About Educational Consulting Services Corp.

Versions 1.0, 2.0 and 3.0 of this Workbook were presented to Carleton University in April 2016. These
submissions were reviewed by the Student Commons Building Steering Committee, the Office of VicePresident Student & Enrolment and the Universitys Facilities Management & Planning Department.
Each provided feedback and requests for adjustments that have been incorporated in this updated
document Workbook Version 4.0

ECS was established in 1973 and specializes in facilities planning for the post-secondary education
sector. ECSs range of services includes space utilization and allocation assessments, functional
programming, space requirement analyses and master planning.

Planned Student Commons Building at Carleton University


Carleton University commissioned Educational Consulting Services Corp. (ECS) in January 2016 to
develop a functional space program (FSP) for a proposed Student Commons Building at its main
campus in Ottawa.
Developing the FSP is the first step in evaluating the feasibility and the value of adding this important
building to Carletons main campus. The new Student Commons Building will refresh, augment and
introduce student life and student services amenities to expand and enhance those currently found in the
existing University Centre Building.

ECS has extensive experience in developing functional space programs for new buildings, including
many projects focused on student services, social and public facilities. ECS has completed many
utilization and space planning studies for Carleton University over the past 15 years.

Purpose of the Functional Space Program


The development of the Student Commons Building FSP is the first in a series of upcoming planning
steps and decision points that must occur before the University and its partners (CUSA, GSA and maybe
others) commit to the funding and construction of this facility.
FSPs typically list, describe and quantify the types of spaces that must be included in a new building.

The major occupants of the Student Commons will be the Carleton University Student Association
(CUSA), the Graduate Student Association (GSA) and a variety of University services focusing on student
wellness, learner success and student life, many of them attached to the Office of the Vice-President for
Students and Enrolment (OVPSE).

However, in this particular instance, the FSP aims to describe both the spaces that should be
incorporated in the proposed Student Commons Building, and the services and functions that could or
should remain in the existing University Centre if the two facilities were linked in some manner (yet to be
defined and outside the scope of ECSs assignment).

It is expected that all services and functions will be arrayed around significant common spaces that
positively contribute to campus life and to student campus experience. Thus the proposed Student
Commons Building, assuming the right location and the right combination of functions, has the
potential to become a landmark welcome and place-making building addition to Carletons
campus.

The purpose of this first iteration of the Student Commons Building FSP therefore aims to facilitate and
define upcoming feasibility, affordability and risk decisions by the University, CUSA and GSA regarding
the project as a whole as well as some of its specific elements. The points listed below illustrate how this
initial version of the FSP outlined in this submission can be used to validate the feasibility, and refine
and improve the Student Commons Building project:

The FSP outlined in this submission describes space requirement estimates based on the vision and
the objectives expressed by the future occupants of the facilities. Area requirements, in turn, can be
used as the basis for the development of high-level construction cost estimates in a way that is then
apportioned to the various parties expected to contribute funds for the building (i.e. the University,
CUSA, GSA, etc.).

The FSP outlined in this submission describes the square footage of the Student Commons which
can be used to inform the evaluation of potential construction sites linked to the University Centre.

The FSP outlined in this submission identifies new functions and services that may need to be
subsequently validated under the lens, for example, of a business plan or under the lens of a
campus-wide demand analysis for certain types of services. The FSP might be subsequently revised
on the basis of such evaluation.

The FSP outlined in this submission identifies amenities and services on a priority basis.

Note to Readers

All FSP space allocations outlined in this submission have been categorized on a priority basis.
Some FSP allocations have been designated as must be included in the new Student Commons. On
the other hand, some FSP allocations have been designated as nice to have in the new building.
Similarly, the FSP identifies services and functions that could remain in the University Centre, albeit in
spaces that have been extensively renovated and upgraded. And, finally, the FSP also describes space
allocations that could or should stay more or less as is in the University Centre or anywhere else on
campus.
The priority levels embedded in the structure of the FSP should enable the initiatives primary
stakeholders (OVPSE, CUSA and GSA) to develop, in due course, any number of space planning and
financing scenarios for the proposed Student Commons Building. Case in point, Must Have space
allocations in the proposed Student Commons Building have different financial implications as
compared to Nice to Have space allocations.
The exact definition of priority levels used by ECS are further discussed below.
This first iteration of the FSP is structured in such a way that 1st Priority Level and 2nd Priority Level
space allocations have been assumed to be in the Student Commons Building. As a result of this
assumption, the size of the Student Commons Building is estimated at 94,911 gross square feet (GSF).
In this iteration, the FSP is structured in such a way that 3rd Priority Level and 4th Priority Level
allocations are assumed to be located in the University Centre.
These above assumptions will likely change over time on a case-by-case basis depending on the
outcome of the feasibility analyses to be carried out by the projects proponents. Ultimately, a final and
definitive version of the FSP for the new Student Commons Building will be adopted on the basis of
adjustments to this initial version reflecting the fiscal and risk tolerance of the parties that will fund the
construction of the Student Commons Building.

Definition of Priority Levels


1st Priority Level
The function or the service must be located in the Student Commons Building in order to achieve or
improve the following:

the overall campus experience for students;


a welcoming and befitting image for this key building that could potentially be the main gateway
to the rest of the campus; and,
improved visibility, access and integration of key student-focused services provided by CUSA,
GSA and OVPSE.

2nd Priority Level


The function or the service should be located in the Student Commons Building for the same 1st Priority
Level reasons listed above. If locating a specific function or the service in the Student Commons
Building is not achievable, that function or service must be given a 3rd Priority Level.

3rd Priority Level


The function or the service will be located in a prominent and renovated location within the University
Centre Building.

4th Priority Level


The function or the service will remain in the space(s) it currently occupies in the University Centre
Building, either in renovated space or as is.

5th Priority Level


The function or the service could be relocated elsewhere on campus to an appropriate space and
location. There is no requirement or advantage to locate the function or the service in either the Student
Commons Building or the University Centre Building.

ECS suggests that the Steering Committee consider and answer the following questions when reviewing
the FSP and providing feedback:

Does the FSP include all the services and functions (existing or new) that should be considered in the
planning of the Student Commons Building in conjunction with the renovation of the University
Centre? In other words, is anything missing?

Does the FSP place services and functions in the right location (i.e. Student Commons Building vs.
University Centre) and are they assigned the right priority levels?

Do the square footage estimates for the Student Commons Building broadly fall within acceptable
limits when considering capital costs and the share of these costs each party (CUSA, GSA and the
University) will assume?

Section 2 Functional Space Program

Summary of FSP Allocations for the Proposed Student Commons Building

The Student Commons Building FSP outlined in this section presents building area requirements either
in net assignable square feet or in gross space feet. These two different measurements of building
spaces are explained below:

Table 2-1 below summarizes this fourth iteration of the Student Commons Building FSP. The summary
lists the groups that would own, operate or use the new building and the areas they would occupy. The
figures are shown in gross square feet (GSF). The user groups are:

Assignable Space Assignable space is defined as the area allocated to users, functions or services
such as administrative offices, study spaces and retail spaces. Assignable space is measured to the
inside faces of the surfaces (generally walls) that form the perimeter of a room or area allocated to
that use. This area is typically referred to as net assignable square feet (NASF).
The portion of assignable space found in a typical Canadian university facility will range between
50% and 70% of that buildings total area.

Table 2-1 further distinguishes the estimated GSF requirements and separates 1st Priority Level needs
from 2nd Priority Level needs, this as per the definitions outlined on page 1-2.

Non-Assignable or Building Service Space Non-assignable spaces include building hallways,


washrooms, mechanical rooms, stairwells, wall thicknesses, etc. These spaces are essential to the
safe and comfortable utilization of a facility but generally do not directly support the activities and
functions that are located within it.

1st Priority Level needs are estimated at 72,691 GSF (columns F1 + F2). These are functions and
services that must be located in the proposed Student Commons Building. In other words, 72,691GSF
is the minimum size the Student Commons Building could have.

The portion of non-assignable space found in a typical Canadian university facility will range
between 30% and 50% of that buildings total area.

2nd Priority Level functions and services add up to 3,656 GSF (columns G1 + G2). These are
functions and services that would be nice to have in the Student Commons.

Gross Building Space The sum of the assignable and non-assignable areas of a building is
referred to as gross space, commonly expressed as gross square feet (GSF).

Therefore, in this fourth iteration of the FSP, the total size of the proposed Student Commons Building is
estimated at 76,347 GSF (Column H).

The sum of the percentages calculated for assignable spaces and non-assignable spaces of a
building or of a campus is always 100%.

It is important to note that this fourth iteration of the FSP proposes an additional 51,487 GSF allocated
to new or expanded services or functions not currently available on campus (columns F2 + G2).

ECS used the NASF figures of the FSP for the New Student Commons to estimate its GSF area. This
was done by multiplying most of the NASF figures by a 1.66 factor. This yields a ratio of 60% net
assignable space and 40% building services space. For the central agora space described in the
FSP, ECS used a multiplier of 1.25 yielding a ratio of 80% net assignable space and 20% building
services space. In ECSs experience, agora spaces already incorporate their own building circulation
spaces. This warrants a different and more efficient multiplier.

It is also important to note that this fourth iteration of the FSP relocates 23,060 GSF from the University
Centre to the Student Commons Building (columns F1 + G1). It follows that the same amount of
space will become vacant in the University Centre. The vacated space in the University Centre may, in
turn, be used to reconfigure, refresh, and expand existing functions and services, or introduce new ones
for CUSA, GSA or OVPSE.

High-level building cost estimates for a new building are usually calculated on the basis of GSF figures.
Such figures consider all the elements of the facility that must be built and they will therefore be
particularly relevant when looking at budgets for the new Student Commons Building.
NASF area figures are more relevant when looking at the allocation of space in an existing building
such as the University Centre, where the areas allocated to building services (corridor, stairs,
mechanical rooms) are unlikely to change even when renovated. What will change though, through a
sequence of renovations and reallocation of spaces, are the net assignable areas of the University
Centre.

A Note on Net Assignable Areas and Gross Building Areas

Table 2-2 below repeats the information of Table 2-1 but states the area figures in net assignable
square feet - NASF. This table also provides information regarding the functional groups that make up
the allocation (column B).
1st Priority Level needs are estimated at 47,174 (columns F1 + F2). These are functions and services
that must be located in the proposed Student Commons Building.
2nd Priority Level functions and services add up to 2,202 NSAF (columns G1 + G2). These are
functions and services that would be nice to have in the Student Commons.
Therefore, in this fourth iteration of the FSP the total size of the proposed Student Commons Building is
estimated at 49,376 NASF (Column H).

Summary of Allocations in the Existing University Centre

The FSP proposes in this fourth iteration that 19,927 NASF of space (columns J1+J2) be renovated
and upgraded within the University Centre to accommodate 3rd Priority Level functions and services in
prominent locations within the building.
The manner by which 4th and 5th priority level functions and services totaling 74,747 NASF (columns K1
to L) are accommodated in the University Centre is less prescriptive. The spaces could remain as is,
be renovated in their current location or be expanded in their current location or elsewhere within the
building. The exact plans for these spaces will, in great part, be dictated by a detailed renovation
program of the University Centre that considers the condition of the facility, priorities, sequencing,
budgets and how this building might be connected to the new Student Commons Building.

Section 3 Functional Space Program Notes

Note 4

This section provides short explanatory notes on the NASF space allocations outlined in the Student
Commons Building and University Centre FSP presented in Section 2 of this document.

Spaces described in Note 4 were removed from the FSP between its various iterations. The following
notes were not re-numbered for continuity purposes between iterations of the Workbook.

CUSA Space Allocations

Note 5

Note 1

The CUSA Media category captures both The Charlatan student newspaper and the CKCU radio station
currently accommodated on Level 5 of the University Centre. The FSP shows the two groups to remain
in place on Level 5 of the University Centre.

CUSA Administrative Offices

CUSA will relocate its suite of administrative offices to the Student Commons Building. These currently
total 3,765 NASF. The FSP indicates another 400 NASF allocation for an additional small meeting
room in addition to the one now located on Level 5 of the University Centre and a large one that would
be shared with GSA (see note 12).

Note 2

CUSA Services and Centres

CUSA services and centres are currently located on different levels in the University Centre as well as
other campus locations. Most lack visibility and a few are accommodated in salvaged spaces that are
not very functional nor correctly sized.

CUSA Media

Notes 6 CUSA Prayer Room


The Prayer Room is to remain in its current locations on Level 2 of the University Centre.

Notes 7 CUSA Multi-Faith Room


The Multi-Faith Room is to be relocated and expanded by an additional 1,000 NASF in the Student
Commons.

The FSP provisionally allocates 5,137 NASF to accommodate CUSAs services and centres, of which
1,500 NASF is additional space. Representatives of the services and centres consulted agreed with
ECSs concept of relocating them in the Student Commons Building in an environment where they
would be operating side-by-side along a main circulation corridor, somewhat akin to a succession of
boutiques in a mall.

Note 8

There are currently eight service and centre groups working under CUSA. The space allocation allows
for an increase to eleven, assuming each group occupies, on average, 500 NASF.

The above space allocations are provisional and do not consider their financial feasibility and risks.

Note 3

CUSA Clubs & Societies

CUSA oversees the operations of over 200 student clubs and societies at Carleton University but offers
very little space (507 NASF) for them to stage regular meetings and functions.
The FSP provisionally allocates an additional 4,600 NASF for use by clubs and societies, mostly in the
form of 10 to 15 bookable small to medium-size meeting rooms that would be shared among all of
them.

CUSA Leased Space

CUSA currently leases 1,014 NASF to OPIRG and a photography studio. CUSA representatives
indicated to ECS they wish to continue with these lease revenues and possibly have more. Accordingly,
the FSP describes an additional 1,000 NASF of leasable space.

Note 9

CUSA Food and Retail

CUSA operates a coffee shop (Roosters), a restaurant and pub (Olivers) and a convenience store
(Henrys) in the University Centre.
CUSA indicated that it would welcome additional space for the Kitchen and shipping and receiving area
of Olivers. The FSP carries this request with a 600 NASF provisional allocation.

4,000 NASF of bookable meeting room space is allocated as 1st Priority Level in the Student Commons
Building. Another 600 NASF is allocated as caged storage space for the clubs that own bulky
equipment (such as outdoors activity clubs).

Introduction

OVPSE Space Allocations

CUSA requires maintenance and storage facilities as part of its day to day operations. It currently
occupies 2,197 NASF in the University Centre using a variety of purposely designed and salvaged
spaces. Ultimately all this logistics space would benefit from rationalization and consolidation in a
single and large area on a lower level of the University Centre and with good access to the Student
Commons.

Note 11 CUSA Galleria Event Space

The FSP proposes no change in how CUSA currently uses its Galleria space on Level 4 of the University
Centre.

CUSA / GSA Shared Space Allocations


Note 12 CUSA / GSA Shared
Both CUSA and GSA have indicated an interest to have, on a shared basis, a large boardroom meeting
space that could hold between 30 and 40 participants at a large conference-style table and another 20
to 30 participants on the perimeter of the room. The space should be divisible into smaller rooms.
This room will replace the Senate Boardroom used from time to time in the Robertson Building.

GSA Space Allocations


Note 13 GSA Administrative Offices and Student Lounge
GSA indicated to ECS that the quantity of space it currently occupies is appropriate, except for the need
for larger-capacity meeting facilities as indicated in Note 12. However, the location of the GSA
facilities on Level 6 of the University Centre is deemed inappropriate. The FSP addresses this by
proposing the relocation of the GSA facilities to the Student Commons Building as a 1st Priority Level.
As a place-holder allocation, ECS has included an additional 1,000 NASF for the Graduate Student
Lounge in anticipation of the expected increase in the graduate student population at Carleton
University in future.

Note 14 GSA Food and Retail


GSA operates Mikes, a pub-style restaurant on Level 2 of the University Centre. GSA indicated that the
kitchen space for this venue was insufficient. A 600 NASF additional allocation is identified in the FSP
to expand the kitchen. This assumes that Mikes will remain in situ in the University Centre (4th Priority
Level), which in turn suggests that the 600 NASF space will have to be found in an area contiguous to
Mikes kitchen facilities.

The Office of the Vice-President Student and Enrolment has indicated to ECS that it would like to see the
following service groups in the Student Commons. ECS has assigned 1st Priority Level to these groups
and carried their current NASF allocation figures in FSP:

Note 16 Paul Menton Centre


The Paul Menton Centre provides learner support and accessibility services to students with special
needs. The Centre occupies spaces on three levels of the University Centre, all of them poorly visible,
poorly accessible or poorly configured. Carleton University is particularly interested in consolidating
and rationalizing the Paul Menton Centre in a single location somewhere in the University Centre in an
appropriate (accessible, visible and sized) location befitting this important service. At this time the FSP
carries a space allocation equivalent to that currently occupied by the Paul Menton Centre.
It was also indicated to ECS that CUSAs Carleton Disability Awareness Centre CDAC should also
be located nearby. This is reflected in the FSP.

Note 17 Galleria Event Space


No changes are proposed in the FSP to the Galleria event space controlled by the University, with the
caveat that the monitoring of the space by Info Carleton staff will no longer be possible if that group
relocates to the Student Commons.

Note 18 Scheduling and Examination Services


The Scheduling and Examination Services group was assigned a 5th Priority Level in the FSP. This means
this service could be relocated anywhere appropriate on campus. Doing so would vacate 1,971 NASF
on Level 5 of the University Centre.

Note 10 CUSA Facilities and Operations

ECS has categorized certain FSP space allocations as to be determined (TBD) in terms of which party
or combination of parties will be the owner / operator / user of the facilities included in this group.

Note 22 Classrooms

Note 19 Assembly / Event Space Agora


The FSP envisages a large open 3,000 NASF atrium-like Agora space at the centre of the Student
Commons around which the remainder of the building is organized. The atriums floor space itself will
be used for a variety of functions (in a manner that echoes what is currently done in the Galleria), but in
an environment that is better suited for events and presentations in terms of sight lines, sound, etc. For
example, a small permanent stage area is included in the FSP (400 NASF). Half the Agora (1,500
NASF) will be made of a terraced seating area designed for casual social interaction and study that can
also be used as a tiered seating section facing the stage when events are held.

Note 20 Assembly / Event Space Agora Perimeter


The FSP places the following services and functions around the perimeter of the Student Commons
Building Agora:

Bookable multi-function space for certain types of events such as recruitment fairs, cultural events,
etc. One side of these multi-function rooms should completely open to the Agora itself. Thus the
agora floor can be used as a foyer area for the multi-purpose rooms.
Bookable activity spaces suited for activities such as dance and drama rehearsals.
Quiet study space totalling 2,000 NASF.
A catering / reheat kitchen to support food and beverage services either in the multi-function rooms
or in the Agora proper.

Note 21 Distributed Study Space


The FSP allocates 2,000 NASF of study space to be distributed throughout the Student Commons
Building. This is in addition to the terraced space of the Agora that can be used for study purposes
(2,000 NASF) and the quiet study space allocated on the Agoras perimeter (2,000 NASF).

expected to these spaces at this time.

Note 23 Study Space


The FSP assigns a 4th Priority Level to the study spaces located in the University Centre. No changes are
expected to these spaces at this time.

Note 24 Carleton University Dining Services


The FSP adds 10,000 NASF of dining space to the campus in the Student Commons. Carleton plans to
link this additional seating capacity in a way that is linked to its Existing Dining Services installations
already in place on Level 2 of the University Centre. No changes are expected to these spaces at this
time.

Note 25 Carleton University Bookstore


The FSP assigns a 4th Priority Level to the Bookstore spaces located in the University Centre. No
changes are expected to these spaces at this time, with the caveat that concerns were communicated to
ECS regarding the size of the loading dock the Bookstore shares with CUSAs Olivers food operation.

Note 26 Carleton University Ombudsman


The FSP assigns a 3rd Priority Level to the office of the Ombudsman located in the University Centre.

Note 27 CUPE Offices


The FSP assigns a 3rd Priority Level to the CUPE offices located in the University Centre.
