PENDAHULUAN
Laporan Status Pasaran Harta Tanah menyebarkan empat jenis maklumat jualan iaitu:i.

Prestasi jualan skim perumahan yang baru dilancarkan pada separuh tahun 2016.

ii.

Maklumat harta tanah yang tidak terjual bagi kediaman, kedai dan industri. Mulai 1 Januari 2003,
harta tanah siap dibina tidak terjual telah didefinisikan sebagai hanya unit kediaman, kedai dan industri yang
telah siap dibina DAN telah mendapat Sijil Layak Menduduki (CFO) tetapi kekal tidak terjual melebihi
sembilan bulan selepas ianya dilancarkan untuk dijual pada atau selepas 1 Januari 1997.

Maklumat harta tanah dalam pembinaan kekal tidak terjual dan telah berada
melebihi sembilan bulan selepas ianya dilancarkan untuk dijual selepas 1 Januari 1997, dan

iv.

Maklumat harta tanah yang belum dibina kekal tidak terjual dan telah berada di pasaran melebihi
sembilan bulan selepas ianya dilancarkan untuk dijual selepas 1 Januari 1997.

FOREWORD
The Property Market Status Report disseminates four types of sales information namely:i.

Sales performance of newly launched housing schemes in half year 2016.

ii.

Information on property overhang namely residential overhang, retail shops overhang and industrial overhang. With
effect from 1 January 2003, property overhang has been defined to include only residential units, retail shops and
industrial units, which were completed and issued with Certificate of Fitness for Occupation (CFO) or Temporary
Certificate of Fitness for Occupation (TCFO) but remained unsold for more than nine months after it was launched
for sale on or after 1 January 1997.

iii.

Information on under construction property that remained unsold in the market for more than nine months
after launching for sale after 1January 1997, and

iv.

Information on not constructed property that remained unsold in the market for more than nine months
after launching for sale after 1 January 1997.

Pasaran utama kediaman mencatatkan penurunan ketara


bagi unit baru dilancarkan dan prestasi jualan yang
perlahan. Bilangan pelancaran baru terus berkurangan
kepada 10,655 unit daripada 40,380 unit (H1 2015) dan
18,031 unit (H2 2015). Bilangan unit terjual sederhana
kepada 2,732 unit, menunjukkan prestasi jualan
keseluruhan sebanyak 25.6% (H1 2015: 29.8%: H2 2015:
25.7%).

The residential primary market recorded a significant


drop in newly launched units and weakening sales
performance. The number of new launches reduced
further to 10,655 units from 40,380 units (H1 2015) and
18,031 units (H2 2015). The number of take up units
moderated to 2,732 units, showing an overall sales
performance of 25.6% (H1 2015: 29.8%: H2 2015:
25.7%).

Johor mempunyai bilangan pelancaran baru tertinggi,


menyumbang 15.7% (1,675 unit) daripada jumlah
keseluruhan negara, diikuti dengan Perak pada 14.9%
(1,589 unit) dan Selangor pada 12.7% (1,349 unit). Negeri
ini masing-masing mencatatkan prestasi jualan purata
31.5%, 19.3% dan 16.1%.

Johor had the most number of new launches,


contributing 15.7% (1,675 units) of the national total,
followed by Perak at 14.9% (1,589 units) and Selangor
at 12.7% (1,349 units). These states recorded average
sales performance of 31.5%, 19.3% and 16.1%
respectively.

Mengikut jenis harta tanah, harta tanah bertanah


membentuk 82.7% (8,813 unit) daripada jumlah
pelancaran baru. Unit teres kekal sebagai penyumbang
terbesar merangkumi sebanyak 41.6% (2,785 unit) satu
tingkat dan 58.4% (3,911 unit) 2-3 tingkat. Daripada
jumlah, 2,003 unit telah terjual mencapai prestasi jualan
purata 29.9%. Unit teres mampu milik berharga di bawah
RM400,000 menyumbang 66.8% (4,471 unit) daripada
jumlah negara dalam kategori ini.

By property type, landed formed 82.7% (8,813 units)


of the total new launches. Terraced units remained
the highest contributor, comprising of 41.6% (2,785
units) single storey and 58.4% (3,911units) two to three
storey. From total, 2,003 units were taken up achieving
an average sales performance of 29.9%. Affordable
terraced units priced below RM400,000 accounted for
66.8% (4,471 units) of the nations total in this category.

bilangan kondominium/pangsapuri tertinggi menyumbang
59.4% (1,068 unit) dan mencatatkan prestasi jualan yang
rendah sebanyak 13.1% (140 unit). Selangor menduduki
tempat kedua, menyumbang 34.4% (618 unit) dan tidak
mendaftar sebarang jualan dalam tempoh kajian.

units) and recorded low sales performance of 13.1%
(140 units). Selangor ranked second, accounted for
34.4% (618 units) and has not registered any sales in
the review period.

Mengikut julat harga, lebih kurang 58.3% (6,207 unit)


daripada unit yang dilancarkan berharga di bawah
RM400,000, 39.8% (4,240 unit) berharga lebih daripada
RM400,000 sehingga RM1.0 juta manakala hanya 2.0%
(208 unit) daripada unit dilancarkan berharga melebihi
RM1.0 juta. Dalam sub-sektor kos rendah, 77 unit
kediaman kos rendah ditawarkan untuk jualan dan tiada
sebarang jualan didaftarkan dalam tempoh enam bulan
selepas dilancarkan.

By price range, approximately 58.3% (6,207 units) of


the units launched were priced below RM400,000,
39.8% (4,240 units) priced above RM400,000 up to
RM1.0 million while only 2.0% (208 units) of the units
launched were above RM1.0 million. In the low-cost
sub-sector, 77 low-cost units offered for sale and has
not register any sales within six months after launching.

Disebalik pasaran utama kediaman yang perlahan,


bilangan unit kediaman siap dibina tidak terjual terus
meningkat. Unit-unit kediaman siap dibina tidak terjual
meningkat sebanyak 30.7% pada H1 2016 kepada
13,438 unit (H2 2015: 10,285 unit; H1 2015: 8,238 unit).
Berbanding dengan tempoh sama tahun sebelumnya,
nilai unit siap dibina tidak terjual meningkat dengan ketara
sebanyak 51.3% kepada 7.59 bilion berbanding RM5.02
bilion pada H2 2015.

Despite softening of residential primary market, the


number of residential overhang units continued to rise.
The residential overhang units increased by 30.7% in
H1 2016 to 13,438 units (H2 2015: 10,285 units; H1
2015: 8,238 units). Correspondingly, the overhang
value increased significantly by 51.3% to 7.59 billion
compared to RM5.02 billion in H2 2015.

Dari segi harga, unit berharga RM500,001 hingga


RM1,000,000 membentuk 21.3% (2,859 unit) daripada
unit siap dibina tidak terjual, diikuti oleh unit berharga
melebihi RM1,000,000 pada 14.1% (1,900 unit) dan
RM50,001 hingga RM100, 000 pada 10.9% (1,466 unit).

RM1,000,000 made up 21.3% (2,859 units) of the
overhang units, followed by units priced above
RM1,000,000 at 14.1% (1,900 units) and RM50,001 to
RM100,000 at 10.9% (1,466 units).

47.1% berbanding H2 2015 dari segi bilangan (H1 2016:
2,831 unit; H2 2015: 1,925 unit) manakala nilai meningkat
dengan ketara sebanyak 58.6% (H1 2016: RM1.85 bilion;
H2 2015: RM1.17 bilion). Perak mengekori dengan 1,567
unit, meningkat sebanyak 9.9% (H2 2015: 1,426 unit),
diikuti Selangor dengan 1,440 unit, meningkat sebanyak
60.4% (H2 2015: 898 unit).

Johor retained the highest number of overhang in the


country with an increase of 47.1% over H2 2015 in
terms of volume (H1 2016: 2,831 units; H2 2015: 1,925
units) whilst value increased substantially by 58.6%
(H1 2016: RM1.85 billion; H2 2015: RM1.17 billion).
Perak trailed with 1,567 units, increased by 9.9% (H2
2015: 1,426 units) followed by Selangor with 1,440
units, increased by 60.4% (H2 2015: 898 units).

Mengikut jenis harta tanah, teres menyumbang syer


terbesar dari segi bilangan, merangkumi 43.8% (5,885
unit) daripada jumlah keseluruhan nasional, diikuti
kondominium/pangsapuri 23.7% (3,183 unit). Johor
membentuk syer terbesar unit teres sebanyak 30.2%
(1,779 unit) manakala Pulau Pinang mendominasi 23.8%
(759 unit) daripada kondominium/pangsapuri yang siap
dibina tidak terjual.

By property type, terraces accounted for the largest


share in the property overhang volume, comprising
43.8% (5,885 units) of the national total, followed by
condominiums/apartments at 23.7% (3,183 units).
Johor formed the largest share of terraced units at
30.2% (1,779 units) whilst Pulau Pinang dominated
23.8% (759 units) of the condominiums/apartments
overhang.

Bagi sub-sektor harta tanah kos rendah, terdapat 398 unit


siap dibina tidak terjual yang membentuk 3.0% daripada
jumlah nasional. Jumlah ini terdiri daripada 293 rumah
kos rendah dan 105 rumah pangsa kos rendah. Kedah
mempunyai rumah kos rendah tidak terjual yang tertinggi,
membentuk 69.3% (203 unit) yang kebanyakannya
terletak di daerah Kuala Muda. Sementara itu, rumah
pangsa kos rendah yang siap dibina tidak terjual hanya
terletak di daerah Seremban, Negeri Sembilan.

In the low-cost property sub-sector, there were 398


overhang units which made up 3.0% of the national
total. This total comprised 293 low-cost houses and 105
low-cost flats. Kedah had the most overhang low-cost
houses, forming 69.3% (203 units) which are mostly
located in Kuala Muda district. Meanwhile, overhang
low-cost flats were solely located in Seremban district,
Negeri Sembilan.

Aliran menaik yang sama dicatatkan bagi unit dalam


pembinaan tidak terjual. Bilangan tidak terjual meningkat
kepada 56,170 unit, meningkat sebanyak 13.3%
berbanding H2 2015 (49,568 unit). Johor menyumbang
17.4% (9,790 unit) daripada unit dalam pembinaan tidak
terjual di negara ini, diikuti Selangor pada 16.2% (9,124
unit) dan Pulau Pinang pada 12.6% (7,063 unit).

Similar upward trend was recorded for the unsold under


construction units. The unsold numbers increased
to 56,170 units, up by 13.3% compared to H2 2015
(49,568 units). Johor contributed 17.4% (9,790 units) of
the unsold under construction in the country, followed
by Selangor at 16.2% (9,124 units) and Pulau Pinang
at 12.6% (7,063 units).

yang mana 19.7% (4,292 unit) terletak di Pulau Pinang.
Unit teres dan unit berkembar masing-masing membentuk
37.4% (21,018 unit) dan 11.9% (6,693 unit) daripada
jumlah unit tidak terjual. Johor mencatatkan 24.2% (5,087
unit) daripada unit teres tidak terjual manakala Kedah
mempunyai bilangan unit berkembar tidak terjual tertinggi,
menyumbang 22.1% (1,481 unit) daripada jumlah
keseluruhan.

By property type, condominiums/apartments formed


38.8% (21,786 units) of the market share, of which
19.7% (4,292 units) located in Pulau Pinang. Terraced
units and semi-detached units made up another
37.4% (21,018 units) and 11.9% (6,693 units) of the
total unsold units respectively. Johor recorded 24.2%
(5,087 units) of the unsold terraced units whilst Kedah
had the most number of unsold semi-detached units,
accounting for 22.1% (1,481 units) of the total.

Mengikut julat harga, 29.4% (16,530 unit) daripada


unit dalam pembinaan tidak terjual berharga di antara
RM500,001 dan RM1.0 juta manakala 16.0% (8,977 unit)
adalah di antara RM300,001 dan RM400,000 dan 12.2%

RM1.0 million whilst 16.0% (8,977 units) were between

unit) in the range of RM400,001 to RM500,000.

Bagi sub-sektor perumahan kos rendah, terdapat 766


rumah pangsa kos rendah yang tidak terjual, menyumbang
1.4% daripada jumlah keseluruhan nasional. Kebanyakan
rumah pangsa kos rendah yang tidak terjual adalah di
Kedah (263 unit) yang tertumpu di Kuala Muda (208 unit)
dan Kota Setar (55 unit).

Sama seperti kategori siap dibina tidak terjual dan dalam


pembinaan tidak terjual, bilangan belum dibina tidak terjual
juga meningkat dengan ketara kepada 14,039 unit pada
H1 2016. Unit belum dibina tidak terjual meningkat dua
kali ganda berbanding dengan H1 2015 dan meningkat
74.8% berbanding H2 2015 (H1 2015: 6,747 unit;
H2 2015: 8,032 unit). Kuala Lumpur membentuk 43.7%
(6,136 unit) daripada jumlah nasional, meningkat lebih
daripada dua kali ganda berbanding H2 2015 (2,966 unit).
Pulau Pinang mengekori dengan sumbangan 12.8% (1,800
unit), meningkat dengan ketara daripada 62 unit pada
H2 2015.

Similar to the overhang and under construction category,


the number of unsold not constructed also increased
significantly to 14,039 units in H1 2016. Unsold not
constructed units doubled compare to H1 2015 and
increased 74.8% against H2 2015 (H1 2015: 6,747
units; H2 2015: 8,032 units). Kuala Lumpur formed
43.7% (6,136 units) of the national total, increased
more than double against H2 2015 (2,966 units).
Pulau Pinang followed suit with 12.8% contribution
(1,800 units), increased tremendously from 62 units in
H2 2015.

Mengikut jenis harta tanah, kondominium/pangsapuri


mendominasi jumlah unit belum dibina tidak terjual pada
67.5% (9,483 unit), diikuti oleh unit teres sebanyak 14.2%
(1,991 unit) dan rumah pangsa di 8,1% (1,137 units).
Kuala Lumpur mempunyai bilangan

pangsapuri tertinggi, menyumbang 64.7% (6,136 unit)
manakala Kedah menyumbang bilangan tertinggi unit
teres berjumlah 22.1% (440 unit). Sementara itu, kesemua
rumah pangsa belum dibina tidak terjual (1,137 unit)
terletak di Daerah Timur Laut, Pulau Pinang.

By property type, condominiums/apartments dominated


the total unsold not constructed units at 67.5% (9,483
units), followed by terraced units at 14.2% (1,991
units) and flats at 8.1% (1,137 units). Kuala Lumpur
had the highest number of condominiums/apartments,
contributing 64.7% (6,136 units) and while Kedah
contributed the highest number of terraced units
amounting to 22.1% (440 units). Meanwhile, all unsold
not constructed flats (1,137 units) were located in Timur
Laut District in Pulau Pinang

Mengikut julat harga, unit berharga antara RM150,001


hingga RM200,000 menguasai pasaran sebanyak 19.4%
(2,726 unit) daripada jumlah belum dibina tidak dijual,
diikuti oleh julat harga antara RM300,001 dan RM400,000
pada 17.3% (2,424 unit) dan RM400,001 hingga
RM500,000 pada 14.0% (1,971 unit).

By price range, units priced between RM150,001 to


RM200,000 dominated the market by 19.4% (2,726
units) of the total unsold not constructed, followed by
those priced between RM300,001 and RM400,000 at
17.3% (2,424 units) and RM400,001 to RM500,000 at
14.0% (1,971 units).

Bagi sub-sektor perumahan kos rendah, terdapat 775 unit


tidak terjual, membentuk 5.5% daripada jumlah unit tidak
terjual nasional. Sebahagian besar daripada rumah kos
rendah tersebut terletak di Kedah pada 79.0% (612 unit),
diikuti oleh Sarawak dan Johor masing-masing dengan
14.8% (115 unit) dan 6.2% (48 unit).

Bersandarkan kelembapan dalam aktiviti pasaran,


bilangan kedai siap dibina tidak terjual merekodkan
catatan tertinggi sejak 2012. Dalam tempoh kajian,
terdapat 5,024 kedai siap dibina tidak terjual bernilai
RM2.52 bilion di negara ini. Berbanding H1 2015 (4,097
unit; 1.70 bilion) dan H2 2015 (4,219 unit; 1.95 bilion),
kedai siap dibina tidak terjual mencatatkan pertambahan
bilangan sebanyak 19.1% dan 22.6%, manakala nilai
meningkat sebanyak 29.3% dan 48.5%.

Backed by slowdown in the market activity, shop


overhang recorded highest since 2012. In the review
period, there were 5,024 units worth RM2.52 billion of
overhang shops in the country. Compared to H1 2015
(4,097 units; 1.70 billion) and H2 2015 (4,219 units; 1.95
billion), overhang shops recorded volume increments
of 19.1% and 22.6% respectively, whilst value rose by
29.3% and 48.5%.

the major contributor in the overhang total, at 40.2%
(2,019 units). Johor had 23.6% (476 units) whilst
Melaka had another 20.9% (422 units). The stratified
shops contributed another 29.3% (1,470 units) and
Johor had the most number (689 units), contributing
46.9% of the total.

segi bilangan mendaftarkan 7,952 unit tidak terjual. Johor
mendahului dengan 21.9% (1,738 unit) daripada jumlah
tidak terjual di negara ini, diikuti oleh Selangor 12.9%
(1,029 unit) dan Pahang 11.4% (906 unit).

registering 7,952 unsold units. Johor topped with 21.9%
(1,738 units) of total unsold in the country, followed by
Selangor 12.9% (1,029 units) and Pahang 11.4% (906

between RM500,001 to RM750,000, followed by more
than RM1.0 million at 24.4% (1,938 units) and those
in the range of RM250,001 to RM500,000 at 24.4%
(1,938 units).

Mengikut jenis harta tanah, kedai 2-2 tingkat adalah


dominan bagi ketagori dalam pembinaan tidak terjual,
menyumbang 42.0% (3,338 unit) diikuti oleh kedai 3-3
tingkat dengan 29.1% (2,318 unit). Hampir 31.2% (1,043
unit) daripada kedai 2-2 tingkat berada di Johor, di mana
47.4% (494 unit) terletak di daerah Batu Pahat. Untuk
kedai 3-3 tingkat, Sarawak menguasai pada 25.8% (599
unit) dan diikuti oleh Perak pada 15.4% (357 unit).

for 42.0% (3,338 units) followed by 3-3 storey shops
at 29.1% (2,318 units). Close to 31.2% (1,043 unit) of

sumbangan terbesar dengan 25.3% (299 unit), diikuti oleh
Kuala Lumpur 21.1% (249 unit) dan Kedah pada 17.1%
(202 unit).

dan RM500,000 manakala 28.4% (335 unit) lagi adalah
berharga lebih RM1.0 juta.

Property Overhang

Situasi siap dibina tidak terjual bagi industri adalah seiring


dengan kediaman dan kedai. Bilangan unit siap dibina
tidak terjual meningkat berbanding H2 2015. Tempoh
kajian mencatatkan 398 unit bernilai RM420.31 juta,
menunjukkan peningkatan sebanyak 63.8% dari segi
bilangan dan 74.7% dari segi nilai berbanding H2 2015
(243 unit; RM240.58 juta). Berbanding H1 2015, bilangan
dan nilai kedai yang siap dibina tidak terjual masingmasing meningkat sebanyak 53.7% dan 73.7% (259 unit;
RM241.91 juta).

The industrial overhang situation was in resonance


with residential and shop. The volume of overhang
units increased against H2 2015. The review period
recorded 398 units worth RM420.31 million, indicating
an increase of 63.8% in volume and 74.7% in value
against H2 2015 (243 units; RM240.58 million).
Compared to H1 2015, overhang shops increased by
53.7% and 73.7% in volume and value respectively
(259 units; RM241.91 million)

Johor menduhului kedua-dua bilangan dan nilai,


masing-masing menyumbang 35.4% (141 unit) dan
62.0% (RM260.72 juta) kepada jumlah nasional. Kedah
mengekori dengan 21.6% (86 unit) bernilai RM51.69 juta
dan Sabah 12.6% (50 unit) bernilai RM39.53 juta.

Johor led in both volume and value, contributing 35.4%


(141 units) and 62.0% (RM260.72 million) respectively
to the national total. Kedah followed suit with 21.6%
(86 units) worth RM51.69 million and Sabah 12.6% (50
units) worth RM39.53 million.

Mengikut jenis harta tanah, teres menguasai dengan


56.8% syer (226 unit). Kilang berkembar dan berkelompok
mengekori masing-masing dengan 23.1% (92 unit) dan
20.1% (80 unit).

By property type, terraced dominated with 56.8% (226


units) share. Semi-detached and clustered factory
followed with 23.1% (92 units) and 20.1% (80 units)
respectively.

Mengikut julat harga, unit berharga RM500,001 hingga


RM750,000 membentuk syer terbesar sebanyak 36.4%
(145 unit) diikuti unit yang berharga lebih RM1 juta dan
unit berharga di antara RM250,001 dan RM500,000
masing-masing dengan 31.4% (125 unit) dan 14.3% (57
unit) daripada jumlah keseluruhan negara.

By price range, unit priced RM500,001 and RM750,000


formed the biggest share at 36.4% (145 units) followed
by those priced more than RM1 million and units priced
between RM250,001 and RM500,000 with 31.4%
(125 units) and 14.3% (57 units) of the national total
respectively.

Unit dalam pembinaan tidak terjual di negara ini mula


mencatat aliran menurun. Bilangan tidak terjual memuncak
pada H2 2015 dengan 1,731 unit, menurun kepada 1,651
unit pada H1 2016. Johor dan Sarawak kekal sebagai
negeri yang paling dominan, masing-masing dengan 703
unit (42.6%) dan 318 unit (19.3%).

started to register a downward trend. The number of
unsold peaked in H2 2015 with 1,731 units, decreased
to 1,651 units in H1 2016. Johor and Sarawak remained
the most dominant states, each with 703 units (42.6%)
and 318 units (19.3%) respectively.

Mengikut jenis harta tanah, kilang berkembar menguasai


unit tidak terjual sebanyak 40.8% (674 unit) manakala
unit teres dan kelompok masing-masing mewakili 37.9%
(626 unit) dan 12.9% (213 unit) daripada jumlah unit tidak
terjual. Dari segi harga, 60.5% (999 unit) daripada jumlah
unit yang tidak terjual berharga lebih RM1 juta.

Generally, the unsold not constructed industrial units
were small. In H1 2016, the number decreased by
3.8% from 109 units recorded in H1 2015 to 105 units.
Against H2 2015, the unsold units in this category
expanded by 20.7% from 87 units.

Secara umumnya, unit industri belum dibina tidak


terjual adalah sedikit. Pada H1 2016, bilangan menurun
sebanyak 3.8% daripada 109 unit yang dicatatkan pada
H1 2015 kepada 105 unit. Berbanding H2 2015, unit tidak
terjual dalam kategori ini meningkat sebanyak 20.7%
daripada 87 unit.
Kesemua 105 unit belum dibina tidak terjual adalah
kilang berkembar. Sarawak mendahului dengan 60 kilang

Starting January 1, 2003, property overhang has been


defined as residential , shops and industrial units that
have been completed and issued with a Certificate of
Completion and Compliance / Temporary Certificate of
Fitness for Occupation but remained unsold for more
than nine months after it was launched for sales on or
after 1st January 1997.

Harta tanah siap dibina tidak terjual merangkumi unit


kediaman, kedai dan industri yang telah siap dibina dan
mendapat Sijil Layak Menduduki / Sijil Layak Menduduki
Sementara/ Sijil Penyiapan Dan Pematuhan dalam
tempoh kajian. Unit ini masih tidak terjual melebihi
tempoh sembilan bulan dari tarikh pelancaran atau
selepas 1 Januari 1997.

These units remained unsold for more than nine months
from the date of or after 1st January 1997.

Nilai harta tanah yang tidak terjual diperolehi daripada


harga jualan purata oleh pemaju mengikut jenis harta
tanah yang ditawarkan untuk jualan dikalikan dengan
bilangan harta tanah yang tidak terjual pada penghujung
tempoh kajian.

The value of overhang properties is derived from the


average selling price for the particular type of property
offered for sale by the developer multiplied by the
number of overhang property at the end of the review
period.

unit kediaman, kedai dan industri yang belum dibina dan
memperolehi kelulusan pelan bangunan. Unit ini tidak
terjual melebihi tempoh sembilan bulan daripada tarikh
dilancarkan untuk jualan atau selepas 1 Januari 1997.

Unsold not constructed property comprises residential


units, shops units and industrial units with building plan
approval that are not yet constructed. These units
remained unsold for more than nine months from the
date of launch or after 1st January 1997.

If a scheme was re-launched, the new launch date is


considered. The unofficial launch (soft Launch) is a
marketing event to provide information about the project
before the approval of advertisement and sales permit
is obtained. The unofficial date is not considered in data
collection.

Sebuah skim perumahan adalah projek perumahan

Satu skim perumahan adalah satu identiti. Ianya boleh
dibangunkan di atas sekeping tanah dengan satu
hakmilik, atau banyak tanah dengan hakmilik yang lebih
dari satu, serta boleh dibangunkan dalam beberapa
fasa. Pembangunan tersebut boleh bercampur dengan
bangunan untuk kegunaan lain seperti perniagaan,
industri dan institusi.

A residential scheme is a housing project comprised


a minimum of five or more buildings mainly used for
dwelling purposes. A residential scheme has one
identity. It may be developed on a land with a single title
or on lands with multiple titles and could be developed in
phases. The developments can be mixed with buildings
for other uses like retail, industrial or institutional.
