QTSA


always strives to strengthen communication and co-operation
with the HKTB. Therefore, the QTSA met with Dr Peter Lam, HKTB
Chairman in order to help building an interactive and effective
communication platform for enhancing and strengthening the
partnership between the QTSA and HKTB.

Promoting a Quality Image to the World

To enhance the image of the Quality Tourism Services Scheme and accredited merchants, the QTSA has been working with the
Hong Kong Tourism Board on several promotional projects. The QTSA has held a number of mega events and created various
platforms to reach out the potential consumers.

Hong Kong Dragon Boat Carnival

The QTSA sponsored the Hong Kong International Race the


Quality Tourism Services Association International Mixed Grand
Championship, at the 38th Hong Kong Dragon Boat Carnival,
which was held from 21 to 23 June and took place at Tsim Sha
Tsui East. The QTSA also had a booth at the carnival to raise local
and visitor awareness of the QTSA, the QTS Scheme and the
merchants who sponsored this event.

International Chinese New Year Night Parade

The first day of the Year of the Horse coincided with the worldfamous night parade in Tsim Sha Tsui. The QTSA again made
an appearance at the Parade for the fifth consecutive year. The
Association teamed up with nine quality merchants to create a
glittering float in order to promote the services of the Association
in Asias World City and the spirit of quality services.

2014 Most Popular QTS Merchant Award (Online Voting)

To raise public awareness of the QTSA, Quality Tourism Services
Scheme and participating merchants, the QTSA organised a tenday 2014 Most Popular QTS Merchant Award (Online Voting)
in late March to early April. Over 150 QTS-accredited merchants
stood for the online voting, and the response was enthusiastic.

Mainland Chinese Visitor Golden Promotion Package

Since October 2010, the QTSA has published a seasonal


shopping and dining supplement to attract high-spending
Mainland visitors. A preferential rate is offered to QTSA member
merchants for featuring their quality services and products in an
advertorial format in the Hong Kong Guide, a simplified Chinese
leisure magazine for Mainland visitors which is distributed at the
Lo Wu Joint Inspection Terminal, customer services counters in
83 designated MTR stations, 3 to 5-star hotels, etc. This highly
effective promotional platform is always well supported by our
members and welcomed by visitors.

To help consolidate the advantages of the retail and restaurant industrys professionalism and knowledge of international markets,
the QTSA organises many diverse training programmes to address the needs of the industry and characteristics of members.

Sharing of Business Elites 2013


2013
Sharing of Business Elites was launched in 2004 and has
received a tremendous response from our members. It serves
as a platform to enhance communication amongst businesses
within the services industry and facilitate learning through valuable
experience sharing.
Value Management, Winning Creativity was the theme of
Sharing of Business Elites 2013. Speakers shared their
successful experiences in creativity with the participants.

Customer Service English for Retail/ Restaurant

Every year, there are millions of people, from all over the world,
that come to Hong Kong. To raise the level of English spoken by
retail and restaurant staff, the QTSA held a Customer Service
English for Retail/ Restaurant Course.

Customer Service Putonghua for Retail / Restaurant

Mainland Chinese visitors continue to be the main driving force
behind the growth of Hong Kongs tourism industry. To improve
the training of service staff targeting Mainland visitors, a Customer
Service Putonghua course for Retail/ Restaurants staff was tailormade by the QTSA.

Certificate in Corporate Training Professional

With the aim to provide an effective platform for management,


trainers and leaders to gain a thorough understanding of corporate
training, the QTSA organised the Certificate in Corporate Training
Professional, presented by professional training consultants in
order to enhance participants knowledge on corporate training.
The topics were tailor-made for management and staff who are
at trainer level.

Professional Certificate in Quality Service Practice and Professional


Diploma in Quality Service Management

Jointly developed by the QTSA and Li Ka Shing Institute of


Professional and Continuing Education (LiPACE) of the Open
University of Hong Kong, the programme provides an opportunity
for sustainability development towards professionalism. Quality
service concepts, customer relationship management, service
quality management and talent management are the topics
covered by the programme.

Customer Service Languages for Retail / Catering Mobile Apps

To increase the reach of our training programmes, the QTSA


has launched a series of self-learning foreign language apps Customer Service Putonghua for Retail / Catering Apps and
Customer Service English for Retail / Catering Apps. These
self-learning tools will help break the language barrier between
practitioners and visitors, and strengthen the industrys overall
foreign language competency.

An audit involves performing procedures to obtain audit evidence about the amounts
and disclosures in the financial statements. The procedures selected depend on the
auditors judgement, including the assessment of the risks of material misstatement
of the financial statements, whether due to fraud or error. In making those risk
assessments, the auditor considers internal control relevant to the Associations
preparation of the financial statements that give a true and fair view in order to design
audit procedures that are appropriate in the circumstances, but not for the purpose
of expressing an opinion on the effectiveness of the Associations internal control.
An audit also includes evaluating the appropriateness of accounting policies used
and the reasonableness of accounting estimates made by the Council members, as
well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to
provide a basis for our audit opinion.

In our opinion the financial statements give a true and fair view of the state of affairs
of the Association as at 31 March 2014 and of its surplus and cash flows for the

CORPORATE INFORMATION
Association of Better Business & Tourism Services is incorporated under the Companies Ordinance as a company limited by
guarantee not exceeding an amount of HK$10 for each member. The Associations registered office is located at 11th Floor,
Citicorp Centre, 18 Whitfield Road, North Point, Hong Kong. The principal activity of the Association is promotion of the
retailing and tourism business sectors in Hong Kong.
1. PRINCIPAL ACCOUNTING POLICIES
Basis of preparation
These financial statements have been prepared in accordance with Hong Kong Financial Reporting Standards (HKFRSs),
which collective term includes all applicable individual Hong Kong Financial Reporting Standards, Hong Kong Accounting
Standards (HKASs) and Interpretations issued by the Hong Kong Institute of Certified Public Accountants (HKICPA),
accounting principles generally accepted in Hong Kong and the Hong Kong Companies Ordinance.
These financial statements have been prepared on a basis consistent with the accounting policies adopted in the 2013
financial statements. The adoption of the new / revised HKFRSs that are relevant to the Association and effective from the
current year has had no significant effects on the results and financial position of the Association for the current and prior
years. A summary of the principal accounting policies adopted by the Association is set out below.
Changes in accounting policies
Amendments to HKAS 1: Presentation of items of other comprehensive income
The amendments to HKAS 1 require entities to group together items within other comprehensive income that will not be
reclassified to profit or loss separately from items that may be reclassified subsequently to profit or loss if certain conditions
are met. Other than the presentation changes, the application of the amendments does not have an impact on the amounts
recognised.
Furthermore, these amendments change the title for the statement of comprehensive income to the statement of profit or
loss and other comprehensive income. However, HKAS 1 retains the option to use titles for the statement other than those
used in HKAS 1. The Association continues to use the statement of comprehensive income instead of the statement of
profit or loss and other comprehensive income.
Basis of measurement
The measurement basis used in the preparation of these financial statements is historical cost.
Property, plant and equipment
Property, plant and equipment are stated at cost less accumulated depreciation and impairment losses. The cost of an item
of property, plant and equipment comprises its purchase price and any directly attributable costs of bringing the asset to its
working condition and location for its intended use. Repair and maintenance expenses are charged to profit or loss during
the year in which they are incurred.
Depreciation is provided to write off the cost less accumulated impairment losses of property, plant and equipment over their
estimated useful lives from the date on which they are available for use and after taking into account their estimated residual
values, and is fully depreciated in the year of acquisition. Where parts of an item of property, plant and equipment have different
useful lives, the cost or valuation of the item is allocated on a reasonable basis and depreciated separately.
Financial instruments
Recognition and derecognition
Financial assets and financial liabilities are recognised when and only when the Association becomes a party to the contractual
provisions of the instruments and on a trade date basis.
A financial asset is derecognised when and only when (i) the Associations contractual rights to future cash flows from the
financial asset expire or (ii) the Association transfers the financial asset and either (a) the Association transfers substantially all the
risks and rewards of ownership of the financial asset, or (b) the Association neither transfers nor retains substantially all the risks
and rewards of ownership of the financial asset but it does not retain control of the financial asset.
A financial liability is derecognised when and only when the liability is extinguished, that is, when the obligation specified in the
relevant contract is discharged, cancelled or expires.

Classification and measurement


Financial assets or financial liabilities are initially recognised at their fair value plus, in the case of financial assets or financial
liabilities not carried at fair value through profit or loss, transaction costs that are directly attributable to the acquisition or issue
of the financial assets or financial liabilities.
1) Loans and receivables
Loans and receivables including cash and bank balances and accounts and other receivables are non-derivative financial assets with
fixed or determinable payments that are not quoted in an active market and are not held for trading. They are measured at amortised
cost using the effective interest method, except where receivables are interest-free loans and without any fixed repayment term or
the effect of discounting would be insignificant. In such case, the receivables are stated at cost less impairment loss. Amortised cost
is calculated by taking into account any discount or premium on acquisition over the period to maturity. Gains and losses arising from
derecognition, impairment or through the amortisation process are recognised in profit or loss.
2) Financial liabilities
The Associations financial liabilities include account and other payables and receipt in advance. All financial liabilities except for
derivatives are recognised initially at their fair value and subsequently measured at amortised cost, using the effective interest
method, unless the effect of discounting would be insignificant, in which case they are stated at cost.
Impairment of financial assets
At the end of each reporting period, the Association assesses whether there is objective evidence that financial assets are
impaired. The impairment loss of financial assets carried at amortised cost is measured as the difference between the assets
carrying amount and the present value of estimated future cash flow discounted at the financial assets original effective
interest rate. Such impairment loss is reversed in subsequent periods through profit or loss when an increase in the assets
recoverable amount can be related objectively to an event occurring after the impairment was recognised, subject to a
restriction that the carrying amount of the asset at the date the impairment is reversed does not exceed what the amortised
cost would have been had the impairment not been recognised.
Cash equivalents
For the purpose of the statement of cash flows, cash equivalents represent short-term highly liquid investments which are
readily convertible into known amounts of cash and which are subject to an insignificant risk of changes in value.
Revenue recognition
Revenue is recognised when it is probable that the economic benefits will flow to the Association and when the revenue and
costs, if applicable, can be measured reliably and on the following bases:
Membership fees are recognised on a time proportion basis.
Funds from the Hong Kong Tourism Board are accounted for on the accrual basis.
Interest income from financial assets is accrued on a time basis; by referencing to the principal outstanding and at the
effective interest rate applicable.

Taxation
The charge for current income tax is based on the results for the year as adjusted for items that are non-assessable or disallowed. It is
calculated using tax rates that have been enacted or substantively enacted by the end of the reporting period.

Deferred tax is provided, using the liability method, on all temporary differences at the end of the reporting period between the
tax bases of assets and liabilities and their carrying amounts in the financial statements. However, any deferred tax arises from

initial recognition of goodwill; or other asset or liability in a transaction other than a business combination that at the time of the

transaction affects neither the accounting profit nor taxable profit or loss is not recognised.

The deferred tax liabilities and assets are measured at the tax rates that are expected to apply to the period when the asset is

recovered or the liability is settled, based on tax rates and tax laws that have been enacted or substantively enacted at the end
of the reporting period.

Deferred tax assets are recognised to the extent that it is probable that future taxable profit will be available against which the
deductible temporary differences, tax losses and credits can be utilised.
Employee benefits
Short-term employee benefits
Salaries, annual bonuses, paid annual leave, contributions to defined contribution retirement plans and the cost of non-monetary
benefits are accrued in the year in which the associated services are rendered by employees. Where payment or settlement is
deferred and the effect would be material, these amounts are stated at their present values.

Defined contribution plan


The obligations for contributions to a defined contribution retirement scheme are recognised as an expense in profit or loss as
incurred. The assets of the scheme are held separately from those of the Association in an independently administered fund.
Related parties
A related party is a person or entity that is related to the Association.
(a) A person or a close member of that persons family is related to the Association if that person:
(i) has control or joint control over the Association;
(ii) has significant influence over the Association; or
(iii) is a member of the key management personnel of the Association.
(b) An entity is related to the Association if any of the following conditions applies:
(i) The entity and the Association are members of the same group (which means that each parent, subsidiary and
fellow subsidiary is related to the others).
(ii) One entity is an associate or joint venture of the other entity (or an associate or joint venture of a member of a
group of which the other entity is a member).
(iii) Both entities are joint ventures of the same third party.
(iv) One entity is a joint venture of a third entity and the other entity is an associate of the third entity.
(v) The entity is a post-employment benefit plan for the benefit of employees of either the Association or an entity
related to the Association. If the Association is itself such a plan, the sponsoring employers are also related to
the Association.
(vi) The entity is controlled or jointly controlled by a person identified in (a).
(vii) A person identified in (a)(i) has significant influence over the entity or is a member of the key management
personnel of the entity (or of a parent of the entity).
Close members of the family of a person are those family members who may be expected to influence, or be influenced by,
that person in their dealings with the entity and include:
(a) that persons children and spouse or domestic partner;
(b) children of that persons spouse or domestic partner; and
(c) dependants of that person or that persons spouse or domestic partner.
In the definition of a related party, an associate includes subsidiaries of the associate and a joint venture includes subsidiaries
of the joint venture.
Future changes in HKFRSs
At the date of authorisation of these financial statements, the HKICPA has issued a number of new / revised HKFRSs that are
not yet effective for current year, which the Association has not early adopted. The Council members do not anticipate that the
adoption of these HKFRSs in the future periods will have any material impact on the results of the Association.

7. MEMBERSHIP FEES RECEIVED IN ADVANCE


Annual membership fees are collected every January and recognised in profit or loss over a 12 months period to December. The amount represents unearned portion of
fees received at the end of the reporting period.

8. DEFERRED TAXATION
The Association has not recognised deferred tax asset in respect of deductible temporary difference of HK$6,453 (2013: HK$6,579).
The deductible temporary differences have no expiry date under current tax legislation. Deferred tax asset has not been recognised because it is not probable that future
taxable profit may be available against which the Association can utilise the benefits therefrom.

10. RELATED PARTY TRANSACTIONS


In addition to transactions / information disclosed elsewhere in these financial statements, during the year, the Association rendered services to a related party, Hong Kong

11. Financial Risk management
The Associations principal financial instruments comprise of cash and bank balances, accounts receivable, accrued expenses and accounts payable, which arise directly
from its business activities. The main purpose of these financial instruments is to raise and maintain finance for the Associations operations. The Association is not subject to
any liquidity risk nor credit risk as it has sufficient accumulated funds to run its operation and its membership fee or training activities fee are mostly received in advance.

Funds management
The objective of the Associations fund management is to safeguard the Associations ability to continue as a going concern. No changes were made in the objectives,
policies or processes during the years ended 31 March 2014 and 2013.

Quality Tourism
Services Scheme

As part of its on-going efforts to elevate service standards in Hong


Kongs tourism industry, the Hong Kong Tourism Board (HKTB)
has established a Quality Tourism Services (QTS) Scheme.
Officially launched in 1999, the QTS Scheme is a service
certification programme whereby retailers, restaurants, and visitor
accommodation providing quality tourism services, that having
fulfilled a prescribed set of assessment criteria, will be certified as
QTS merchants under the Scheme.
QTS Merchant is entitled to display the Quality Tourism Services
decal as an identification of its QTS status and recognition of its
pledge for provision of quality services to customers.
