PROBLEM ANALYSIS:

Transportation is the means to carry people and goods from one place to another. This has
become very important in each stage of human civilization. If the present means of transportation
were not developed, situation of the world would be totally different. Transportation has
continued much to the development of economic, social, political and cultural fields and
uplifting their condition. Speedy industrialization is impossible without development of
transportation. It is unavoidably necessary to promote transport system for the proper
development of agricultural sector and rural areas. Modes of transportation includes air, rail,
road, water, cable, pipeline and space. Transport is important because it enables trade between
persons, which is essential for the development of civilizations. Transportation helps in mass
production. Whether it is to purchase and bring raw materials or it is to distribute finished goods,
one or the other means of transport is necessary. This expands old markets and creates new ones.
As a result, demands for goods increases and production should also be increased which
contributes to the development of industries.
The ship is the earliest form of transportation to have a significant effect on trade, and
ships still play a crucial role in transporting large quantities of goods. Ships can operate on
nothing more than the wind, but today most ships uses engines to provide more efficient and fast
transportation duration. The island of Marinduque is surrounded by bodies of water. When
people needs to transport goods and commodities to other regions outside the island, the
available ports in the province namely Cawit and Balanacan Port serves as the route of the
passengers. Another unrecognized way of transporting goods and commuters located at the
Municipality of Gasan but its condition is not the same as the main operating ports of the
province.

Difficult conditions on transportation occurs at the route via Marinduque to Mindoro and
vice versa located at Municipality of Gasan. It is caused by the absence of adequate facilities
which may accommodate all the commuters, import and export goods, and services when
transporting. The low level of water became the main cause of the core problem on our problem
tree. They said that the absence of adequate facilities is caused by the low level of the water in
the said location. Low level of water results to impermanent location of the boat that brings the
passengers to Mindoro. The impermanent location of the boat leads to the unsuitable transfer of
passengers and commodities to the actual boat. They used to bring commuters and goods by
using a smaller boat that is capable on the level of water. For sometimes, accidents on falling in
the water occur because of the direct impact of waves to the boats that the boat cannot handle.
Thus, because of the low level of water, there is non-existing facilities that could possibly bring
safer and more accommodating way of transportation.
Although there were less causes determined in the problem, there were several effects
listed based on the actual occurring problems result by the difficult condition of transportation in
the said location. Because of the difficult condition, the route became less accessible for those
who cannot handle the way of transport especially the old ones. Higher risks in accidents occur
when choosing the route of Gasan to Mindoro because of the possible accidents of falling into
the water cause by massive weights of commuters and commodities, and wave conditions. The
higher riks of accidents will also increase the morbidity and mortality rate. Limited trips also
occur because there were only one or two boats regularly scheduled trips going to Mindoro. The
voyage of the boats only occurs early morning because of the occurance of low tides at the
afternoon. The main reason why the route existed was the importation of crops like rice from
Mindoro. The route became visible because of the trades of goods and commodities of the two

provinces. There were also commuters who preferred to travel using the route because it is nearer
and faster to reach the province of Mindoro. Because of the limited trips of going to Mindoro
using via Gasan, additional fare is the result. More expensive way is the effect of the limited trips
because of choosing the Cawit Port or Balanacan Port to reach Lucena, then take a bus to
Batangas Port which has the regular travel to Mindoro province. The limited trips also affects the
time and duration of transportation of commuters, goods and services. Some of us have personal
and business purposes to Mindoro and when there were no boat available going to Mindoro in
Gasan, the possible option of the commuters is to select the Balanacan/Cawit-to-Lucena-toBatangas-to-Mindoro route. This route will require more time preparation for the commuters.
Instead of an hour travel, the travel may become up to 12 hour duration. The duration may result
delayed on the commuters, goods and services. Less productivity and less income can be the
result of the delayed commuters and services especially when the commuters purposed to
Mindoro is about business. Also, delayed goods and services may result into less importation and
exportation which affects the cost of the commodities available in the province.

The good condition of the route to Mindoro or other western islands near the province could be a
cause of having adequate facilities with suitable way of transport. When we have good means of
transportation, the trade and industries became more productive that contributes to the increase in
economic status of the province.
The presence of facilities and permanent location of boats can leads to more suitable
transportation. It can also minimized the risks of accidents that will decreased the morbidity and
mortality index. It will be significant for the commuters, goods and services to the fast and
economic transportation. There will be unlimited trips with inexpensive fare when the problem
be solved. Less duration for commuters, goods and services can be consumed which will result
to more import and export commodities that contributes to more productive, more income and
lower cost of commodities.
