1.0

SCOPE OF SUPPLY AND SERVICES


The overall scope of supplies and services by the Contractor for the Diesel Generator
Plant are indicated in GCC Clause 7 i.e. to design, manufacture, test at
Manufacturers Works, Delivered Duty Unpaid (DDU) to Tendaho Project Site,
erection of mechanical and electrical equipment, train Employers personnel,
commissioning, testing and put to work under terms of single turnkey contract for the
complete Diesel Generator plant comprising of one DG set of 625 kVA and two DG
sets of 1250 kVA along with all accessory and auxiliary equipment.
First new packaged Diesel Generator set of 625 kVA will provide electric power to the
Tendaho Sugar Project right from the initial stages when the project starts for meeting
the initial project electrical load requirements for factory erection and also for meeting
the colony electrical loads. The remaining two 1250 kVA DG sets are expected to be
installed one after the other as the power demand of the project increases. These sets
will be synchronized and run during peak electric requirements and also at the start up
of the factory. While the power distribution during initial periods would be from the
diesel Generator house, the Diesel Engine generators will be ultimately connected to
the bus of the Factory power house ultimately through 400 V / 11 kV step up
transformers. As such all the out going connections from 1st diesel generators during
the initial construction period to various load points would be temporary.
The Engine generator control panels and MDB switch necessary indicators,
annunciators, and controls for starting and monitoring the units operations and
emergency controls shall be supplied and installed in the Diesel Generator house.
The Diesel generators will be installed in a separate house, which would be a steel
structure with metal cladding on roofs and sides. It would have a length of 32 meters,
width of 12 meters and height of 8 meters. The house columns would be provided with
gantry and rails and also have a EOT over head crane of 15 tonnes hoisting capacity
which will be supplied by the Contractor under this Contract.
Scope of Facilities summarized hereunder and also detailed in subsequent parts of
this bid. The Contractors scope of work is of turnkey nature and comprises of
following;
a)

the design, manufacture (including procurement, quality assurance,


manufacture / construction, testing at Manufacturers Works, installation, Precommissioning and delivery), assembly at site,

b)

transportation (including, without limitation, unloading and hauling to, from


and at the Site), delivery to site ; and storage; Scope of work includes the
material handling, transportation from project storage yard to erection site,
checking chipping and levelling of foundations, pre-assembling,

c)

The installation/ erection, alignment, grouting of equipment, completion of


erection, commissioning, testing & trial run and offering performance trials of
the facilities in accordance with the plans, procedures, specifications,

drawings, codes and any other documents as specified in the Technical
Specifications,
d)

Insulation, cladding, fittings, supports, piping, etc as detailed in subsequent


Sections.

e)

Obtaining all statutory approvals from relevant authorities and testing by


relevant authorities, at manufacturers place and in Ethiopia, on site.

f)

Provision of supervision and engineering services; Installation, the supply of


labour, materials, equipment, spare parts, and accessories; Contractors
Equipment; construction utilities and supplies; temporary materials, structures
and facilities,

g)

Training of Personnel;

h)

Supply of spares for commissioning.

j)

Supply of spares for two years normal operation.

Any equipment, device or material even if not included in the original bid but found
necessary for the safe and satisfactory functioning of the units under the bid shall be
supplied, erected and commissioned by the Bidder at no extra cost to the Employer
as if such equipment, material or work were originally specified and formed part of
the scope of work.

The Contractor shall design, specify, manufacture and supply facilities as set out in
this Specification; he shall inspect and test the same and its packing prior to its
dispatch from its place of manufacture; shall transport the same to his chosen export
port or ports and carry out all associated inspections, handling storage, loading and
unloading activities to deliver the same on board of his chosen carrying vessel on
DDU Project site basis; shall provide every reasonable facility for the Employer to
check test and verify the Plant and Equipment at all reasonable times; and shall
provide in accordance with the Program or otherwise in accordance with the Project
Managers instructions all of the Plant and equipment, technical information and
services necessary in order that the Employer, Project Manager and any other
participating contractor may carry out their roles and tasks in an orderly and efficient
manner and in order that power production shall commence within the Time for
Commencing Sugar Production or any extension thereof allowed under the Contract.
1.2.2

Onshore Activities
The Contractor shall undertake all the site erection and commissioning works which
will include landing of plant and machinery, Djibouti port clearance, Customs
clearance at Ethiopian boarder post, checking, transit storing and protecting when
and where necessary, transporting to Site, re-checking and inspecting all the Plant
and Equipment supplied on DDU Project Site basis. The Contractor shall also
undertake the supply of any other imported supplies required by the Contractor for
his work; of erection, installation, testing and commissioning of the DG power
generation and all its accessories, within the battery limits, proving the performance,
and carrying out any necessary Corrective engineering; testing and commissioning,
on DDU Project Site basis. He shall provide all supervision, labour, Contractors
equipment, Temporary Works and all other materials required for the DG power
generation System, erection and commissioning, training of personnel on turnkey
basis.

General obligations
The Contractor shall inspect and test the materials and constructions, used and to be
used for the Onshore Works; he will provide every reasonable facility for the
Employer / Project Manager to check and verify the same; he shall report damage or
loss and take all necessary steps to make good with all speed any damage or loss
which might occur or have occurred to the Facilities (other than such reports and
steps to be taken by the Employer, as set out in the Contract); he shall execute any
Corrective Engineering required by the Project Manager and he will provide in
accordance with the Factory Crushing Program or otherwise in accordance with the
Project Managers instructions all of the Onshore Works technical information and
services necessary in order that the Employer / the Project Manager and any other
participating contractor may carry out their roles and tasks in an orderly and efficient
manner and in order that sugar production shall commence within the time for
commencing sugar production or any extension thereof allowed under the Contract.

Training
Training the local staff in operation and maintenance of Diesel power generation
Plant forms part of the scope of supply.
