Document

The Civil Work Activities in the third Quarter received


concern related to the question from PT. ACSET Indonusa
JV PT. Amarta Karya. After having guidance from the
Director of Learning and Students Affair, Ministry of
Research,

Technology,

and Higher Education, Project

Implementation Unit, led by Project Manager Unit, gave


respond related to objections on the item of "University
Building" in the Prequalification Document for the entire 7
Universities. Also, the discussion of the Standard Bidding
Document contractor, which had to be prepared because
the DEDC process was almost done.
Next, based on the response from Jeddah (Sent to
PMU and forwarded to each PIU), it ordered PIU PIU to
replace the "University Building" into building construction,
without changing the value that has been set in the prequalification documents. Therefore, the official report on
the "aanwijzing", which stated that the building in the
document were building construction, was no longer valid
and should be re-evaluated, especially for some specific
companies.
The result of evaluation of document revision showed
the data of qualified companies, as follows.

Table 8 and Table 9 above shows that there was a


change of corporate data that passed the prequalification
documents. Before the document revision, there were two
companies that did not qualify, i.e. PT. Nindya Karya and
PT. Acset Indonusa JV PT. Amarta Karya. Meanwhile, after
the revision of the prequalification document as what has
been submitted by the CGO, then there was a company
which was passed the evaluation of prequalification
documents, namely PT. Acset Indonusa JV PT. Amarta
Karya.
PT. Acset Indonusa pass the verification because they have
general experience and the company is a Member Country

(MC), as required by the IDB. The company was not from


Singapore. PT. Amarta Karya can go through because the
company was able to show the physical document in the
form of construction contracts, whose value amounted to
USD 15.250 for each package of the contract. In the prequalification documents, it was mentioned if one of the
joint venture did meet the contract value of projects that
have been required, then, automatically, both companies
could be further processed, or prequalified.
The final stage of this revision activity is Final Progress
report, the entire document report, Individual evaluation
along with the supporting appendicies, submitted to the
PMU in the form of softcopy and hardcopy.
2) The implementation of Civil Work Activities
The implementation of Civil Work Preparation Package
9, Yogyakarta State University was as follows:

Procurement progress in general had been implemented
about 70%.
3) Constraints and Resolutions
1.

The constraint on Civil Work implementation


Consolidation between PMU and PIU was not wellplanned, especially with regard to the procurement
process. PQ expert was not too much involved in
various activities organized by the PMU.

PMU were quite slow in responding the questions from


the companies.

The term modification from "University building" into


Construction building, giving impact to the entire
report of PQ and the attachments.

There are differences about the IDB Guidelines with


CGO Indonesia.

2.

Resolution
PQ Civil Work IDB 7 in 1 was more proactive in
recruiting every chance of PMU.

PIU gave advice and opinion through email in order to


save the time.

Revision of document evaluation of Praqualification


has been conducted after the letter from CGO was
released, and those were conducted in three days.

The discussion of IDB Guidelines should be carried out


jointly with the CGO Indonesia
